Aston University photonics expert elected as Fellow of Optica

A photonics expert at Aston University has been elected as a Fellow of Optica (formerly OSA), Advancing Optics and Photonics Worldwide. Professor Edik Rafailov is head of the Optoelectronics and Biomedical Photonics Research Group in the College of Engineering and Physical Sciences at Aston University and a member of Aston Institute of Photonic Technologies (AIPT), one of the world’s leading photonics research centres. He was elected for his ‘contributions to novel gain media for semiconductor lasers at wavelengths from 750nanometres to1300nanometres’. Optica is the society dedicated to promoting the generation, application, archiving and dissemination of knowledge in the field of photonics. Founded in 1916, it is the leading organisation for scientists, engineers, business professionals, students and others interested in the science of light. Fellows are selected based on several factors, including outstanding contributions to business, education, research, engineering and service to Optica and its community. Satoshi Kawata, 2022 Optica president, said: “I am pleased to welcome the new Optica Fellows. These members join a distinguished group of leaders who are helping to advance the field optics and photonics. Congratulations to the 2023 Class.” Director of AIPT, Professor Sergei Turitsyn said: “I am delighted that Edik has received this prestigious fellowship. “AIPT has one more Optica Fellow, that is a high honour in the field of photonics. “Edik joined Aston University in 2014 and since then his research has contributed to the Institute’s world-leading position in the fields of fibre and semiconductor lasers and bio-medical photonics, making impact on industry, scientific communities and society.” Fellows are Optica members who have served with distinction in the advancement of optics and photonics. As they can account for no more than 10 percent of the total membership, the election process is highly competitive. Candidates are recommended by the Fellow Members Committee and approved by the Awards Council and Board of Directors. The new Optica Fellows will be honoured at the Society’s conferences and events throughout 2023.

Gene Editing Institute Travels to Salem for ‘Innovation Days’ Workshop

Education sessions bring CRISPR gene editing to high school students from diverse backgrounds Scientist-educators from ChristianaCare’s Gene Editing Institute held a workshop using CRISPR in a BoxTM at Salem Academy during Innovation Days in October at the school, located in Winston-Salem, North Carolina. These sessions followed a previous gene editing education workshop with Salem Academy students in January 2022. CRISPR in a BoxTM is a revolutionary toolkit that allows students to carry out a hands-on gene editing experiment while learning and analyzing the steps involved in a typical gene editing reaction. Scientists from the Gene Editing Institute also taught a condensed lesson about CRISPR gene editing’s utility in medicine and fielded questions from students about jobs in biotechnology, bioethics and sustainability in the lab. “It’s a really special opportunity that I know I wouldn’t get anywhere else,” said Mathilda Willenborg, a sophomore boarding student from Germany. “And I do feel like I’m learning a lot about gene editing that I definitely didn’t know before. The team makes it really easy and walks us through all the steps.” Last winter, Salem Academy became the first school in North Carolina to offer CRISPR in a Box as it pivoted its academic focus to STEAM (Science, Technology, Engineering, Art and Math). That first innovative workshop originated as a result of an idea from a ChristianaCare board member who attended Salem Academy. Gene Editing Institute Founder and Lead Scientist Eric Kmiec, Ph.D., made a virtual appearance as part of the latest sessions to encourage the students to pursue careers and pathways in biotechnology. “We’re so appreciative of our partnership with Salem Academy,” said Kmiec. “We want to take every chance we get to encourage more women to pursue careers in STEM. Women around the nation, and around the world, should have access to this groundbreaking technology, which will ultimately drastically change the way we treat and cure diseases. If we don’t have young women in that discussion, we’re missing out on valuable experiences and perspectives.” Salem Academy is the only all-female boarding and day high school on a college campus in the U.S. with a STEM focus. Women are achieving significant progress in STEM fields, representing 45% of students majoring in STEM, according to the Integrated Postsecondary Education Data System. However, women only represent 27% of STEM workers, with wide disparities in income in post-graduation employment. As of 2019, less than 30% of the world’s researchers were women, according to the UNESCO Institute for Statistics. The Gene Editing Institute commits to a mission of diversity and equity in its approach. This workshop reached 10 women, two of whom are international students. “Our ongoing partnership with the ChristianaCare Gene Editing Institute will help position our aspiring women scientists for future careers in biotechnology, science and medicine,” said Summer McGee, Ph.D., president of Salem Academy and College. “This is the type of experience that sets Salem Academy apart as a national leader in building the next generation of women leaders in STEAM.” The Gene Editing Institute itself is a national leader in female researchers. Women make up over 80% of scientists within the Institute and fill 75% of the principal investigator roles. Aston University delivers tailored low carbon advice to clothes designer ahead of COP27 fashion charter

• University expert helps clothes designer measure and tackle their carbon emissions • Upcycler, ‘Missfit Creations’, has saved CO2 equivalent of three tonnes • Call to COP27 to issue a protocol to measure all garments’ environmental impact. 8 November 2022 | Birmingham UK As policymakers at COP27 are to discuss the effects of the fashion industry on the environment, an Aston University scientist has been helping a clothes designer measure and tackle their carbon emissions. Debbie Murphy runs Missfit Creations which provides an alternative to fast fashion. She saves clothes from clogging up landfill by restoring and reworking second-hand and vintage clothing, from de-mob suits and 1970s psychedelia, to the present day. Dr Maria Pimenta da Costa Ocampo, a researcher from the Energy & Bioproducts Research Institute (EBRI) at Aston University, has been identifying the impact the business is having on reducing carbon emissions. By analysing the recirculation of second-hand clothes alone, she found Debbie’s current fashion collection has the potential to save the CO2 equivalent of three tonnes – equal in size to at least three semi-detached houses. The support provided to Tamworth-based Missfit Creations was through EBRI's European Regional Development Fund (ERDF) programme that helps West Midlands companies develop low carbon goods and services. Debbie said: “It was eye-opening to work with Aston University. “I collect and restore a huge amount of old, unwanted clothes that would otherwise have ended up in landfill, so I decided to find out what impact my business has on the environment. “I knew my business would help tackle the effects of fast fashion, but I didn’t realise I’ve been able to prevent the production of so much CO2. “Raising awareness of second-hand clothes over fast fashion, and the increased awareness of clothing care efficiency will help reduce the carbon footprint of the textile industry.” The Aston University report also suggests ways the business can further decrease emissions. As a result, it will be introducing a ‘take-back’ scheme, offering vouchers or exchanges in return for previous purchases. Debbie will also be changing production methods by ensuring all packaging is biodegradable, ironing fabrics less and switching to a more sustainable energy provider. The COP27 fashion charter event (11 November 2022) will explore whether the sector’s planned transformation to net zero is underway, practical solutions that are being applied and what is needed to achieve the goal. However, Dr Pimenta-Ocampo said: “Every single action taken towards the production and recirculation of clothing has an environmental impact. “For example, we calculated that by recirculating vintage clothing, Missfit Creations was reducing CO2 equivalent by almost two tonnes just by diverting clothes from landfill. “And by outsourcing their vintage clothes for cleaning services that don’t use tumble driers, not taking into account transport emissions, Missfit Creations is reducing CO2 equivalent by another one tonne. “There is a great need for the textile industry to monitor and provide accurate data and to become more transparent, specially when global supply chains are involved. “However, the creation of a protocol and standardisation of the Life Cycle Assessment, which measures a product’s environmental impact from raw material to final disposal, is also required. Without it, it will be impossible to produce results that can be representative.”

Aston University and Birmingham Women’s and Children’s NHS Foundation Trust join forces to improve health provision in the city

Aston University and Birmingham Women’s and Children’s NHS Foundation Trust (BWCH) have pledged to work together to address health provision in the city by signing a Memorandum of Understanding to co-develop paediatric health initiatives and the health services workforce of the future to deliver them. The strategic partnership between the University and BWCH aims to develop the health services workforce of the future together (particularly focusing on course development and delivery, including placements). It will also invest in shared posts that support closer links between academic, education and healthcare provision and support honorary appointments and initiate collaborative projects including joint research, to develop world-leading research and provision in the field of paediatric health and wellbeing. The partnership will make the most efficient use of resources and reduce duplication by providing a range of shared services, as well as continuously developing new ways to work together, with a view to supporting innovation in the field of healthcare. These activities will build on the existing joined up work taking place between Aston University and Birmingham Women’s and Children’s NHS Foundation Trust, such as shared use of the MRI scanning services in the Aston Institute for Health and Neurodevelopment and joint research projects examining topics including epilepsy in children, eating behaviours and neurodevelopment. Both organisations are also members of Birmingham Health Partners, the city’s clinical-academic research alliance, which includes maternal health as one as its key strategic focus areas. Professor Anthony Hilton, pro-vice-chancellor and executive dean of the College of Health and Life Sciences at Aston University, said: “The signing of this Memorandum of Understanding formalises the existing relationship between our two organisations and represents a strong joint commitment to improving healthcare provision in our city. “Working collaboratively enables us to bring together world-leading research with outstanding clinical provision, for the benefit of our students, patients accessing BWCH services and our city and region. Academic Freedoms are Now on the Ballot as State Legislators Seek More Control Over Institutions and Their Experts.

Last month, President Biden had a very direct message for colleges and universities looking to navigate through the choppy waters of state politics in the face of the recent US Supreme Court decision to overturn Roe. v. Wade. As Idaho state legislators get to work rolling out its “trigger ban,” President Biden bashed the University of Idaho over its new guidance against offering birth control for students. “Folks, what century are we in? What are we doing? I respect everyone’s view on this — personal decision they make. But, my lord, we’re talking about contraception here. It shouldn’t be that controversial,” Biden said during last month's meeting of the White House Task Force on Reproductive Healthcare Access. Image: White House Task Force on Reproductive Healthcare Access Meeting However the new policy by the University of Idaho goes further and advises employees not to speak about reproductive rights at work and warns they could face a felony conviction for promoting abortion, The Washington Post reported. While President Biden warned other universities to not enact the same policies. and said that Education Secretary Miguel Cardona will look at steps to protect college students and school employees in Idaho or other states where access to contraception is at risk, these events are sparking a larger debate around academic freedom. With such a polarized political landscape dividing much of the country on key issues such as abortion, should we be worried about what’s next? How do these actions in effect suppress important research and informed perspectives provided by academics? While state governments as critical funding sources for higher education have wielded considerable influence, these more overt actions to sanction freedom of speech is a disturbing trend. Academics, researchers and staff within an institution require rights and privileges essential to the fulfilment of primary functions: instruction; the pursuit of knowledge and service to the community. Central among these rights is the freedom, within the law, for faculty experts to pursue what seems to them as relevant avenues of inquiry, to teach and to learn unhindered by external or non-academic constraints, and to engage in full and unrestricted consideration of any opinion. Critics argue that suppression of these freedoms, whether by the government, the officers of the institution, or the actions of private individuals, would prevent a University from carrying out its primary functions. A core principle of scholarship is the freedom to express ideas through respectful dialogue and the pursuit of open discussion, without risk of censure. Other Universities Have Taken a Different Stance... Vanderbilt University  This argument has been supported by other schools and the examples they have set. School officials at Vanderbilt University in Tennessee, where a near-total ban on abortions took effect within the state in August, coordinated a reproductive-health task force and announced stronger support for reproductive health and parenting, even appointing a new leader to convene these resources for the University, The Washington Post reports. Elsewhere we are also seeing similar support by State University Officials in Michigan where a 1931 ban has been ruled unenforceable by the courts. The University of Michigan  In the lead-up to the Roe V Wade reversal, The University of Michigan created an abortion-care task force of experts to reduce the potential impact of a state-wide ban, created by Mary Sue Coleman, the president of the University of Michigan, as reported by The Detroit News. Coleman wrote “I will do everything in my power as President to ensure we continue to provide this critically important care.” in a statement in June, after the Supreme Court ruling. The president told The Detroit News that "we have a female-dominated institution; we care about our own communities as well as those we serve through clinical care and education," Coleman said. "I am deeply concerned about how prohibiting abortion would affect UM's medical teaching, our research, and our service to communities in need.” Concerns regarding the imminent crackdown on University campuses on the discussion and offer of birth control to students were expressed by many University officials in the months leading up to Idaho’s guidance on the matter. Dee Fenner, co-chair of the task force and chair of the Department of Obstetrics and Gynecology at Michigan Medicine spoke of the clinical and educational impacts of an abortion ban in Michigan, as reported by The Detroit News. "The most serious consequences will be felt in the university’s clinical care realm, by patients without financial or logistical resources to access out-of-state abortion care — disproportionately people of colour, adolescents and those in rural Michigan," Fenner said. “But the impact will be felt in our classrooms as well, where pregnancy, undesired birth or complications of unsafe abortion may impact educational attainment.” Another consideration will be the additional “brain drain” that institutions in these states will experience with faculty experts leaving for institutions with less restrictive policies. It also could have a significant impact on recruitment as more students choose schools where their reproductive rights are protected. Speaking to the Michigan Daily, a sophomore at the University of Michigan, Miya Brado describes the day that it was announced Michigan had enough signatures as “one of the best days ever”, with the hard work “finally paying off.” We must recognize this fundamental principle and must share responsibility for supporting, safeguarding and preserving this central freedom. Behaviour that obstructs free and full discussion, not only of ideas that are safe and accepted but of those which may be unpopular, vitally threatens the integrity of our educational and research institutions.

Ask our expert - Economy, inflation and interest rates, where do we stand as we close in on the end of the year?

Everyone is keeping a close eye on the economy. Whether on a global scale or at the kitchen table - it's a topic that is at the top of everybody's mind these day. Simon Medcalfe, PhD is  the Cree Walker Chair in the Hull College of Business at Augusta University and resident expert on the economy, and he shared his thoughts on where the economy stands as the final months of the year approach. Q: The Gross Domestic Product report was up, what should we take out of that? “The GDP was interesting because it was actually up. The first two quarters were negative growth, so the economy had shrank. This time, the growth figure came in at 2.6%, but closer reading suggested it was actually a worse reading then the negative readings we had because consumer spending by firms was essentially flat. The growth was seen in net exports or government spending or things like. Consumers were kind of pulling back a little, which is why earnings were a little lower as well.” Q: The economy needs to slow down a little, doesn’t it? “I mean, yes, if you’re thinking about the Fed, that’s what they are worried about right now, inflation, because the economy is so incredibly hot, particularly with regards to prices. They’re raising interest rates with the aim at slowing down the economy. Unemployment is historically very, very low, if not at record levels in different places, so we could probably sustain a little slowing of the economy without impacting the labor market too much and try to get this general inflation under control.” Q: The economy could use a little unemployment, it’s that kind of counter intuitive? “Some unemployment is not bad. Economist use to suggest in the long run, the natural rate of unemployment is about 5-6%. Now we have unemployment in the 2-3% range in places. We have a little bit of wiggle room to see that increase.” Q: What's the difference between frictional and structural unemployment? "Economist talk about frictional unemployment and structural unemployment. Frictional unemployment is more of a job match or job search problem. So it’s a lack of information. Structural unemployment is because of the changing nature of industry within an economy. An example being people working in textile manufacturing and it’s hard for them to go straight into computer science coding because they don’t have the skills. This is more long term than frictional and in some cases can be quite detrimental to regions and people.” Q: The Fed is likely to raise interest rate by .75%, are there signs of this slowing down? “I think they’ll start slowing that down over time, but I think their projection is about 4.6% and we’re like 3.25% now. They’re looking at all the economic indicators. Not looking at any one or two, but everything. They’re looking at inflation, and have different measure of that. They’re look at the breakdown of inflation like how much of it is due to the war in Ukraine, and what areas of the economy it may be impacting. They’re looking at the labor market, definitely looking at manufacturing output, etc. The one thing they don’t generally look at is financial markets. They would look at the housing market though and different sectors of the real economy, not the financial economy.” Dr. Simon Medcalfe is a highly regarded economics expert in the Hull College of Business at Augusta University. Deprivation in childhood linked to impulsive behaviour in adulthood – new study

Inflation is running high around the globe, largely fuelled by Russia’s war in Ukraine and the COVID pandemic. As a result, many households are having to choose between eating and heating. Deprivation has a terrible immediate effect on children – as anyone who has experienced real hunger knows – but it can also affect things like impulsive behaviour in later life. “Trait impulsivity”, the preference for immediate gratification, has been linked to spending more on food, especially unhealthy, highly calorific food. Studies have shown that children who experience poverty and food insecurity tend to have a higher body-mass index as adults than those who do not. In a study published in Scientific Reports earlier this year, my colleagues and I showed that children who experience deprivation make more impulsive choices than children who don’t. We studied 146 children, with an average age of eight, living in some of the most deprived areas of England and compared them with children living in some of the most affluent neighbourhoods. Children were given a choice between taking home a small amount of money (for example, £1) or getting £10 a week, or even more a year later. How long a person is willing to wait for the larger amount of money can be used to calculate a “discount rate” that shows how much the waiting time reduces the value of the money. An impulsive person might prefer £1 now because the value of £10 in six months is “discounted” to less than £1 right now. This means that, for them, the £10, is discounted by £9 over the six-month wait. A less impulsive person might be willing to wait six months for £10, but not wait for a whole year for £15. This means that, for them, the value of the £15 is discounted by £5 over the additional six-month wait. This discount rate is a measure of how impulsive someone is. The results showed that children living in the most deprived areas had significantly higher discount rates than children living in the least deprived areas, regardless of age or intelligence, indicating that deprivation was the causal factor in the children’s choice. A stable trait This preference for immediate outcomes is a stable personality trait that remains constant throughout a person’s life. In our most recent study, published by the Royal Society, we investigated impulsivity in over 1,000 older adults aged between 50 and 90. We found that older adults, living in the most deprived areas, show the same preference for smaller-sooner financial outcomes as the children in our first study. We also found that a person’s job predicted the choices they made. Adults working in technical or routine occupations, such as mechanics or cleaners, chose to receive smaller amounts of money than wait for larger amounts compared with people in professional occupations, such as engineers or scientists. These findings are concerning because impulsivity doesn’t just predict obesity. These findings tell us a lot about why people living in poorer areas tend to be unhealthier than people living in wealthy areas. People who experience deprivation as children are more likely to choose to do things that, although they might be pleasurable in the short term, are unhealthy in the long run. This includes overeating, taking drugs, smoking cigarettes and gambling. We know too, that impulsivity can help to explain why some people go on to become addicts, while other people can avoid some of the more harmful effects of drugs and alcohol. Deprivation is one of many factors that can lead to impulsive behaviour throughout a person’s lifetime. Genetics also plays a role in impulsivity. Policymakers can’t do anything about a person’s genes but they can influence the nation’s long-term mental and physical health by minimising child poverty. Failing to do so will have long-term implications for the children living through today’s cost of living crisis.

Winner of the 2022 Rosalind Franklin Essay Prize announced

Aston Medical School students compete for prestigious prize in essay writing competition Prize launched in honour of the renowned chemist, Rosalind Franklin This year’s theme is ‘Are there limits to freedom of expression in a medical school?’ The winner of this year’s Aston Medical School Rosalind Franklin Essay Prize has been announced as Shoheb Hassan, a 3rd year medical student. The annual essay writing competition is held in memory of the pioneering chemist Rosalind Franklin who was a chemist and X-ray crystallographer. Rosalind’s work was central to the understanding of the molecular structures of DNA: RNA, viruses, coal and graphite. The theme of this year’s competition was ‘Are there limits to freedom of expression in a medical school?’ The essays submitted were a reflective and personal perspective on freedom of expression within a medical school. This year’s winner Shoheb Hassan said: “I am so pleased and honoured to be awarded first prize. I sincerely enjoyed reflecting on the topic about freedom of expression in a medical school. I express my gratitude to Dr Daniel Franklin for this opportunity and I hope that upcoming students will benefit from their reflections just as much as I did.” Aston Medical School's Rosalind Franklin Essay Prize was conceived and funded by Dr Daniel Franklin in 2020. Daniel is a nephew of Rosalind Franklin and an alumnus of Aston University, graduating twice: once in 1981 with a PhD and again in 2013, when he was awarded an honorary degree. The judging panel included Daniel and staff from Aston Medical School. Can you be hacked while using your mobile device? In a word, yes — here’s how to protect your data

October is Cybersecurity Awareness Month and being aware of all your devices is as important as ever before. Most people are online every day, which opens themselves up to a threat of being hacked. Whether it be a mobile device, laptop, or personal computer, everyone needs to have cyber awareness. Steven Weldon, director of the Cyber Institute at Augusta University’s School of Computer and Cyber Sciences said many straightforward things that can be done to protect devices, such as having lock screens, making sure operating systems are up to date and simply recognizing how, when and where devices are being used. “Smart phones today are probably the most capable computing device that we have and we have it on us all the time,” said Weldon. “The data that can be extracted from these devices can be put together to build a pattern of life on us: where we go, what we do and when we do it. All of this data is potentially at risk if we’re not being careful about who gets access to our smart phones. That’s a great reason to lock the screen and require at least a password or pin to unlock the phone.” Gokila Dorai, PhD, assistant professor in the School of Computer and Cyber Sciences, suggests using biometrics to enhance security. “I would strongly recommend for women, young adults even teenagers, if it’s possible for you to have biometrics as a way to unlock your device, then go for that. These unique ways of unlocking a device would add a layer of protection,” said Dorai. Dorai is one of the growing experts in the field of mobile forensics and her research projects are federally funded. In addition, several SCCS faculty are mentoring undergraduate and graduate students working on cutting edge research related to mobile device security and digital forensics. She also suggested adding a two-factor authentication or multi-factor authentication to add an extra layer of security. When out in the public, it’s easy to connect a mobile device to an unprotected Wi-Fi network. Doing so could open up sites you visit to a hacker. Weldon suggests people should be careful of what apps are used when on public Wi-Fi, since they may expose a lot of personally identifiable information. His suggestion is to use a virtual private network to help protect data that’s being transmitted and received. “We should recognize the data on our smart phones and protect them accordingly,” added Weldon. “Recognizing the value and sensitivity of the data on our smart phones can guide us in how we protect these devices. We may not think as much about the security and privacy of our smart phones as we do about our laptops and desktops. When we think about everything we use our smartphones for, how ubiquitous they are in our lives, we come to realize just how central they are to today’s lifestyle in the digital age.” It’s tough to identify when a mobile device has been hijacked, so both Weldon and Dorai suggest paying close attention to any unusual behavior, even small things such as a battery draining faster than usual. Both are indicators you may need to take corrective actions. Dorai added the government can do more to protect a person’s privacy. “With the introduction of more and more Internet of Things devices in the market, with several different manufacturers, there’s a lot of user data that’s actually getting exchanged. She indicated it needs to be a collaborative effort between industry, academia, government, and practitioners to come together and work on ideas to strengthen security. “Yes we want security. We are willing to put up with a little bit of friction for additional security. We want it easy and we generally want it free,” said Weldon. “We don’t read licensing agreements, but we would generally be willing to take certain actions, make certain tradeoffs, to be more secure.” One other major concern are apps in general. While Google Play Store and Apple routinely remove some apps that may be out of date or have security vulnerabilities, they may still be running on a user’s device. “Mobile applications may also hide from you in plain sight in the sense the app icons may not be showing up on the screen, but still they are running in the background,” added Dorai. In essence, the device user is the first line of defense. Taking all the necessary steps to prevent a third party from getting your information is of the utmost importance in the digital age. “I believe a big part of it this discussion is about user awareness. We want that free app but that app is asking for a lot of permissions. There’s an old saying in cybersecurity: if you are not paying for the product, you are the product. MEDIA RELEASE: CAA urges drivers to protect lives on first national Slow Down Move Over Day

WINNIPEG, May 14, 2019 – CAA is urging motorists to make space for tow trucks providing service on the side of the road on Canada’s first national Slow Down Move Over day. The day promotes a safe working environment for tow truck operators across the country. CAA has long advocated for the protection of roadside assistance workers through Slow Down, Move Over legislation. CAA Clubs across Canada have designated May 14 as Slow Down Move Over day to bring attention to this important issue. “Lack of driver awareness is one of the largest threats to tow-truck operator safety on this day and all others,” said Raymond Chan, government relations, CAA. “Everyone should slow down and move over when they see a tow truck operator on the side of the road.” CAA’s eight Clubs across Canada will be launching public education campaigns and events today to draw attention to the safety risks tow truck operators face. There are approximately 24 million motorists and 15,000 tow truck operators on the road annually in Canada. This leads to thousands of near misses experienced by emergency roadside operators annually and, across North America, nearly 100 tow truck drivers are killed every year after being struck by oncoming traffic while helping stranded motorists with flat tires, breakdowns and collisions. Every tow truck driver knows the number of close calls they've experienced while pulled over on busy roadways. "I figured that was going to be the end, that I was going to be done," said one CAA tow-truck operator after a near-miss during a roadside assistance call. In 2011, the Slow Down Move Over law became part of Manitoba’s Highway Traffic Act. Most provinces and territories have Slow Down Move Over legislation that mandates motorists must slow down and change lanes, if it is safe to do so, to ensure the safety of emergency workers on the roadside, but it is often not observed.
