Could the Buffalo shooting be a new phase of terrorism here in the United States in particular?
Absolutely. I think it could be because you see that radicalization is happening and has happened for a number of years in the United States. When we look at the number of domestic attacks versus international, both in the US and then in other advanced democracies, too, we see the ratio is about four to one for every one international attack, there's four or more domestic attacks.
