Prof. M. V. Lee Badgett is a professor of economics and co-director of the Center for Employment Equity at the University of Massachusetts Amherst. She is also a Williams Distinguished Scholar at UCLA’s Williams Institute. Her research focuses on economic inequality for LGBT people, including wage gaps, employment discrimination, and poverty, and on the global cost of homophobia and transphobia. Her latest book is The Economic Case for LGBT Equality: Why Fair and Equal Treatment Benefits Us All (Beacon Press, 2020).

The dollars and cents of discrimination

Discrimination is difficult to quantify, yet it appears to have a real financial cost. A recent World Bank study claimed that institutionalised homophobia costs India between 0.1% and 1.7% of its GDP.* Liberal economists argue that discrimination against LGBT people will diminish as markets open: rich countries with free markets will be the strongest supporters of gay rights, but widespread acceptance of LGBT people will remain elusive where the state directs the economy.

The opening up of the Chinese property market may have made it possible for wealthy gay people to live independently of their families, but how widespread are such benefits? Can new markets targeting the “pink dollar” flourish in the Middle East while conservative values hold sway over policy? As European growth stalls, will the move to greater inclusiveness lose momentum? And is the push for same-sex marriage in the United States a by-product of that country’s economic recovery?

This discussion will take place at each of the Hong Kong, London and New York events.

EIU briefing &amp; The dollars and cents of discrimination

M. V. Lee Badgett is a Williams Distinguished Scholar at the Williams Institute. She is also the director of the Center for Public Policy and Administration at the University of Massachusetts Amherst, as well as a professor of economics.  She studies family policy issues and labor market discrimination based on sexual orientation, race, and gender.  Her latest book, When Gay People Get Married: What Happens When Societies Legalize Same-Sex Marriage (NYU Press, 2009), focuses on the U.S. and European experiences with marriage equality for gay couples. She co-edited of the recent book, Sexual Orientation Discrimination:  An International Perspective (Routledge, 2007).  Her first book, Money, Myths, and Change:  The Economic Lives of Lesbians and Gay Men (University of Chicago Press, 2001), presented her groundbreaking work debunking the myth of gay affluence.  She is also the author or co-author of numerous journal articles and policy reports.

Prof. Badgett’s policy-related work includes testifying as an expert witness in legislative matters and litigation, analyzing public policies, consulting with regulatory bodies, briefing policymakers, writing op-ed pieces, speaking with journalists, and advising businesses.  In 2010 she was an expert witness in the Perry v. Schwarzenegger trial on the constitutionality of Proposition 8.

She is quoted regularly in newspapers across the country, including The Wall Street Journal, New York Times, Los Angeles Times, and Washington Post.  She  has appeared on television in the United States and England and on many radio shows in the United States and Europe, including NPR’s “On Point,” “Talk of the Nation,” and “Odyssey:  A Daily Talk Show of Ideas,” along with CNN American Morning.

In 2008, Curve Magazine named Badgett one of the twenty most powerful lesbians in academia.  The Advocate magazine named her one of “Our Best and Brightest Activists” in 1999 for her research and for her efforts to found the Institute for Gay and Lesbian Strategic Studies (now merged with the Williams Institute).  She was named one of the “Out 100” by Out Magazine in 2001 for her first book.

Badgett received a Ph.D. in economics from the University of California-Berkeley in 1990, and has a BA in economics from the University of Chicago (1982).  She has also taught at Yale University and the University of Maryland.

Senate Testimony on Employment Non-Discrimination Act by Lee Badgett

The United States and the Netherlands launched on February 12 a call to action urging the Organization for Economic Cooperation and Development to include Lesbian, Gay, Bisexual, and Transgender (LGBT) issues in its ongoing and future work on economic inclusiveness. The call to action prevailed on the OECD to examine the economic case for LGBT-inclusivity and to develop recommendations for policy makers to remove barriers to equal LGBT treatment in the workplace.

The call to action immediately followed a high-level meeting in Paris entitled "LGBT: the Economic Case for Inclusive Policies," which was jointly organized by the Netherlands and United States. Fourteen Ambassadors and dozens of subject matter experts from the OECD, UNESCO and civil society met to discuss gaps in current knowledge and to outline a roadmap for action.

Participants identified six areas of critical collaboration, including data collection, analysis of knowledge gaps, identification of needed resources, and collaboration with civil society stake-holders.

Participants asked the OECD to provide data, comparative analyses, and recommendations to shape effective policies within developed and developing countries.

Last week, the Supreme Court ruled that gay and transgender workers are protected by the Civil Rights Act. Justice Neil Gorsuch, a conservative appointed to the court by President Donald Trump, spoke for the 6-to-3 majority.  

In his decision, Gorsuch wrote that Title Seven of the Civil Rights Act makes it illegal for an employer to rely on an employee’s sex when deciding to fire that employee. As a result, “An employer who fires an individual merely for being gay or transgender defies the law.”  

Carrie Saldo spoke with Lee Badgett, a professor and co-director of the UMass Amherst Center for Employment Equity about the landmark ruling.
