West Grove Campus Awarded $2.5M Grant from Chester County for Capital Improvement Projects

Funds earmarked for information technology, medical equipment and facility upgrades The ChristianaCare West Grove campus has received a $2.5 million American Rescue Fund Plan Act (ARPA) grant from the Chester County Government for capital improvement projects related to information technology, medical equipment and facility renovation. ChristianaCare finalized the purchase of its West Grove campus (formerly Jennersville Hospital) from Tower Health in June 2022. The hospital has been closed since Dec. 31, 2021. “We are enormously grateful to the Chester County Commissioners for this generous grant,” said Douglas Azar, MHA, ChristianaCare senior vice president, Strategic Clinical Integration. “Our assessment and inventory of the facility indicate that while it contains some usable equipment, including hospital beds and some imaging and diagnostic equipment, there is a lot of work to be done in many key areas. For example, the building currently contains no information technology infrastructure and no laboratory equipment. This funding will provide much-needed help as we build out these critical areas,” he said. “This grant is a tremendous resource as we plan next steps for the West Grove campus,” said Heather Farley, M.D., MHCDS, FACEP, ChristianaCare’s co-lead for the campus development strategy. “Ensuring that the facility has the very best technology and medical equipment will enable us to provide expert care to our neighbors in southern Chester County for many years to come.” The Chester County Commissioners approved ARPA grants to 73 groups and organizations totaling close to $40 million last month, following recommendations by six independent review teams. The teams, comprised of county residents and county government staff, developed a system that followed ARPA guidelines to review proposals and address priorities for funding. “These funds represent a substantial investment in much-needed local programs and services including support for public health,” said County Commissioners’ Chair Marian Moskowitz. “Being able to financially assist ChristianaCare as they work toward bringing hospital services back to southern Chester County firmly met ARPA guidelines and was very important to us.” (From left) Bettina Tweardy Riveros, Chief Health Equity Officer and Senior Vice President, Government Affairs and Community Engagement at ChristianaCare, Marian Moskowitz, Chair of the Board of Commissioners of Chester County, Michelle Kichline, Chester County Commissioner, Heather Farley, M.D., MHCDS, FACEP, ChristianaCare’s co-lead for the campus development strategy and Douglas Azar, MHA, ChristianaCare senior vice president, Strategic Clinical Integration Commissioner Josh Maxwell added that “when ChristianaCare stepped up to take over Jennersville Hospital and bring health care services back to the county, we pledged to support them in those efforts in ways that we, as county government, can. The ARPA program has provided us with the opportunity to fulfill that pledge, with funding that might otherwise be cost-prohibitive.” ChristianaCare is reimagining health care at the West Grove campus and is taking a phased approach to the opening of services. The first phase will be to re-establish emergency services. Subsequent phases are still under consideration. Due to required facility upgrades and plan development, it is unlikely that any services will open within the next 12 months. Since June, Azar, Farley and others at ChristianaCare have participated in meetings and listening sessions with community leaders and small groups to gain input into planning for services at the campus. They have met with local and state government officials, school officials, chambers of commerce, nonprofit organizations, emergency responders, faith leaders and employers in the area. Commissioner Michelle Kichline noted the correlation between ChristianaCare’s focus on meeting community needs and the county’s focus on community involvement in the ARPA grant review process. “Having county residents involved in reviewing and recommending our ARPA applications has been exciting and rewarding,” she said. “They know their local communities best and evaluated and selected projects that address needs across the county. “We know that ChristianaCare is doing the same and see the $2.5 million ARPA grant as a smart investment in restoring crucial health care services to our residents.” The West Grove campus represents a significant expansion and commitment of ChristianaCare to provide health services to communities in southern Chester County. Since 2020, ChristianaCare has added three primary care practices located in Jennersville, West Grove and Kennett Square. Combined, these three practices are now the “medical home” for 22,000 residents in these communities.

The popularity of — and controversies surrounding — early voting and mail-in ballots demonstrates a demand for more flexible voting options. But online voting shouldn’t be up for consideration, according to James Hendler, the head of the Institute for Data Exploration and Applications at Rensselaer Polytechnic Institute.  Hendler also chairs the U.S. Technology Policy Committee of the Association for Computing Machinery, the world’s largest and oldest society of individuals involved in all aspects of computing. In public statements expressing his own opinion and on behalf of the ACM, Hendler has discussed the vulnerabilities of online voting and the organization’s effort to press against its adoption. Hendler argues that online voting is not, and cannot be made to be, secure against malware and denial of service attacks — and that no app or underlying technology, including blockchain, holds potential to overcome those challenges. "The current state of mobile voting is that we are not ready to deploy it at scale, that it has significant technical and socio-technical aspects, particularly cybersecurity, that we need to worry about, and that there are alternatives,” Hendler said. “The ACM has worked hard as an organization to explain our evidence-based reasoning, and to express the hope that online-voting won’t be used now and in the foreseeable future.” In explaining why online voting is more complicated than online banking, shopping and other common internet activities, Hendler said, “The main reason that online voting is more complex is that it must maintain anonymity, no one is allowed to know how you voted. Securing online voting without providing access to identity is extremely difficult. There are other reasons as well including the staggering cost and the lack of a centralized US authority, but identity management remains the number one.” Under his leadership, the ACM’s U.S. Technology Policy Committee, along with leading organizations and experts in cybersecurity and computing, sent a letter to all governors, secretaries of state and other state election directors urging them not to allow the use of internet or voting app systems. Hendler has extensive experience in policy and advisory positions that consider aspects of artificial intelligence, cybersecurity and internet and web technologies as they impact issues such as online voting and the regulation of social media and powerful technologies including facial recognition and artificial intelligence. In light of ongoing political unrest, Hendler is available to speak to diverse aspects of information technology as related to the election, AI in applications like policing, and the politics related to social media.

Racial and LGBT bias persists in ridesharing drivers despite mitigation efforts

Despite efforts by ridesharing companies to eliminate or reduce discrimination, research from the Indiana University Kelley School of Business finds that racial and LGBT bias persists among drivers. Platforms such as Uber, Lyft and Via responded to drivers' biased behavior by removing information that could indicate a rider's gender and race from initial ride requests. However, researchers still found that biases against underrepresented groups and those who indicate support for the LGBT community continued to exist after drivers accepted a ride request -- when the rider's picture would then be displayed. In other words, their efforts shifted some of the biased behavior until after the ride was confirmed, resulting in higher cancellation rates. Understanding whether bias has been removed also is important for ridesharing companies as they not only compete against each other but also with traditional transportation options. "Our results confirm that bias at the ride request stage has been removed. However, after ride acceptance, racial and LGBT biases are persistent, while we found no evidence of gender biases," said Jorge Mejia, assistant professor of operations and decision technologies. "We show that signaling support for a social cause -- in our case, the lesbian, gay, bisexual and transgender community -- can also impact service provision. Riders who show support for the LGBT community, regardless of race or gender, also experience significantly higher cancelation rates." Mejia and co-author Chris Parker, assistant professor in the information technology and analytics department at American University in Washington, believe they are the first to use support for social causes as a bias-enabling characteristic. Their article, "When Transparency Fails: Bias and Financial Incentives in Ridesharing Platforms," is published in Management Science. They performed a field experiment on a ridesharing platform in fall 2018 in Washington, D.C. They randomly manipulated rider names, using those traditionally perceived to be white or Black, as well as profile pictures to observe drivers' behavior patterns in accepting and canceling rides. To illustrate support for LGBT rights, the authors overlaid a rainbow filter on the rider's picture profile. "We found that underrepresented minorities are more than twice as likely to have a ride canceled than Caucasians; that's about 3 percent versus 8 percent," Mejia said. "There was no evidence of gender bias." Mejia and Parker also varied times of ride requests to study whether peak price periods affected bias. They found that higher prices associated with peak times alleviated some of the bias against riders from the underrepresented group, but not against those who signal support for the LGBT community. They believe that ridesharing companies should use other data-driven solutions to take note of rider characteristics when a driver cancels and penalize the driver for biased behavior. One possible way to punish drivers is to move them down the priority list when they exhibit biased cancellation behavior, so they have fewer ride requests. Alternatively, less-punitive measures may provide "badges" for drivers who exhibit especially low cancellation rates for minority riders. But, ultimately, policymakers may need to intervene, Mejia said. "Investments in reducing bias may not occur organically, as ridesharing platforms are trying to maximize the number of participants in the platform -- they want to attract both riders and drivers," he said. "As a result, it may be necessary for policymakers to mandate what information can be provided to a driver to ensure an unbiased experience, while maintaining the safety of everyone involved, or to create policies that require ridesharing platforms to monitor and remove drivers based on biased behavior. "Careful attention should be paid to these policies both before and after implementation, as unintended consequences are almost sure to follow any simple fix."

As a part of a virtual newsroom or other appropriate place on your site and blog, highlighting your employees is a great way to generate attention. When reporters are looking to quote someone in a story, having a name, photo, bio, and examples of content makes it much more likely they will want to conduct an interview. This is especially true when you are newsjacking. Similarly, when buyers are exposed to the smart people employed at your company, they will be more likely to trust and want to do business with you. Yet most companies feature only the senior management team on the site, not those with particular and interesting expertise. University of Ontario Institute of Technology shines spotlight on faculty researchers For example, the University of Ontario Institute of Technology (UOIT), a public research university located in Oshawa, just outside Toronto, was founded in 2002. That makes it one of Canada’s newest universities. With an enrollment of more than 10,000 students, UOIT offers a range of undergraduate programs, plus graduate programs in science, engineering, health, and information technology. But because it is such a new institution, the marketers and public affairs people at UOIT have to work extra hard to make sure that potential students, donors, partners, and other constituents know about the school. Unlike other universities, UOIT cannot rely on decades of families that send their children and grandchildren to the institution and support it with financial contributions. So one way the school reaches out to new audiences is by promoting with the media the many faculty experts who teach and do research at UOIT. “We focus on the experts within the institution,” John MacMillan, director of communications and marketing at UOIT told me. “We have very few resources, but we have a lot of really interesting people who are focused on very exciting things, like using big data and looking at issues of disability and how it relates to the insurance industry, among other things. We are able to reach the media and people who are organizing conferences or booking speaking engagements.” MacMillan uses the ExpertFile software platform as a way to easily showcase UOIT thought leaders in what they call their Expert Centre. He publishes, promotes, and measures the expert content as a tool to engage business prospects, media, and conference organizers. “We needed to have a way of getting out those important stories that we know are of interest to media, to producers, to editors, but also in many ways to partners, to institutions that might be interested in working with us,” MacMillan says. “And we needed to have a way that did a better job of telling our story to those various groups.” MacMillan started with 26 profiles for faculty in the Expert Centre, and is steadily expanding to a planned goal of 200 profiles. He says that an ideal expert is one who is already comfortable with digital technology. “We’re amplifying the presence of each of those faculty members—whether they are involved in multimedia, whether they have their own websites, or whether they have their own followings—and presenting them in a way that gets some response. Part of their success as faculty members lies in establishing their bona fides with granting authorities or with the government or with others. The Expert Centre augments their legitimacy.” Adding credibility to your newsjacking efforts Having profiles available to the media also helps your newsjacking efforts. When you comment on something that’s newsworthy and a reporter finds it via search, they often want to know biographical information on the person before they quote them. Having a link to the bio of the author of that timely blog post is a great way to add credibility and to increase the liklihood of being quoted. As an example of the action that can come from an Expert Centre profile, MacMillan cites Dr. Isabel Pedersen, an associate professor at UOIT and Canada research chair in Digital Life, Media, and Culture. “She focuses on a sociological perspective of wearable computing devices,” he says. “Her research looks into questions like: ‘When we wear gadgets on our body, how will that shift the reality for us? How will it change the way we interact with other people? How will it allow us to participate in digital culture?’ She is one of the early profiles that we created because she is one of our Canada Research chairs, a distinguished researcher who is working on an area of particular national and international importance.” Dr. Pedersen’s Expert Centre profile contains her bio, photo, links to her Twitter and Google Plus feeds, and a list of past speaking engagements, as well as video content, previews of her book Ready to Wear, and articles she has published. The profile attracted the attention of a reporter from IEEE Spectrum magazine, the publication of the world’s largest professional association dedicated to advancing technological innovation and excellence. “They were working on a story about wearable technology, and they wanted to interview her,” MacMillan says. “That’s a magazine from the U.S. that has a much broader readership than anything we’d be able to position her for, and it came along as a result of somebody seeing her profile and deciding that they wanted to speak with her. That’s an example of where we’ve been able to use our resources in a very efficient way, in a manner that gets a story out well beyond our own physical boundaries and that tells about the uniqueness of the work that’s going on at this university.” A lesson learned from the early days of the UOIT Expert Centre was the importance of having the profiles appear in a consistent voice. “When we started out, our assumption was that the individual faculty members or individual experts would develop their own profiles,” MacMillan says. “We realized that would result in a lack of consistency, so we hired a writer, and her job was specifically to interview our experts and to create a story for each of those experts so that when someone does look at this, they’re looking at a consistent story, a consistent tone, and a consistent brand for the university. I’ve learned from creating our Expert Centre that I share some one of the same challenges as faculty members: if you don’t manage your digital presence actively, someone will do it for you. I like to think that our Expert Centre has helped our faculty to curate their digital content as much as it’s helped our university to strengthen its brand.” The ExpertFile platform Your employees are a great resource for generating interest in the media as well as a way to show potential customers and partners that you are doing interesting work. In an announcement this week, Facebook stated it was moving full speed ahead with its cryptocurrency ‘Libra”. With this announcement, Facebook isn’t just moving into the cryptocurrency space—it’s also setting itself up as a financial services company. Unlike many other cryptocurrencies, Libra will be specifically designed for use as a payment medium, rather than a speculative asset. Bitcoin, Ethereum, and other digital currencies are generally difficult to transfer back and forth for everyday payments, partly because the price of the tokens is based primarily on market demand. Now, a new school at Augusta University will prepare the next generation of cyber professionals — right here in Augusta. Augusta University President Brooks Keel announced a new School for Computer and Cyber Sciences that will provide opportunities for students to work with the state cybersecurity professionals. The announcement comes just days after breaking ground on a new state-owned 168,000-square-foot, $60 million cyber innovation and training center at Augusta University's Riverfront Campus. "With hands-on research and internship opportunities not found anywhere else, we have the opportunity to revolutionize cybersecurity education in Georgia and make Augusta a leading hub for cybersecurity innovation," Keel said of the new statewide effort, dedicated to develop the workforce and infrastructure needed to protect our nation from cyberthreats. Augusta University's new school launches July 1, but will move into the Hull McKnight Georgia Cyber Innovation and Training Center upon completion in 2018. "The school will benefit more than 300 current computer science and information technology students, who will have the opportunity to work hand-in-hand with industry, the departments of industry and defense, and state cybersecurity professionals and tech startups," Keel said.
