Biography
Tom Garrett is vice president for global programs in an international NGO working to support democratic transitions, political inclusion and democratic governance in more than 75 countries. He has served as an international observer in more than 19 elections in countries such as Ukraine, the Solomon Islands, Mongolia and Mali.

What Next for Afghanistan?
While gains may have been made in the security situation in Afghanistan, the country's internal politics are indismal condition and will be as great a threat to Afghanistan's stabilization as the insurgency. This presentation was made on a Brookings Institution panel in 2010.
