Biography
For more than four decades, Walters has worked with law enforcement, military, intelligence, corrections, and investigative professionals in the United States and internationally. He has accumulated more than 50,000 hours of instructional experience and has conducted or produced more than 1,500 videotaped offender and detainee interviews in 40 correctional facilities across the United States.
Walters is the creator of the Cognitive Reliability Framework™ (CRF), a structured approach to evaluating how reliability develops within an investigative statement. His work bridges behavioral science research, operational investigative interviewing, and the legal consequences of decisions made in the interview room.
His professional experience includes long-term work with the National Security Agency and Defense Intelligence Agency, as well as programs involving U.S. Special Operations Command, military investigative and intelligence units, federal agencies, and state and local law enforcement. He also contributed to an FBI simulation training system developed at the Johns Hopkins University Applied Physics Laboratory in collaboration with Dr. Dale E. Olsen.
Walters has participated in peer-reviewed research involving credibility assessment and investigative interviewing, including work associated with the John Jay College of Criminal Justice/NYPD Credibility Assessment Validity Study. His work bridges behavioral science research, operational investigative interviewing, and the legal consequences of decisions made in the interview room.
Walters is the author of From First Contact to Final Question: Evidence-Based Interviewing for Investigators and has been called upon by national and international media to analyze investigative interviewing, statement reliability, interrogation practices, criminal behavior, and high-profile cases.
His central principle is simple: Choices made in the interview room eventually play out in a courtroom.™ His work is focused on helping investigators obtain reliable information while avoiding interview practices that contaminate statements, distort memory, undermine reliability, and damage investigations.

We recently asked Stan to lecture before a group of Elder Abuse Investigators that represented the Indiana Office of the Attorney General and the State's Adult Protective Services group. Not only was Stan's presentation extremely informative for our investigators, he also took the time to tailor his presentation to our group's specific job functions. The only complaint we had was that we didn't get to spend as much time with Stan as we would have liked.
