Biography

Peter Ormerod researches how the law governs digital information, including through information privacy law, competition law, consumer protection law, and torts. His research currently focuses on the regulation of commercial surveillance practices and on the political economy of data-intensive businesses, as well as the constitutional and other legal hurdles to novel forms of data governance. He has previously published journal articles on the interaction of privacy law and competition law, the duty of data security, technology’s effects on Fourth Amendment doctrine, and privacy law’s enforcement mechanisms.

Before joining Villanova, Ormerod taught at Northern Illinois University College of Law and at Western Carolina University College of Business. Before entering academia, he practiced in the Public Policy & Regulation group of Holland & Knight’s Washington, DC, office. He earned a JD from the George Washington University Law School and a BA in economics from the George Washington University.

“I don’t think it is an unequivocal victory and I think there’s a long way to go before you see something akin to the master settlement that this is often analogized to in the tobacco and opioid litigation,” he said. To get to that kind of significant change in the platforms’ operation, Ormerod said Meta and YouTube would likely have to lose their legal arguments on appeal and additional bellwether trials, or test cases, like this one would have to go against them.

Legal experts say the ruling could influence how future cases unfold. Peter Ormerod, an associate professor of law at Villanova University, called the outcome a promising development.

"I think it becomes increasingly likely that they will settle these cases in a way that not just provides monetary relief, but may actually make some significant changes that the way the platforms are designed and the way they operate," Ormerod said.
