Biography
Claude Balthazard, Ph.D., C.Psych., CHRP is Vice-President Regulatory Affairs and Registrar at the Human Resources Professionals Association (HRPA), and has over 20 years of professional experience in Human Resources in academia, government, consulting, and business.
Within the organization, Claude is responsible for HRPA’s Office of the Registrar (which is the hub of regulatory activity at HRPA), as well as ensuring that all regulatory processes required for HRPA to fulfill its obligations under the Human Resources Professionals Association of Ontario Act, 1990, are in place.
In addition, Claude is also charged with making sure HRPA is compliant with other acts for which the organization is subject to as a professional regulator, for maintaining HRPA’s Public Register in compliance with the Act, and for implementing the relevant Association By-laws, policies, and procedures.
Claude has drafted staffing policy for the Federal Public Service, developed assessment centres for the early identification of managerial talent, conducted Level 5 (financial impact) evaluations of training programs, developed programs to increase learning agility among high-potential managers, conducted organization-wide leadership talent reviews, worked out linkage models to quantify the impact of employee engagement on customer relationships and profitability, developed tools to assess employee engagement, conducted culture audits, and developed certification tests for regulatory compliance.
Claude has a Ph.D. in psychology from the University of Waterloo, is a registered psychologist in the Province of Ontario, and holds the CHRP designation.

The Human Resources Professionals Association (HRPA) is Canada’s HR thought leader and the largest HR association in the country. In Ontario, HRPA regulates the HR profession and issues the Certified Human Resources Professional (CHRP) designation, the national standard for excellence in human resources management. HRPA has more than 19,000 members in 28 chapters and hosts the largest annual HR conference in Canada.

Carrot or Stick? How To Keep Your Staff Motivated
Absenteeism. Voluntary turnover. Reduced productivity and engagement. Translation: Workers are not happy. For any business or organization, ensuring that employees remain motivated and engaged is both a challenge and a necessity. In fact, employee engagement is not only important to performance, but can also impact upon every part of a company. The first step in motivating employees is getting the right fit. In this workshop, correct and effective hiring practices will be addressed.
You Don't Understand Me: Handling generational differences
Baby Boomers. Gen X. Gen Y. Intergenerational differences in the workplace can quickly become a source of employee friction. What has changed things is that because of the demographics, the economy, the retirement of the Baby Boomers—which is a bleep in terms of size—that facet has brought the issue to the front burner. Discipline hearings are very court-like—they are adversarial, fast-paced and often dramatic. This session offers you a chance to experience one first-hand, by taking part in a fictional contested discipline hearing through role-play. The realistic disciplinary hearing experience will throw a few surprises and teach you a lot you didn’t know about HR discipline issues.
