Biography

Michael is teaching full time at LMU following over two decades of service in the federal government, beginning at the Department of Commerce and then, for over 18 years, as a senior trade official and negotiator at the Office of the US Trade Representative (Executive Office of the President). He retired from government service in 2023 as the Assistant US Trade Representative for Japan, Korea and APEC, after which he returned to his academic roots. From 2023-24, he was a Visiting Scholar at Stanford University’s Shorenstein Asia-Pacific Research Center and university Lecturer. In the fall of 2025, he was a Lecturer at UC San Diego.

He is the author of Walking Out: America’s New Trade Policy in the Asia Pacific and Beyond (2024) and Public Policy and Economic Competition in Japan (2001). He received his DPhil (PhD) in Politics from the University of Oxford, an MA in International Relations from Johns Hopkins University, and a BA from Southern Methodist University. Michael was a Fulbright and Monbusho Scholar and an Advanced Research Fellow at Harvard University.
