Colonel Terry Ebbert, USMC (Ret.), is a member the Post-Disaster Assessment and Advisory Team and a Distinguished Senior Fellow.

Biography

Colonel Terry Ebbert, USMC (Ret.), is a member of the Global Resilience Institute’s Post-Disaster Assessment and Advisory Team and a Distinguished Senior Fellow.

Colonel Ebbert is the Founder & Chief Executive Officer of Ebbert & Associates, which provides consulting, planning, training, and education in all aspects of Emergency Preparedness, Public Safety, Disaster Management and Security Matters. He has been selected and approved by the US State Department as a lead instructor for presentations to international governmental delegations for Senior Crisis Management seminars hosted by the US Department of State Office of Antiterrorism Assistance. Recent seminars have been held with Malaysia, Indonesia, Kenya, Mali, Turkey, Ecuador, Bangladesh, Saudi Arabia, Nigeria, Tanzania and others. Ebbert is the former Director of Homeland Security for the City of New Orleans. In this role he was responsible for the administration and leadership for all Public Safety agencies, which included Police, Fire, Emergency Medical Services, Emergency Preparedness and Criminal Justice organizations. He served as the “Incident Commander” and coordinated all local, state and federal response to New Orleans in the aftermath of Hurricane Katrina, the largest disaster in the history of the United States.

After serving in this role, his input has been taken into consideration in the creation of national reforms for emergency planning and operations. Colonel Ebbert received the United States Coast Guard Public Service Award, The Louisiana Legion of Merit and the American Spirit Gold Medallion for his service during the disaster.

Previous positions included serving as the Director of the New Orleans Police Foundation and as the Director of Security for the National Strategic Petroleum Reserve. Ebbert retired from the U.S. Marine Corps as a colonel and is the recipient of the Navy Cross, the nation’s second highest award for valor for leadership actions in the Republic of Vietnam.

GRI’s Post-Disaster Assessment and Advisory Team is a group of experts with deep operational experience in disaster response. Working in ways analogous to National Transportation Safety Board teams, GRI’s team conducts extensive analysis and in-depth interviews about
