What are IDC's Tech Insights on the Impact of COVID-19 on the Canadian Market?

Dear Member of the IDC Canada Community, As we all adapt to this ever changing environment, our Canadian team has been working behind the scenes analyzing the COVID-19 impact on the Canadian ICT market. This email provides you with tech insights, including updates on market outlook and further resources to help you make critical business decisions in the weeks and months ahead. Canadian Total IT Spending Growth for 2020 Revised Down from 2.4% to -5.0% in the Most Probable IDC Canada Research Scenario The coronavirus outbreak across the world and the necessary containment measures put in place by governments will substantially affect the Canadian IT markets, severely accelerating the impact already felt from the supply-driven effects from Asia. In this extremely fluid scenario, International Data Corporation (IDC) now expects to see a significant slowdown in technology spending in 2020 across Canadian organizations, with IT spending expected to decline by -5.0%. As recently as December 2019, we were projecting a positive 2.4% growth rate for 2020. However, with new stringent containment and lockdown measures in place across Canada, resulting in a rapidly deteriorating economic outlook, GDP forecasts have recently been revised down sharply for Q2 and Q3. "Technology vendors and buyers are rapidly adapting to the disruption and the extremely fast-moving market conditions," said Nigel Wallis , Research VP, IoT & Industries at IDC Canada. "In such a rapidly changing environment, it is still too early to assess the overall impact on the Canadian IT market fully. However, given the sharp economic contraction, IDC recommends that all technology leaders recalibrate their strategies."  IDC Canada has developed three scenarios to help technology providers and buyers with their short-term business and technology investment planning. "The probable scenario assumes the coronavirus is broadly contained by June. The optimistic scenario assumes the virus is more rapidly contained, and business and investments recover quickly and accelerate in Q3. Finally, a pessimistic scenario that considers a less controlled, longer-lasting, virus 'rebound' effect through Q3 and Q4," said Tony Olvet , GVP Research, at IDC Canada. A Probable Scenario Depicting a Decline In the most probable scenario, IDC projects Canadian IT spending to decline by -5.0% in constant currency terms this year, down from the 2.4% forecast published at the end of 2019. "When taking a broad historical view of Canadian IT spending across the past decade, the impact of the COVID-19 crisis is expected to exceed the levels of the 2008–2009 financial crisis. As such, it does represent the most significant deceleration in IT spending growth Canada has experienced in modern time," said Lars Goransson, Managing Director at IDC Canada. As restrictions of movement bite, supply-chain disruption becomes commonplace, and demand drops, Canadian IT spending will drop rapidly in Q2. Particularly manufacturing, personal and consumer services, transportation, and hospitality will be sharply curbed, as these industries are the most exposed to the COVID-19 crisis impact in the short-, mid-, and long-term view. At the same time, other sectors, such as healthcare and government, will be forced to accelerate investments significantly. IDC expects this will drive additional IT investments for the public sector, pushing hard on infrastructure and collaboration tools deployments, but not before the second half of 2020." In the most pessimistic scenario, IDC expects ICT spending to drop and record a –8.2% decline in 2020, with all technology domains showing negative trends for the remaining part of the year. A series of domino effects, including oil price changes, currency depreciation, the inability of governments to make timely payments, delays in the supply chains and significant lay-offs would lead to a much more dramatic impact on the overall ICT market and an exponential increase in the downside risk in IDC's market forecast assumptions. The new outlook is shaped primarily by lower expectations in the hardware and services markets: Hardware markets will suffer due to restriction measures hampering supply and overall reduced demand. Client Devices are particularly hit hard, initially because of supply constraints and in later quarters as reduced demand further erode growth. The most significant impact on the IT services industry will be a result of businesses postponing decisions on pending projects and slowing the execution of projects in the delivery phase. Spending reductions on the software and telecoms markets are less pronounced, and some positive factors are expected to moderate the natural downturn somewhat. While the decrease in hardware spending will also negatively impact the overall software market to a degree, difficulties prompted by COVID-19 across industries will impact total telecommunication spending (this will be examined in forthcoming IDC Canada research). At the same time, the increasing need for remote collaboration will push telecom services demand and drive new opportunities in the collaborative applications and platforms areas, as well as an increase in security technologies that enable them. The pre-existing digital maturity of industries will also be a factor impacting on their capacity to invest in technologies, regardless of their budget capabilities. Limited face-to-face business relationships between vendors and end-users will inevitably also reduce investment in significant digital transformation projects in less mature industries, and especially for projects involving more advanced technologies. Social distancing and provincial lock downs (the duration is hard to predict) will also have significant consequences on the purchasing options for many consumers. Additional factors weighing on investment will range from a decrease in customer demand to supply chains breaking up," said Meng Cong , Manager, Market Insights & Analytics at IDC Canada. "Nevertheless, there are areas in which spending will grow. In use cases such as patient care as well as customer, citizen, student or employee experience and proximity, we expect to see accelerated adoption of digital solutions. Specific solutions such as videoconferencing, intelligent supply, chatbots, and e-learning platforms, among others, highlight how technology can help businesses and societies address these new challenges." United Nations’ Sustainable Development Goals fall behind initial hopes, lacks needed funding

In 2000, United Nations member states adopted eight Millennium Development Goals (MDGs), which featured a number of ambitious global initiatives, such as eradicating extreme poverty and hunger, and achieving universal primary education in all countries around the world.  As these goals were extremely aspirational, most were far from met by the target date. However, by 2015 significant progress was made in a few areas, such as increased official development assistance (foreign aid), reduced trade barriers for developing country exports, and new debt-reduction strategies for some of the heaviest indebted countries. By the target date of the MDGs, the most notable outcome was the number of people living in extreme poverty around the world had been reduced by 50% since 1990.  To keep the sustainable development agenda moving forward, at the end of 2015, the United Nations member states adopted 17 new Sustainable Development Goals (SDGs) to be met by 2030.  Since the adoption of the SDGs in 2015, some progress has been on two of the SDGs: eliminating preventable deaths among newborns and children under the age of 5, and getting children into primary schools. These are both important initiatives and progress should be celebrated, says Matt Bluem, assistant dean of graduate programs and MBA director of Saint Mary's University of Minnesota's School of Business and Technology. Unfortunately, progress on the other 15 goals has not kept pace. With just 10 years until the target date for meeting all 17 SDGs, it is becoming increasingly clear that most of these goals will not be met.  According to the UN, the biggest challenge in meeting the SDGs is funding. An additional $2-3 trillion is needed to help meet funding requirements. A recent report by the Brookings Institution states that sub-Saharan Africa alone would need hundreds of billions of dollars in additional financial support every year in order to meet the SDGs by the target date of 2030, Bluem says.  U.N. Secretary-General António Guterres has argued that public investment by governments is not enough, insisting that private industry is going to need to get involved. To meet the aggressive SDGs, the private and public sectors will need to work together to bring about the investment and policy change. In order to encourage governments and the private sector to put the resources and effort necessary into meeting the SDGs, it is imperative to let world leaders know that goals such as the SDGs are important to the international citizenry, Bluem says.  Are you a journalist covering this topic and interested in an interview? A new report released this June overwhelmingly shows that Canadian companies need to invest in their employees if they want to grow. The Navigator: Made for the Future Report surveyed 2,500 businesses in 14 countries and territories - 200 of them in Canada. The survey found that in Canada: Nearly half of those surveyed plan to boost spending on skills training for their staff in the next two years. 47% said their companies planned to spend more on training employees. 42% said they'd spend more on employee satisfaction and well-being. While 54% of the surveyed Canadian business leaders said their companies would make investments that fall under the category of research, innovation and technology, Dan Leslie, deputy head of commercial banking for HSBC Bank Canada, said the results show that technology is only half the story. "Tech adoption brings improvements but also creates the need for new skills," Dan said. "The priorities have shifted since some of our last surveys away from trade or capital investment and more toward investment around the well-being of their workforce." "Given labour market experts predict that many of the jobs people will hold in the future haven't even been invented yet, investing in adaptable employees is good business sense", Dan said. Race, Culture Expert Shares History and Why Blackface and other Cultural Appropriation at Halloween is Inappropriate

“When in doubt, choose a different costume,” Baylor expert says Megyn Kelly, host of NBC’s “Megyn Kelly Today,” is facing national criticism for her suggestion during a roundtable discussion this week that it was OK for white people to dress in blackface for Halloween. After two days of backlash, media accounts reveal that the future of her career is in question. But the questions she raised regarding blackface and cultural appropriation should be addressed, especially as Halloween approaches, said Mia Moody-Ramirez, Ph.D., professor of journalism, public relations and new media in Baylor University’s College of Arts & Sciences. She is a nationally known expert on mass media representations of minorities, women and other underrepresented groups and coauthored the new book "From Blackface to Black Twitter: Reflections on Black Humor, Race, Politics, & Gender." Moody-Ramirez said people need to understand the historical significance of blackface to grasp its negative reception today. “When you know better, you do better,” she said. At its base form, she said, blackface is the use of makeup by a nonblack person to appear black. She added that many people do not understand why the seemingly simple act of a white person darkening his skin like a black person at Halloween – even if it’s an act to honor a favorite entertainer or sports figure – can be offensive. “Dressing in blackface during Halloween is inappropriate because the blackface tradition is founded upon the enactment of demeaning stereotypes of black people,” Moody-Ramirez explained. “Blackface has been frowned upon since the blackface minstrel shows of 18th and 19th centuries when various aspects of African/African American culture were appropriated and used for profit. Dressing up in blackface invokes representations of unflattering images of blacks as lazy, unintelligent and criminal in nature.” Yet the issue is bigger than blackface. Any cultural appropriation – defined as the adoption of elements of a minority culture by members of the dominant culture – can be deemed inappropriate and offensive. “Cultural appropriation is distinct from equal cultural exchange because of the presence of power inequities that are a consequence of oppression,” Moody-Ramirez said. “Cultural appropriation is important to consider during Halloween because this is the time of year when we are most likely to dress up in a costume that is representative of another culture.” Common cultural appropriation missteps include darkening one’s face, wearing ethnic garb and/or dressing up to provoke laughter rather than show respect for a group/person, she said. “When considering a costume, think of whether it would show honor or disrespect for a group/person,” Moody-Ramirez advised. “If you don’t know the meaning of the ethnic attire you are considering for Halloween, you shouldn’t wear it. For instance, tribal markings, headdresses and turbans would not be appropriate costume attire because they are tied to a specific ceremony or religious meaning.” Showing respect for other cultures should include honoring their traditions. “Some cultures have laws that ban or restrict individuals from wearing religious attire in public places. Other cultures save certain attire for special ceremonies and honors,” Moody-Ramirez said. Moody-Ramirez offered the following tips to consider when choosing a Halloween costume this year. Avoid dressing in a costume that will reflect another ethnicity or culture. Choose something that is fun and tasteful – animals, movie characters (without darkening your skin), ghosts, ghouls, etc. If you dress like someone of a different ethnicity/culture, don’t darken your face or emphasize features like eyes, teeth or noses. Think about whether the costume will be perceived as tasteful or tasteless. Use the grandmother test. Are Birth Mothers Satisfied with Their Decisions to Place Children for Adoption? Time Will Tell, Study Says

Baylor research reveals effects of time, age, education and income on birth mothers’ satisfaction following ‘life-altering’ decision research findings from Baylor University’s Diana R. Garland School of Social Work could change the adoption landscape for birth mothers struggling with the life-altering decision to place their children. There is consensus among adoption researchers that for many birth mothers the experience of placing their children for adoption brings feelings of grief, loss, shame, guilt, remorse and isolation. Any level of satisfaction (or lack thereof) in such a decision varies. But how is that level of satisfaction – that feeling that the right decision was made – affected by time? “Little is known about the interaction of these two variables,” said Elissa Madden, Ph.D., associate professor of social work at Baylor and lead author of the study, "The Relationship Between Time and Birth Mother Satisfaction with Relinquishment." Much of Madden’s research focuses on the birth mother experience in the adoption process – an area, she said, has historically been underrepresented. “This article seeks to address a clear void in the literature,” she said, “and we hope it has some implications for future practices and adoption policies.” The research, published in the journal Families in Society, centers on data from an online survey of 223 birth mothers who had relinquished an infant for adoption during the last 25 years. This time period was selected because it reflects an increased acceptance and emphasis on open adoption arrangements between birth and adoptive parents, according to the study. Of those surveyed, nearly seven out of 10 reported periodic contact with the adopted child; most parents (94 percent) reported only a single child relinquished; a majority (56 percent) parented other children after the relinquishment; and on a scale of 1 to 5, participants reported a mean satisfaction with relinquishment score of 3.11. Among the study’s findings: 1. Satisfaction is not static. While many birth mothers reported satisfaction with their decision, the findings show that the more time that has passed since the birth mothers placed their child, the less overall satisfaction some birth mothers felt. Some prior research suggests birth mothers’ grief and adjustment attenuates with the passage of time. However, the researchers note “the findings of this analysis highlight the importance of not confusing birth mother’s satisfaction with her decision and the feelings of loss that she may feel about the placement.” A birth mother may feel she made the right decision regarding placement and yet still experience ongoing feelings of loss and grief even years later, Madden said. 2. Age had an inverse relationship with satisfaction. “As with time since the relinquishment, age of the respondents predicted an incremental decrease in satisfaction for every year they have aged,” researchers wrote. “It may be that the distance afforded by time, along with the internal resources and perspective that often comes with age, may have provided an opportunity for birth mothers to look back and reflect on what could have been.” 3. Higher education and higher income led to decreased satisfaction. “It is possible that birth mothers who have achieved educational and/or financial success may now feel dissatisfaction with their decision to place their child as they now believe, in retrospect, that they would have been able to acquire sufficient resources necessary to successfully parent their child,” researchers wrote. Additionally, the researchers noted that some birth mothers may feel that educational and financial success may have been achieved “at the expense of their opportunity to parent their child.” 4. Birth mothers who have current contact with their child were more likely to express satisfaction with their decision. “Prior research suggests that for some birth mothers, having contact with the child helps reduce feelings of anxiety about the child’s life and well-being, worries they may be having about the child feeling abandoned, and/or guilt about their decision,” the researchers wrote. 5. Birth mothers who work full-time were more likely to express increased satisfaction. “While the rationale for this finding is not immediately clear,” the researchers wrote, “it is possible that birth mothers who are employed full-time have achieved personal fulfillment or otherwise found success through their employment. It is also possible that for some birth mothers, there is recognition that they have less time or perhaps fewer resources for parenting and thus are more satisfied with their decision to place their child.” What are the implications of this research? Madden said there are long-term consequences for all members of the adoption triad – birth mothers, those seeking to adopt, and adoptees. She said, specifically, that adoption professionals need to be well-versed in the positive and negative repercussions for birth mothers. “Adoption professionals must be especially attuned to the needs and concerns of expectant mothers who seek their counsel, as many lack a full understanding of their options,” Madden said, reflecting on her earlier research. Madden and her fellow researchers believe this study and others like it could lead to changes in the adoption process. They suggest: Annual “grief and loss” training for adoption professionals State and federal policies ensuring birth mothers have access to ongoing post-relinquishment support services Free grief support groups for all birth mothers Adoption of national standards to ensure that expectant mothers and prospective adoptive parents receive standardized information detailing the benefits of ongoing post-adoption contact Stipends for expectant mothers to hire independent legal counsel to represent the mothers at the relinquishment and during sensitive discussion regarding post-adoption contact ABOUT THE STUDY "The Relationship Between Time and Birth Mother Satisfaction with Relinquishment" is published in the journal Families in Society. Baylor Adoption Expert Says Birth Mothers Need Increased Support During, Following Adoption Process

Dr. Elissa Madden's latest social work research centers on the experience of birth mothers who decide to place their children for adoption. Madden and her research team found that time impacts the level of satisfaction (or lack thereof) these women feel regarding their decision -- and that impact isn't always positive. While many birth mothers reported satisfaction with their decision, the newest findings show that the more time that has passed since the birth mothers placed their child, the less overall satisfaction some birth mothers felt. Some prior research suggests birth mothers’ grief and adjustment attenuates with the passage of time. However, the researchers note “the findings of this analysis highlight the importance of not confusing birth mother’s satisfaction with her decision and the feelings of loss that she may feel about the placement.” A birth mother may feel she made the right decision regarding placement and yet still experience ongoing feelings of loss and grief even years later, Madden said. Madden's multiple studies of birth mothers' experiences have shown that there's a need for more resources for these women. “Adoption professionals must be especially attuned to the needs and concerns of expectant mothers who seek their counsel, as many lack a full understanding of their options,” Madden said. Madden and her team suggest: • Annual “grief and loss” training for adoption professionals • State and federal policies ensuring birth mothers have access to ongoing post-relinquishment support services • Free grief support groups for all birth mothers • Adoption of national standards to ensure that expectant mothers and prospective adoptive parents receive standardized information detailing the benefits of ongoing post-adoption contact • Stipends for expectant mothers to hire independent legal counsel to represent the mothers at the relinquishment and during sensitive discussion regarding post-adoption contact Elissa Madden, Ph.D., associate professor, joined the Diana R.
