Still, Andrew Brandt, the executive director of Villanova’s Moorad Center for Sports Law, said it’s hard to know what kind of lasting impact these scandals will have.

“Porter was an ‘easy’ ban as he was a low-level player that could be sent away as a message to other players,” Brandt said. “The Ippei-Shohei relationship seems to be less about gambling than an issue of trust. ... We will see.”

"The key point to note here is this litigation will likely enter its second decade. The NFL will appeal first to the trial judge, to be heard on July 31. That judge telegraphed a favorable attitude toward the league throughout the trial despite the jury verdict against them. He could throw out the jury verdict and rule for the NFL or reduce the award. If not successful there, the NFL could appeal to the Ninth Circuit Court of Appeals. And if not successful there, it could appeal to the U.S. Supreme Court. Bottom line: No plaintiffs are getting any money any time soon."

Yet league officials also send a mixed message, Andrew Brandt, a sports law professor at Villanova University, told CBS MoneyWatch. On one hand, sports leagues have signed multi-million brand marketing deals with betting platforms like DraftKings and FanDuel; on the other, the leagues are also telling players they cannot financially gain from the sports betting craze, Brandt said.

"The message to players is you cannot bet," he said. "But essentially the leagues are saying 'Do as I say, not as I do'."
