Veterinary deal would increase UK agrifood exports to EU by more than a fifth, research shows
A veterinary deal would increase agri-food exports from the UK to the EU by at least 22.5%, say researchers Agri-food exports overall are worth £25 billion to the UK economy, but the two years since the new trading rules were put in place have seen a fall of 5% in exports to the EU from 2019 levels, during a period where the sector has otherwise grown. Team from Aston University and University of Bristol have analysed trade deals and export figures worldwide to estimate impact of a new veterinary deal on UK–EU exports A veterinary deal with the European Union could increase UK agricultural and food exports by over a fifth, according to new research. The team, from Aston University’s Centre for Business Prosperity and the University of Bristol, analysed the agricultural and veterinary aspects of trade deals around the world to estimate their impact on exports. They then modelled the potential impact of different types of agreement on UK exports to the EU. Veterinary Agreements specifically focus on regulations and standards related to animal health and welfare, as well as to the safety of animal-derived products such as meat, dairy, and seafood. They aim to align, harmonise, or recognise veterinary requirements and certifications, and reduce the number of inspections between countries to facilitate the safe and efficient trade of live animals and animal products. The EU–UK Trade and Cooperation Agreement (TCA), implemented in January 2021, eliminates tariffs and quotas but does not remove non-tariff barriers to trade. These can be particularly burdensome for agricultural and animal-derived food (agri-food) exports, involving complex rules and requirements, production of extensive documentation and veterinary checks. The UK agri-food sector is a cornerstone of the UK economy, with exports worth £25 billion and employing 4.2million people. Although the sector is growing overall, exports to the EU shrank in 2022 by 5% compared to 2019, in part due to the new trade arrangements. This has led to calls for an EU–UK veterinary agreement from business and agri-food organisations, including the Confederation of British Industry, British Chambers of Commerce, UK Food and Drink Federation, Chartered Institute of Environmental Health and British Veterinary Association. Analysing data from the World Bank on 279 trade agreements and export statistics from over 200 countries, the researchers found that shallow agreements, that went little further than provisions already covered by World Trade Organisation (WTO) rules, had significant negative impacts on agri-food exports. However, where trade agreements went beyond WTO provisions to include more commitments on sanitary and phytosanitary (SPS) measures (which aim to protect countries against risks relating to pests, diseases and food safety) and were legally enforceable, they had a robust, positive impact on exports, particularly exports of animal products and food. Applying this to the UK–EU relationship, the team estimate that a veterinary agreement that went beyond the existing TCA provisions would increase agri-food exports from the UK to the EU by at least 22.5%. Imports from the EU would also increase by 5.6%. In the 203 countries studied for the research, positive effects of deep trade deals that included provisions on agriculture took between 10 and 15 years to manifest. But the UK might not have to wait so long, according to report co-author Professor Jun Du, Director of Aston University’s Centre for Business Prosperity. “There is no blueprint out there that mirrors the UK–EU relationship. Most veterinary agreements are agreed as part of a trade deal between countries that haven’t previously had close alignment and it takes a while for the benefits to take effect. “Until recently, the UK had frictionless agri-food exports to the EU, so it’s possible that a supplementary veterinary agreement to reduce some of the frictions created by Brexit could allow trade that previously existed to pick up again quite quickly.” However clear the economic arguments, the legal and political barriers to a veterinary agreement still remain. The researchers address these in their report, suggesting that the best format for the additional measures would be as a supplementary agreement to the TCA. The key question for the UK government in negotiating such an agreement would be what the EU demanded in return. “The closest model is the EU-Swiss relationship, which sees Switzerland largely follow EU law,” said report co-author from the University of Bristol, Dr Greg Messenger. “That’s unlikely to be an option for the UK. As we wouldn’t expect to eliminate all paperwork, we could both agree that our rules meet each other’s standard for phytosanitary protection. As most of our rules are still essentially the same as the EU, that wouldn’t require any major change, though we’d have to agree a greater level of coordination in relation to the development of new rules.” The report was written jointly by Professor Du, Dr Messenger and Dr Oleksandr Shepotylo, senior lecturer in economics, finance and entrepreneurship at the Centre for Business Prosperity, Aston Business School.

The survey also discovered that almost a quarter of respondents (24 per cent) ventured on their last trip outside the province without any form of travel insurance, exposing themselves to potential financial burdens in case of emergencies. At ChristianaCare, our patients are our number one priority. That perspective keeps us thinking about new ways to deliver care, including those that allow our caregivers to put their knowledge, skills and focus to the best use. Video: ChristianaCare Virtual Acute Care Nursing Virtual acute care nursing is one way we are making sure our caregivers are working at the highest levels to care for our patients in our hospitals. What is virtual nursing? This program allows experienced nurses to practice virtually in another location. Nurses working virtually help nurses at the bedside by documenting health information, such as medication histories; providing patient education; monitoring patient lab work; completing patient admission documentation; and helping with discharge planning and care coordination. Podcast: Virtual Nursing in the Hospital with Michelle Collins and Melanie Ries By working virtually, these nurses help remove some of the documentation burden for our clinical staff while also improving our patient outcomes. For example, a virtual acute care nurse can take the time to explain to a patient what their at-home care plan will look like, when to take their medications or even understand more about their condition. That allows our bedside nurses to keep their focus on the immediate needs of their patients. How does virtual nursing work? If a patient has a question about their medicine or wants to know more about their impending discharge, they can use a computer tablet that’s placed next to their bed to contact their virtual nurse, who will answer the call. Patients want to feel that someone is available to talk with them, and that’s exactly what our virtual nurse program provides. While our bedside nurses work on a unit caring for multiple patients, our virtual nurses care for one patient at a time without distraction. How is ChristianaCare using virtual nursing? We are currently using a virtual nursing care delivery model in more than 500 of our acute care beds – that’s about 41% of all the beds we have in Wilmington and Christiana hospitals. Nearly 19,000 patients have received this kind of innovative care at ChristianaCare. Our patients and nurses have been involved in over 53,000 calls, spending between seven and nine minutes each time they talk. Why does this matter? It’s no secret that nurses have been overburdened with high patient volumes and labor shortages that have affected the entire health care industry. Given this, it’s imperative to think of new models to support our caregivers, ease their workload and make sure we are providing expert care. Improvements in patient care – along with our patient experience scores – show us the value of the program. Virtual nursing allows us to do that. There also are other advantages to virtual nursing. It can be an option for skilled nurses who aren’t able to handle the physical demands of the job since the interaction with patients is through a tablet. Virtual nursing also offers an opportunity to help early-career nurses learn from experienced caregivers. A virtual nurse can provide mentoring to the bedside nurse by acting as an extra set of eyes and ears to help assess a patient or talk through a challenge. This approach can also help retain more of our early-career nurses, which is good news for all of us. We see virtual nursing as another tool to help our caregivers serve with love and excellence. And let’s be honest — we all want good care to be as easy as pushing a button. Thanks to virtual nursing, it is.

Winnipeg MB, July 13, 2022 – CAA Manitoba (CAA MB) has compiled a list of ten things that Manitobans should be aware of if they are considering travelling this summer – both inside and outside the country. “Those who are considering booking a trip should make sure they understand the scope of what travel looks like at the moment,” said Susan Postma, regional manager, CAA Manitoba. “The checklist for planning a trip has changed and we want to help people navigate this new environment. “Airports are experiencing delays with varying degrees of impact, and Manitobans should be prepared.” Through consultation with its top travel agents, CAA MB has identified ten key considerations that potential travelers may not be aware of. Anyone who is considering travel in the current environment should remember that travel requirements and regulations are continually changing. Expect itinerary changes. CAA Manitoba travel agents say our Members are experiencing schedule changes for flights. Subscribe to the airline’s text message service to be immediately notified of any changes, and book connecting flights with more time in between than you normally would if available. A travel agent is also a valuable resource if this happens. Consider packing a carryon instead of checking luggage. Potential baggage delays mean that your luggage may not arrive with you, or take extra time to be unloaded off the plane. If you bring a carryon, make sure it fits the size requirements for all the airlines you are flying on, and with any tour operators. When using a carryon to travel, you still need to follow the 3-1-1 rule: three ounces of liquid, gel, aerosol, cream or paste that fit in one quart-sized resealable bag. If you are checking luggage, make sure your carryon has your hygiene essentials, any medications and perhaps a change of clothing. It will take longer to get through airport security. The old standby of being at the airport one hour before takeoff for domestic flights and two hours before international flights no longer apply. CAA Manitoba currently recommends a minimum of two hours before domestic flight departures and three hours for international flights. While waiting in line, take off your jacket, belt, and empty your pockets so you’re ready to quickly place your belongings in the scanner. Make sure all your documentation is in order before you book. Your passport should still be valid six months after your travel date, as this is required in several countries. Passports themselves are taking longer than usual to renew, so it should be done several months before you travel. Each destination has varying documentation requirements, so make sure you fully understand what information you need to have ready and in what format. Buy travel insurance and understand what is covered. Make sure you have $5 million in coverage for emergency medical situations and that illness related to COVID-19 is included. Understand your entitlements for situations like denied boarding in the event of a positive test, trip cancellation or delays, what luggage is covered and what isn’t. Car rentals need to be booked months in advance. High demand as well as a shortage of vehicles means a shortage of rental cars. Some rental agencies, particularly on the east and west coasts, are not allowing vehicles to be rented in one city and left in another. A travel agent can help you navigate this. Be patient, be kind. Around the globe, airlines are dealing with staff shortages and luggage handling back-ups. Keep in mind that the staff at the airports are there to help you, and that things may take longer than usual. COVID-19 is still a major consideration. Make sure you reconfirm all the details that were researched prior to booking, to ensure they are still accurate prior to departure. What was true when a trip was booked may not be the case by the time you are ready to travel. 8. Double check all research with the appropriate embassy or consulate. Travel at this time is complex and many factors can change quickly, so ensuring you have the most up to date and accurate information is essential. 9. Plan for extra time. CAA South Central Ontario (CAA SCO) has compiled a list of ten things that Ontarians should be aware of if they are considering travelling this summer – both inside and outside the country. “Those who are considering booking a trip should make sure they understand the scope of what travel looks like at the moment,” said Nadia Matos, manager external communications, CAA SCO. “The checklist for planning a trip has changed and we want to help people navigate this new environment. “Airports are experiencing delays with varying degrees of impact, and Ontarians should be prepared.” Through consultation with its top travel agents, CAA SCO has identified ten key considerations that potential travelers may not be aware of. Anyone who is considering travel in the current environment should remember that travel requirements and regulations are continually changing. Expect itinerary changes. CAA SCO travel agents say our members are experiencing schedule changes for flights. Subscribe to the airline’s text message service to be immediately notified of any changes, and book connecting flights with more time in between than you normally would if available. A travel agent is also a valuable resource if this happens. Consider packing a carryon instead of checking luggage. Potential baggage delays mean that your luggage may not arrive with you or take extra time to be unloaded off the plane. If you bring a carryon, make sure it fits the size requirements for all the airlines you are flying on, and with any tour operators. When using a carryon to travel, you still need to follow the 3-1-1 rule: three ounces of liquid, gel, aerosol, cream or paste that fit in one quart-sized resealable bag. If you are checking luggage, make sure your carryon has your hygiene essentials, any medications, and a change of clothing. Expect longer wait times at the airport. The old standby of being at the airport one hour before takeoff for domestic flights and two hours before international flights no longer apply. CAA currently recommends arriving at the airport a minimum of two hours before domestic flight departures and at least three hours for international flights. Make sure all your documentation is in order before you book. Your passport should still be valid six months after your travel date, as this is required in several countries. Passports themselves are taking longer than usual to renew, so it should be done several months before you travel. Each destination has varying documentation requirements, so make sure you fully understand what information you need to have ready and in what format. Buy travel insurance and understand what is covered. Make sure you have $5 million in coverage for emergency medical situations and that illness related to COVID-19 is included. Understand your entitlements for situations like denied boarding in the event of a positive test, trip cancellation or delays, what luggage is covered and what isn’t. Car rentals need to be booked months in advance. High demand as well as a shortage of vehicles means a shortage of rental cars. Some rental agencies, particularly on the east and west coasts, are not allowing vehicles to be rented in one city and left in another. A travel agent can help you navigate this. COVID-19 is still a major consideration. Confirm the COVID-19 situation at destination prior to booking. Understand the risk level associated with travel to a particular destination by checking the Government of Canada Travel Advice and Advisories website. Individual travel advisories remain on a country-by-country basis. It is important that Ontarians understand the ongoing uncertainty associated with international travel, whether that be related to the continued community transmission of COVID-19, or state of health care systems in destinations hit hard by the pandemic. ChristianaCare Launches Gender Wellness Program for Transgender and Gender Diverse Individuals
Pride Month announcement highlights need for quality health care for LGBTQ+ community ChristianaCare has opened a Gender Wellness Program to provide psychotherapy and support services for individuals age 13 and older who are exploring their gender identity or experiencing gender dysphoria—a sense of incongruence and distress that a person may have because of a mismatch between their gender identity and their sex affirmed at birth. People who identify as transgender have higher rates of suicide attempts than individuals who do not identify as transgender, according to the National Institutes of Health. “ChristianaCare aims to provide the safest, highest quality health care and the best experience possible for our entire community, guided by our values of love and excellence,” said Mustafa A. Mufti, M.D., interim chair of the ChristianaCare Department of Psychiatry. “Caring for our entire community means providing sensitive, compassionate, and state-of-the-art behavioral health and medical care to transgender and gender-diverse individuals. Our Gender Wellness Program will help improve health equity and outcomes for individuals and families who need these services. We know that transgender and gender-diverse individuals face health disparities, and our program will help address that.” The program follows the guidelines of the World Professional Association for Transgender Health (WPATH). WPATH promotes the highest standards of health care for the health of transsexual, transgender and gender-nonconforming people based on the best available science and expert professional consensus. “Our Gender Wellness Program is ready to support anyone age 13 or older who is exploring their gender identity, experiencing gender dysphoria or who needs education and support around social and medical transition,” said Brett E. Herb, DSW, LCSW, program manager of the Gender Wellness Program. Dr. Herb has been in clinical practice for more than 25 years as a psychotherapist and a clinical and administrative manager for numerous behavioral health programs, and has been working with the transgender and gender-diverse populations for the past 17 years. “We provide referrals to compassionate, gender-affirming health care experts,” Dr. Herb said. “Often, families find themselves having to educate their primary care providers, schools, neighbors and family members about how to appropriately care for gender-diverse individuals. Our program provides individuals and families with access to specially trained gender therapists they can trust who can get them the answers they need to help navigate the complexities they may encounter.” The Gender Wellness Program provides referrals to trans-competent primary care providers who prescribe gender-affirming hormone treatment, along with specialists for gynecological and obstetrics care. The program offers individual, couples, family and group therapy sessions. It also provides existing patients with assistance with personal documentation changes and letters of surgical support. “This program has provided me with tremendous support throughout my transition,” said Julie Brown of Wilmington, Delaware. “My therapist empathizes with what I am experiencing in my life, and has guided me through my evolution. The group therapy sessions help me understand that I am not alone. “We form a community, share information and support each other in a safe environment. My child is also a patient of the Gender Wellness Program.
