Dennis Patrick Scanlon is Distinguished Professor of Health Policy and Administration and Director of the Center for Health Care and Policy Research. His research interests include consumer information and health care markets, health insurance and HMO plan performance, measurement of quality, and minority health outcomes.

2017 On July 11, 2013, Pennsylvania State University ("Penn State") announced planned changes to its employee-health-benefits program called the "Take Care of Your Health" initiative ("Take Care"). 1 The initiative was the first component of a larger plan to change health benefits at Penn State. 2 Take Care included three components and required employees to comply with all three parts in order for employees to avoid a one-hundred-dollar-per-month penalty in the form of a payroll-deducted premium surcharge. 3 Under Take Care, employees were required to complete an online health-risk appraisal ("HRA") managed by WebMD, schedule and provide documentation of an annual preventive-health exam with a licensed healthcare provider, and complete a biometric-testing battery.

2017 In 2013 a lawsuit was filed against the U.S. Fish and Wildlife Service, contesting the constitutionality of the government's ability to regulate the Utah prairie dog on private land under the Endangered Species Act of 1973. There, the court held that constraints enforced under the ESA on the “taking” of the Utah prairie dog were unconstitutional, primarily because the species is found exclusively in Utah and the regulations thus exceed the government's power under the commerce clause. Here, an analysis of this unprecedented ruling was conducted to investigate its potential long-term implications. Ultimately, this case is expected to have lasting impacts on the future of endangered and threatened species conservation under the ESA.
