Biography

Lynn Blanchard is the director of the Carolina Center for Public Service at the University of North Carolina at Chapel Hill. She received her master of public health and doctorate degrees from UNC’s Gillings School of Global Public Health, where she also serves on the faculty in Health Behavior. After graduating from East Carolina University, she began her professional life as a public school teacher in Wake County, and after graduate school she was associate director of Family Support Network of North Carolina, held faculty appointments at UNC-Chapel Hill and the Pennsylvania State University, and directed an award-winning community initiative in eastern Pennsylvania. Currently, she oversees development of the Center, including the APPLES Service-Learning, Buckley Public Service Scholars and Thorp Faculty Engaged Scholars programs. She teaches the undergraduate course Philanthropy as a Tool for Social Change, and on the national front, she was co-director of Faculty for the Engaged Campus, an initiative of Community-Campus Partnership for Health and currently serves on the Executive Committee on the Council for Engagement and Outreach of the Association of Public and Land-grant Universities (APLU). In 2016 she was inducted into the national Academy of Community Engagement Scholarship.

Dr. Blanchard has provided keynote addresses and workshops in the areas that include public service and community engagement, teamwork and collaboration, promotion and tenure related to community engaged scholarship and other related topics.

Philanthropy as a Tool for Social Change

Philanthropy as a Tool for Social Change is a unique opportunity through the Carolina Center for Public Service’s Buckley Public Service Scholars program and the Learning By Giving Foundation for students to learn about and experience the process of awarding grants to local agencies. Throughout the course, students function as a committee/board and are responsible for researching the needs of North Carolina, designing grant award criteria, drafting and distributing a request for proposals, reviewing submissions and awarding $10,000 to select community organizations. In addition to meeting weekly and participating in the grant making process, students learn about the nonprofit sector and the philosophy and practice of philanthropy through readings, class exercises and guest speakers.
