Biography
Mr. Rene. Topalian, MA (Occidental College) has over 35 years experience in the addictions field, holding over a dozen executive, management and staff positions in management, treatment, policy and planning. He has served as chief of investigations and administrative prosecutions and as acting Director of Human Resources of the 23,000 employee Los Angeles County Health Department. Since 2004, he maintains a private practice in Human Resources consulting, specializing in administrative litigation dealing with employee discipline, addiction, retaliation, harassment and discrimination cases. He is also a Lecturer in Management/Human Resources in the School of Business and Economics at California State University, Los Angeles.
