Biography

Paul Link is the Director of Research Operations and Outreach for the Disaster Health Sciences Collaborative in the Augusta University School of Public Health. He leads research operations, strategic partnerships, and outreach initiatives focused on strengthening healthcare preparedness, medical surge capability, and disaster resilience. His work supports healthcare systems, public health agencies, emergency management organizations, and first responders through applied research, technical assistance, training, and exercises that enhance readiness for disasters and public health emergencies.

Paul holds a Master of Science in Health Sciences with a concentration in Emergency and Disaster Management from Trident University International and a Bachelor of Science in Nursing from East Stroudsburg University.

With more than 30 years of experience in healthcare, emergency management, and disaster preparedness, Paul previously served as a Captain in the United States Public Health Service and as a Senior Project Manager for the Administration for Strategic Preparedness and Response (ASPR), where he managed federal healthcare preparedness programs across eight southeastern states. During his federal service, he led development of the National Healthcare Preparedness Capabilities and provided national training and technical assistance to healthcare coalitions, hospitals, and government partners.

Earlier in his career, Paul served as a Nurse Manager with the Indian Health Service and as a Critical Care Air Transport Team (CCATT) Element Chief with the U.S. Air Force Special Operations Command, deploying to Iraq and Afghanistan in support of combat casualty care and aeromedical evacuation missions.

Paul's areas of expertise include healthcare preparedness, disaster health sciences, hospital and community medical surge planning, emergency operations, healthcare coalition development, training and exercises, and disaster response. He has led numerous statewide and national preparedness initiatives and is recognized for translating complex preparedness requirements into practical, operational solutions that improve healthcare system readiness.

Outside of work, Paul enjoys spending time with his family, reading, mountain biking, and exploring the open road on his motorcycle.
