Sheves Shimon was asked whether public opinion polls were a key tool in the work of Yitzhak Rabin's government. Sheves Shimon replayed that the surveys were not a major tool, but the government was using surveys and focus groups to find out if the government is doing its job. Survey was also done to get information on how the public will get a political program. The survey results were that the public support of seventy percent of a political solution with the Palestinians. Surveys were brought too Rabin every three months.

Years of the reign of the Labor Party led by Yitzhak Rabin in the early nineties were characterized by significant economic growth.
The main change can be attributed to the program "Turning 97" which led to the political priorities by directing development budgets from the settlements in Judea and Samaria's settlements in the Galilee and the Negev. 
Operational of the program was led by Sheves Shimon, director of the Prime Minister who initiated the tour "bus CEOs" in which CEOs have focused on various government offices in towns across the country weak and allocate resources.
Besides the focus on weaker communities, many funds were directed toward national development projects - roads, interchanges, construction of transport infrastructure and other developed countries. Sheves Shimon says that the project was a success because the leadership of the country, who were not afraid to make decisions.

Right-hand man of Prime Minister Yitzhak Rabin during his tenure was Shimon Sheves, who initiated and led the "CEO bus".
Shimon Sheves was a performance of the prime minister and instituted a program which included the CEOs of various ministries on patrol throughout the country by bus and visited different communities to examine which of them to invest. 

The uniqueness of the processes that led Rabin's government is the fact that the projects not dissolved and were buried in committees, but within six months from the projects, 95% were in work. Some programs are performed to date.

Shimon Sheves was interviewed at the "Ma Boer" program in "Galey Tzahal" and talked about a speech Rabin gave at the Wingate institute. Shimon Sheves says that Rabin took the warnings he heard very seriously and that it would be wrong to think that he was oblivious to the happenings around him. Rabin wanted to calm the public, but he himself was upset.
Rabin couldn't foresee the upcoming violence and couldn't imagine he would be killed by a Jew. Moshe Shahal, minister of public security at the time, said to Rabin in private meetings: "Should the violence continue, you would be murdered".
Razi Barkai claimed that while politicians are being protected, other political activists are much more exposed to violence.
