Winnipeg, MB, October 29, 2020 – CAA Manitoba (CAA MB) is reminding all motorists and pedestrians to stay alert as we turn our clocks back this weekend. Daylight saving time ends at 2 a.m. on Sunday, November 1. The return to standard time means fewer daylight hours and reduced visibility for all road users.


“Road safety and pedestrian safety are a shared responsibility. Taking precautions and being aware of other road users helps us all arrive at our destinations safely,” says Heather Mack, manager of government and community relations, CAA MB.


As we are navigate our new normal, working and commuting during a pandemic, we are facing additional obstructions this year. Physical distancing means pedestrians may step out onto the road to keep their distance from others or take longer to cross  at intersections. It is important now more than ever to remind road users to follow the rules of the road, and be patient.


What motorists can do to stay safe:

  • Be alert to pedestrians stepping out onto the road. Physical distancing on sidewalks means pedestrians may step out onto the road at any given moment.
  • Always look for pedestrians crossing the road. Be attentive while driving and yield to pedestrians at crosswalks, school crossings and crossovers.
  • Mind your blind spots. Be aware of blind spots when making turns at intersections.
  • Stay focused and vigilant behind the wheel. Avoid distractions inside and outside of your vehicle.
  • Slow down in school zones. Reduce your speed and obey speed limits in school zones and residential neighbourhoods.
  • Prepare for the unexpected. Residential streets and school zones have different types of obstacles, such as children playing outdoors, riding bikes, skateboarding, etc.
  • Be cautious and considerate. Be alert around stopped transit vehicles and be
  • courteous to pedestrians with different mobility needs that may require more time.
  • Use your lights. Motorists should use their full lighting system at when it gets dark and in low visibility situations.


What pedestrians can do to stay safe:

  • Be careful when physical distancing on the sidewalk. Try to avoid stepping out onto road and if you end up stepping on the road, ensure there are no vehicles in the lane.
  • Always be aware of your surroundings. Avoid distractions and be alert while crossing the street.
  • Follow the flow. Follow signals and cross at designated locations or crosswalks.
  • Stop, look, and listen. Ensure all traffic has come to a complete stop before crossing the road.
  • Keep an eye out. Make eye contact with motorists—never assume that drivers can see you or know your intentions.
  • Be visible. Pedestrians should wear bright or reflective clothing or accessories at night to help with visibility.


CAA MB are providing FREE “Slow Down Please” lawn signs to anyone living in Winnipeg. When well-placed, these signs aim to make roads safer for children and those living in the community. Remember to check local bylaws before installing signs on private property. Anyone can pick up a maximum of two signs at any CAA Store, while quantities last.

MEDIA RELEASE: CAA South Central Ontario and OPP team up to remind drivers to slow down and move over this summer

As the busy summer travel season approaches, CAA South Central Ontario (CAA SCO) and the Ontario Provincial Police (OPP) are teaming up to remind motorists about the importance of Ontario’s Slow Down, Move Over law, a life-saving rule designed to protect emergency responders and roadside workers. CAA clubs across Canada are marking the second Tuesday in May as National Slow Down, Move Over Day today. OPP and CAA SCO representatives are holding an education event at the ONroute King City from 6:30 a.m. to 9:30 a.m. OPP is also conducting a ride-along with the media to highlight enforcement efforts. The timing is especially important as Canada Road Safety Week also begins today, shining a broader spotlight on making Canadian roads safer for all. “Our highways are among the busiest in Canada, and for first responders and tow truck drivers, they are also their workplaces,” said Michael Stewart. “Everyone deserves a safe place to work. Drivers can do their part by slowing down and moving over when they see flashing lights.” The Slow Down, Move Over law is designed to protect their lives. In Ontario, drivers are required to slow down and, if it is safe to do so, move over one lane when approaching a stopped emergency vehicle — including police, fire, ambulance, and tow trucks — with flashing lights activated. Failure to comply could result in fines ranging from $400 to $2,000, three demerit points, and even a possible driver’s licence suspension for up to two years if convicted. “Education and awareness are key,” said Kerry Schmitt. “Each year, first responders and tow operators are put at risk when assisting stranded drivers or attending collisions. By slowing down and moving over, drivers can help make the roads safer for everyone.” CAA SCO and the OPP encourage all drivers to keep safety top of mind, not just during the summer months but every day of the year. MEDIA RELEASE: CAA survey finds cannabis-impaired driving remains a concern in Manitoba

As 4/20 approaches, a survey conducted on behalf of CAA Manitoba reveals a trend: while most drivers in the province recognize the risks of cannabis-impaired driving, a significant number continue to drive after consuming cannabis—often in combination with other substances like alcohol or prescription medication. “Manitobans who decide to drive after consuming cannabis often underestimate the risks associated with this action,” said Ewald Friesen, manager, government relations, CAA Manitoba. “People still seem to believe that they have no alternative but to drive home or that the drive is short enough that it doesn’t matter. We are here to remind Manitobans that while cannabis use is legal and can be safely consumed, you should never do it before driving.”  Forty-seven per cent of Manitoba drivers used cannabis in 2024; 36 per cent tried cannabis this year for the first time since legalization. Despite growing awareness of the risks, 18 per cent of Manitoba drivers admit to driving after using cannabis, with the majority doing so within just three hours of consumption. Half of those surveyed are driving within three hours of consumption. The survey also revealed that 53 per cent of recent cannabis-impaired drivers reported driving shortly after consumption, with 36 per cent feeling high while behind the wheel. Alarmingly, 79 per cent expressed confidence in their driving ability while impaired, though 71 per cent expressed concern about being caught. “There is a common misconception on how cannabis affects drivers,” says Friesen, “however, it has been proven that cannabis use can impact a driver’s reaction time, judgement, coordination and decision-making.” Driving after consuming edibles has been a growing trend since last year. While smoking remains the primary mode of cannabis use, the survey highlights a growing trend of driving after consuming edibles, which can have delayed and unpredictable effects. Solid edibles (67 per cent) and joints (61 per cent) are the most used formats, and more than half of cannabis users prefer edibles over any other format. "Unlike other forms of cannabis, edibles often have delayed and unpredictable effects, which can significantly impair judgment and reaction times,” adds Friesen. “It is crucial for individuals to recognize these differences and prioritize safety, not only for themselves but for everyone sharing the road." There is a disconnect between what people believe and how they behave when it comes to cannabis and driving. Although 93 per cent of Manitoba drivers agree that cannabis-impaired driving is a serious road safety issue, many still view it as less dangerous than alcohol or prescription opioids. This disconnect between perception and behaviour underscores the need for continued education and enforcement. The penalties for impaired driving are serious and can include: • Immediate 24-hour licence suspension (up to 60 days pending further testing) • Three-day vehicle impoundment • A $400 fine • Mandatory Impaired Driver Assessment • Additional administrative penalties, ignition interlock program requirements, and possible charges under the Criminal Code of Canada CAA Manitoba encourages all motorists to make safe, informed choices: • Know the rules and understand how different cannabis products affect the body. • Don’t drive impaired—whether by cannabis, alcohol, or any combination of substances. • Plan ahead by arranging a rideshare, taxi, or designated driver, especially if planning to consume cannabis during upcoming events like 4/20. The online survey was conducted by DIG Insights from July 5 to July 18, 2024, with 504 Manitoba drivers aged 19 and older. Based on the sample size of n=504 and with a confidence level of 95%, the margin of error for this research is +/- 3%.)

MEDIA RELEASE: Nominate now: the annual CAA Worst Roads campaign kicks off

The nomination portal for the annual CAA Worst Roads campaign is now open, and CAA South Central Ontario (CAA SCO) is giving Ontarians the opportunity to voice their concerns about the bad roads in their communities. “Our research shows that 85 per cent of Ontarians are concerned about the state of our roads,” says Teresa Di Felice, assistant vice president of government and community relations, CAA SCO. “The campaign has been a vital platform for Ontarians to nominate roads they believe need urgent attention. It allows Ontarians to drive positive change in their communities by amplifying their voices.” Survey Reveals High Cost of Vehicle Damage from Poor Roads According to a survey conducted by CAA SCO, nearly half of respondents have experienced vehicle damage because of poor roads. Eighty-one per cent pay out of pocket to repair their vehicle, only three per cent file a claim with their personal auto insurance, and nine per cent forego repairs altogether. Vehicle damage caused by potholes and poor road maintenance can range from $500 to over $2,000. The average repair by those surveyed cost $933, a significant $81 increase from 2024. “With the increasing cost of living, many people hold on to their cars for longer when damaged, the last thing they need is expensive repair bills on an already stretched household budget,” adds Di Felice. The survey also found that cracked pavement remains the most dominant road-related issue (88 per cent), followed by potholes (84 per cent) and congestion (81 per cent – up four per cent from 2024). One of the highest-climbing road-related issues Members reported is reduced or closed lanes, where 78 per cent of respondents agreed it is common in their region—up six per cent from last year. “The frustration from motorists is evident,” says Di Felice, “congestion continues to grow as one of the top road-related concerns for Ontarians, and the CAA Worst Roads campaign allows governments the insight into what repairs need to be prioritized for their communities.” More than half of respondents (64 per cent) also agreed that not enough is currently being done to maintain the roads in their area. Decision-Makers Respond to the Worst Roads Campaign “We know that the campaign works and that decision-makers are listening. Since the start of the campaign, we have seen budgets prioritized and road repairs moved up,” says Di Felice, “in the last four campaigns, we have seen ten roads receive attention because of their nomination in the CAA Worst Roads campaign.” Ontario’s top 10 list is verified by the Residential and Civil Construction Alliance of Ontario (RCCAO) and its members, including the Greater Toronto Sewer and Watermain Contractors Association (GTSWCA), Heavy Construction Association of Toronto (HCAT), and the Toronto and Area Road Builders Association (TARBA). Nominations for the Worst Roads campaign can be submitted online at www.caaworstroads.com from March 25 to April 18. Once the nominations are collected, CAA will reveal the top 10 worst roads in the province to the public. CAA conducted an online survey with 2,370 CAA SCO Members between January 6 to 14, 2025. Based on the sample size and the confidence level (95 per cent), the margin of error for this study was +/- 2 per cent.
