Ten Years Later: Japan Society Remembers the Great East Japan Earthquake (3.11)

To Mark the 10th Anniversary of the Triple Disaster, Japan Society Will Present Programming Reflecting Upon the Aftermath, Recovery and Spirit of Resiliency After the Great East Japan Earthquake, tsunami and nuclear disaster devastated the Tohoku region of northeastern Japan on March 11, 2011 (3.11), Japan Society's Japan Earthquake Relief Fund (JERF) raised over $14 million from more than 24,600 donors from all 50 U.S. states and 55 countries, the largest amount raised by a nonprofit not specializing in disaster and emergency relief and the 7th largest fundraising campaign by a U.S. nonprofit organization. Through a series of events and videos leading up to the 10-year anniversary of 3.11, Japan Society invites our community to remember those who were lost, and to look toward Tohoku’s continued recovery. We also extend our sincere appreciation to all who donated to the Japan Earthquake Relief Fund (JERF), which was launched by Japan Society the day after the tragic events of 3.11. Since 2011, JERF has funded more than 65 grant projects and 45 organizations supporting Tohoku’s immediate relief and reconstruction efforts as well as the mid- to long-term recovery of these communities. In 2021, Japan Society has earmarked the remaining funds to support additional projects facilitating community-building and economic recovery in disaster-hit areas where challenges have become further exacerbated by the onset of the global pandemic and additional disasters that most recently struck the region on February 13. To mark the 10th anniversary of the triple disaster, Japan Society will report back on how JERF grants have contributed to Tohoku’s recovery, and highlight stories of what was witnessed in the aftermath of 3.11, including Tohoku’s resiliency, the bravery and initiative of all who responded to unprecedented challenges, the strength of U.S.-Japan relations, and the spirit of human generosity and goodwill. As we remember and draw lessons from the events of 3.11, we hope to nurture hope for the future of Tohoku and the world. “2021 is a year to reflect on resilience and recovery as we navigate the challenges of the COVID-19 pandemic and remember not just the tragedy of 3.11, but the strength of the Japanese people and the generosity of the world in its aftermath,” said Japan Society President and CEO Joshua W. Walker, Ph.D. “As we mark the 10-year anniversary of these events, we honor those who were lost, and extend our gratitude to the individuals and organizations who offered their support, including the donors to our relief fund.” Events include a contemporary theater performance “Ludic Proxy: Fukushima,” held live on March 6, 7 & 11 and available on demand from March 12 - 16. This video adaptation of Brooklyn-based theater-maker Aya Ogawa’s play Ludic Proxy follows a woman visiting her older sister, who lives on the outskirts of the Fukushima nuclear evacuation zone. The interactive play, which features a unique element of audience participation, explores the theme of human survival in the face of disaster. Taking advantage of our expertise in bringing together American and Japanese experts, a live U.S.-Japan symposium on March 9, 7-9pm EST, “Resilience & Recovery: A U.S.-Japan Dialogue Ten Years after 3.11”, will feature leading voices from Tohoku, Japan and the U.S. to discuss lessons learned from 3.11 on resilience and recovery from catastrophes. The symposium will be co-hosted with JERF recipient, ETIC., a Japanese nonprofit dedicated to nurturing social entrepreneurs and recovery efforts in Tohoku. As its first exhibition upon reopening to the public, Japan Society will also present When Practice Becomes Form: Carpentry Tools from Japan opening on March 11th. The exhibition celebrates the resilient spirit of Japanese architecture and craftsmanship through woodworking tools, architectural patterns, and models. The site-specific exhibition design, conceived by the esteemed architect Sou Fujimoto in collaboration with Brooklyn-based Popular Architecture, introduces major themes from the exhibition and is in dialogue with the gallery’s spaces, highlighting an enduring connection between traditional Japanese wooden construction and modern architecture. The Power of Poetry in a Pandemic and Time of Social Injustice

Amanda Gorman captured hearts and imaginations across the nation when she performed her poem “The Hill We Climb” at the inauguration of President Joe Biden. While Jennifer Lopez’s stirring rendition of “This Land Is Our Land” and Garth Brooks’ “Amazing Grace” were performed to great acclaim, there was something special about the Inaugural Youth Poet Laureate’s recitation. Villanova University professor of Creative Writing and Luckow Family Chair in English, Lisa Sewell, PhD., talks about the cultural impact of poetry in times of turmoil, like the political and social uncertainty brought on by an attack on the US Capitol combined with a global pandemic. “Poetry is something people turn to in times of crisis -- and the pandemic and the ways it has made all of us face the grave inequities of our society has been an extended, seemingly endless crisis” said Dr. Sewell. “Amanda Gorman’s poem was powerful because she put a name to what so many people were feeling about the insurrection that occurred on January 6.” According to Dr. Sewell, poets like Alice Quinn, the former poetry editor of The New Yorker, have already edited a collection of “pandemic” poetry, demonstrating how artists take inspiration from and create art in reaction to what’s going on in their lives—to connect to others who may be experiencing the same complicated emotions. “In my poetry writing class, I talk to my students about how poets often try to say the impossible and write about experiences and ideas that are difficult to understand and difficult to put into words,” says Sewell. “What makes poetry powerful is the gesture, the effort to find the language that is adequate to the uncertainty and ambiguity of experience—and this seems true especially now.” The task of putting experiences into words that connect with a wide audience is not an easy one, especially with so much content competing for attention in 2021. So what it is about poetry in particular that makes it appropriate for this moment? Dr. Sewell suggests that the metaphorical language of poetry, as opposed to the certainty of prose or dialogue, hits home right now. She adds, “when the future is uncertain and the ‘before’ time seems hazier and hazier, poems are somehow both clear and direct with every word deliberately chosen, and also ambiguous and strange enough to speak to our sense of peril and uncertainty. Japan Society Presents When Practice Becomes Form: Carpentry Tools from Japan

On the occasion of the 50th anniversary of Japan Society’s landmark building, the institution is pleased to present the new exhibition, When Practice Becomes Form: Carpentry Tools from Japan. The exhibition celebrates the spirit of architecture and craftsmanship through Japanese woodworking tools as well as architectural patterns and various models. The site-specific installation, conceived by the esteemed contemporary architect Sou Fujimoto in collaboration with Brooklyn-based Popular Architecture, reinterprets major themes from the exhibition and is in dialogue with the gallery’s spaces, highlighting an enduring connection between traditional Japanese wooden construction and modern architecture. Featuring hand tools and joinery techniques that have been used for hundreds of years to build Japan’s wooden architectural masterpieces (from temples and shrines to teahouses and bridges), the exhibition unpacks how the intangible qualities of craftsmanship, such as consummate experience, knowledge, and the honed skills of master carpenters, have been transformed into significant forms of architecture. A diverse array of tools—planes, chisels, saws—have played an important role in the development of architecture in Japan’s history, and this philosophy extends to Japan’s cultural heritage today. Integral to the process of making by master carpenters (tōryo) is their extensive knowledge of the local environment and of wood as a material. Using natural resources and learning from their predecessors’ practices, they construct buildings using a refined methodology. Their philosophy of sustainability—for example, joinery can be restored or repaired as needed by future craftspeople—has been handed down over generations. Themes emerging from the exhibition have been interpreted by the internationally acclaimed architect Sou Fujimoto. His firm, Sou Fujimoto Architects, is based in Paris and Tokyo, and has been selected as site design producer for the 2025 World Exposition in Osaka, Japan. Fujimoto has designed the Serpentine Gallery pavilion in London (2013) among other internationally recognized projects. For this exhibition, Fujimoto has worked with Popular Architecture to explore the coexistence of nature and architecture. “Japan Society has been a home of cultural exchange, and a meeting place of past and present. In this exhibition, traditional Japanese craftsmanship is revealed in a new light by the design of contemporary architect Sou Fujimoto, and it becomes a precious educational opportunity to learn from this history,” says Yukie Kamiya, Japan Society Gallery Director. The building of Japan Society’s headquarters, designed by the architect Junzo Yoshimura (1908–1997), a major figure in 20th century Japanese architecture, opened to the public in 1971, becoming New York City’s first permanent structure designed by a Japanese citizen. It will commemorate its 50th anniversary in 2021. The building resides on land donated by John D. Rockefeller 3rd (1906–1978), former President and Chairman of Japan Society, who sought to revitalize the organization’s activities after World War II. Rockefeller 3rd and Yoshimura first met in Japan in 1951, and their friendship for over two decades resulted in Japan Society’s current building in Manhattan. Since its opening, the building has continued to serve as the central platform for the interexchange of ideas, knowledge, and innovation between the U.S. and Japan within a global context. In 2011, the building was designated landmark status by the New York City Landmarks Preservation Commission. When Practice Becomes Form: Carpentry Tools from Japan explores the connections between techniques, tools, and forms from traditional practices in Japanese carpentry and contemporary design perspectives. Paying homage to Japan Society’s building, where the arts and cultures of Japan and the United States intersect, this exhibition delves into the artistry and craftsmanship of architectural practice. Complementing the exhibition is a series of related public programs, including lectures, a hands-on workshop, and gallery tours. A digital publication illustrated and designed by Nathan Antolik further expands upon the exhibition. This exhibition is organized by Japan Society in collaboration with Takenaka Carpentry Tools Museum, Japan. The exhibition design is by Sou Fujimoto, in collaboration with Popular Architecture as local architect. About Sou Fujimoto Born in Hokkaido in 1971, Sou Fujimoto graduated from the Department of Architecture, Faculty of Engineering at Tokyo University and established Sou Fujimoto Architects in 2000. He has won several international competitions, including his recent 1st prize for the 2014 International Competition for the Second Folly of Montpellier, France ("L'Arbre Blanc"). In 2019, he was selected as the master architect for the Tsuda University Kodaira Campus Master Plan development. Among his notable projects are the annual summer pavilion for the Serpentine Gallery in London (2013)—the youngest architect to receive the commission; House NA in Tokyo (2012); Musashino Art University Museum & Library (2010); and House N (2008). In 2012, he was part of the Japanese team that won a Golden Lion award for Best National Participation at the Venice Architecture Biennale for their design of alternative housing concepts for homes destroyed by the 2011 tsunami. Most recently, he was selected as site producer for the 2025 World Exposition in Osaka, Japan. About Popular Architecture Brooklyn-based Popular Architecture combines simplicity with innovation across multiple scales ranging from master plans to buildings, interiors, and products. The firm is directed by Casey Mack, RA, LEED AP. After completing his M.Arch at Columbia, Mack worked with the Office for Metropolitan Architecture in Hong Kong and New York. How the Biden Administration Can Help Save the Planet

With the inauguration of Joseph R. Biden as the 46th president of the United States came a slew of executive orders—and perhaps most notably America's reentry into the Paris Climate Accord. After the Obama administration joined the largest global cooperative agreement to limit the emission of dangerously climate-altering greenhouse gasses in 2015, the U.S. withdrew in 2017 under former president Donald Trump. Villanova University biology professor Samantha Chapman, PhD, studies how "blue carbon" solutions, like the restoration of wetlands, can contribute to slowing the harmful impact of climate change on the planet. Recently, Dr. Chapman broke down the top three things the Biden administration must do to save the planet, since we are, as she puts it, "close to some scary tipping points." #1: Pressure Brazil’s President Bolsonaro to stop the devastation of the Amazon. "The Amazon Rainforest regulates our global climate. It is imperative that through diplomacy and aid, we incentivize developing countries to preserve their intact lands and biodiversity. We can't do this without helping local communities incentivize the people living in these places to save these lands. Road building in forests is a huge cause of our planet's downward slope." #2: Invest in restoration of natural ecosystems. "We must invest resources into coastal wetlands and forests, here and abroad. USAID could be partially retooled in partnership with the United Stated Geological Survey (USGS), which already does this. These natural ecosystems will serve as natural climate solutions and be harbors for threatened species and nice places for humans to recreate. We must restore the opportunity for nature to re-invoke the necessary feedbacks that make the ecosystems work. Sometimes this involves complicated engineering, sometimes it is simpler and means giving nature space to restore. We're trying both." #3: Find ways to make people feel connected to land and nature—and value it. "This is a vague one and not one that I'm sure any administration can do. The pandemic has given me hope on this—I see so many more people out hiking, fishing, walking, and hanging out in parks. When time comes for voting on taxes, people have to remember that these state parks and preserves and even neighborhood parks cost money to staff and preserve. The U.S. has incredible land and nature and yet, in my experience, Americans value and understand it less than other countries. Some of that has to do with our frontier history. We can learn from Native Americans. Appointing Representative Deb Haaland as the secretary of the interior is one good step the Biden administration has taken in this direction." Dr. Chapman emphasizes that despite the uphill battle ahead, she remains hopeful. "Left to heal and helped to heal, the ecosystem processes that sustain our lives and those of the other amazing organisms on our planet can be restored," she notes. "Good things are happening. They just need to happen at a much larger scale."

Welcoming 2021: The Year of Resiliency

Happy New Year to all — may 2021 be a better and brighter year for everyone. It has been just over a year since I came to Japan Society as President and CEO, with a mandate to take the Society into the future while preserving its 113-year-old mission of building bridges between the U.S. and Japan. The pandemic has accelerated the pace of change for everyone, globally, nationally, locally, and within our own workplaces and households. Change is hard, but it is also necessary. In a recent email, my friend Parag Khanna wrote, “Our global system evolves the way humanity does, not through grand design or random accident but by adaptation to changing realities. The faster we react to an accelerating world, the better our chances of shaping the future to our benefit.” I’d like to speak to Parag’s point personally rather than geopolitically. The experience of leading a New York nonprofit during this time — an institution that is both deeply and historically embedded in onsite programming and tradition — has both clarified and strengthened my vision for Japan Society’s future. Bending Adversity If 2020 has forced us to prioritize, 2021 will be the year of resiliency. 2021 represents the year of the Ox in Japan, where the ox is considered an industrious, cautious, and faithful friend that is always glad to offer help. After the 2020 we’ve all had, we could use more faithful friends like the ox in 2021. We are looking toward 2021 as a year in which we as a society ultimately overcome COVID-19 through the efforts of scientists, frontline workers, and governments around the globe. We hope to see the world come together in a big way for the first time at the rescheduled Summer Olympics in Tokyo. In some ways, we have already seen the future in Japan and in Asia more broadly, with its successful response to the COVID pandemic. Japan also represents a recent example of how to bend adversity and bounce back, as it did from the Great East Japan Earthquake, tsunami and nuclear disaster of 3/11/2011. The entire country came together in solidarity to support the affected Tohoku region, including concrete measures such as limiting electricity usage at a national level to avoid rolling regional blackouts. A decade on, Japan still remembers, with the Olympic flame set to depart from Fukushima Prefecture in the torch relay that will cross the country before arriving in Tokyo for the Opening Ceremony. Out of Crisis: Opportunity Optimism and positivity are necessary to move forward. I’m optimistic not because I’m naïve about the challenges ahead as we continue to navigate these wild currents, but I am confident that we will find safe passage because of what we have learned collectively and adapted to over the past months. Japan Society’s Language Center had a record year in 2020 despite the pandemic as our teachers reached beyond our physical classrooms to virtual ones; more people joined us than ever before for our first-ever digital JAPAN CUTS, the largest festival of Japanese cinema in North America. We have opened possibilities far beyond our physical building, the original Japan House, designed by Japanese modernist architect Junzo Yoshimura 50 years ago, and named New York City’s youngest landmark in 2011. In crisis comes opportunity, and from opportunity come the possibilities for our collective future. While we are hurting without our physical programs and admissions revenue, we’ve literally been able to connect across the world, and even beyond — from Japanese astronaut Soichi Noguchi, who is currently on the International Space Station, to countless leading voices in Japan such as Olympics Director Nomura Mansai — to create unique experiences for our members. In this time, I return to the Japanese concept of kaizen (改善), continual self-improvement and change for the better. Regardless of the next challenges on the horizon, I’m committed to ensuring that we continuously improve and adapt in this spirit. I believe that our mission has never been more critical than in 2021 as we strengthen U.S.-Japan relations with new administrations in both capitals and seek opportunities to engage, explore, and educate our societies about our collective resiliency as we welcome the new year. Lockdown teleworking impacts productivity of women more than men

When the COVID-19 pandemic led countries all over the world to lock down their economies in early 2020, there was an unprecedented global shift to teleworking in white collar sectors. A trend that had been gathering traction was suddenly and exponentially accelerated and many of the world’s largest corporations, Google and Facebook among them, have announced plans allowing employees to work from home well into 2021 or indefinitely. Remote working not only appears to work, but it appears to have a number of advantages—savings in office maintenance costs and time spent commuting, not to mention enabling organizations to safeguard productivity when there’s a major shock or crisis. But is it all good news? Or good news for all? A new paper by Ruomeng Cui, assistant professor of information systems and operations management at Emory’s Goizueta Business School, reveals an important drop in the productivity of female academics around the world in the wake of the COVID-19 lockdowns. In fact, in the ten weeks following the initial lockdown in the United States, their productivity fell by a stunning 13.9 percent relative to that of male colleagues. And it’s likely to do with the disproportionate burden of responsibility for household needs and childcare that persistently falls on women, Cui said. “We know that gender inequality persists both in the workplace and at home, and we were curious to see how the lockdown scenario would attenuate or exacerbate the situation for women,” Cui said. Anecdotal evidence from her own field—academia—showed that in the weeks following the stay at home mandate in March, there was an upswing of around 20 to 30 percent of papers submitted to journals. However, the overwhelming majority of these were being authored by men. Intrigued, Cui teamed up with Goizueta doctoral student Hao Ding and Feng Zhu from Harvard Business School to conduct a systematic study of female academics’ productivity and output during this period. “We knew that the lockdown had disrupted life for everyone, including academics. With schools and kindergartens closed and people taking care of work and household obligations at home, we intuited that women would be affected more than men as they are disproportionately burdened with domestic and childcare duties,” Cui said. For female academics this would theoretically be particularly acute, as the critical thinking that goes into research calls for quiet, interruption-free environments. To put this to the test, Cui and her co-authors created a large data set covering all the new social science research papers produced by men and women, across 18 disciplines and submitted to SSRN, a research repository, between December 2018 to May 2019 and then from December 2019 to May 2020. From this set, they were able to extract information on titles, authors’ names, affiliations, and addresses to identify their countries and institutions, as well as faculty pages to distinguish between men and women. In total they collected just under 43,000 papers written by more than 76,000 authors in 25 countries. Looking at the data, Cui and her colleagues were able to compute the total number of papers produced by male and female academics each week and then compare the productivity of both before and after the start of the lockdown. Prior to the pandemic, the 2019 period showed no significant changes in productivity in either gender. But in the 10 weeks following the shock of lockdown, a clear gap emerges between men and women, with female academics’ productivity falling by just under 14 percent in comparison to their male colleagues. Interestingly the effect was more pronounced in top-ranked research universities. This is likely because top schools require faculty to publish research as the primary requisite for promotion, so men would be motivated to continue authoring papers before and after the lockdown. These findings lend solid, empirical clout to the notion that women do take a hit to productivity when care and work time are reorganized, Cui noted. “We see clearly that women are producing less work as a consequence of working from home. In the field of academia, that has huge implications as achieving a permanent position, or tenure, is generally linked to your research output,” she said. “So, there is a serious fairness issue there. If women are producing less because the burden of household responsibility is greater for them than for men, then you’re likely to see fewer female academics get tenure through no fault of their own.” Indeed, one of the other findings of the study shows that while productivity fell, the quality of female-authored research measured by downloads and citations did not. Then there’s the issue of teleworking and gender. With a significant proportion of the world’s white-collar organizations still working from home and unlikely to head back to the office any time soon—and as many schools and childcare facilities remain closed due to the pandemic—Cui is concerned that productivity as a measure of value and a marker of success might mean the odds are further stacked against women. And not just in academia. “We looked at universities in particular, but our findings can really be externalized to any other industry because the underlying issues here are universal. So, with remote working becoming normalized, I think there’s a real onus on organizations of every type to think about how to mitigate these unintended consequences,” she said. “There needs to be more thought about how we measure value or potential of employees.” Cui calls for organizations and institutions to consider these factors when they evaluate male and female workers in the present context and looking to the future. Among the kinds of proactive moves they might consider are to make training programs for male and female employees that explore fairness and encourage a more even distribution of responsibility in the home and for children. “There’s nothing to be gained in prioritizing productivity as a tool for evaluation and just giving women more time, say, to produce as much,” Cui warned. “You’re just left with the same scenario of women doing more than their fair share. Top Germicidal UV Lighting Questions Answered

Amid the COVID-19 pandemic, germicidal lighting has been eyed for indoor disinfection. Bob Karlicek, the director of the Lighting Enabled Systems and Applications (LESA) Center at Rensselaer Polytechnic Institute led a team of engineers who designed and built a UVC system to disinfect masks for reuse. In addition, he has been answering some of the biggest questions people have surrounding this potential tool in the current global public health crisis. These are a few examples: 1. Can UVC radiation kill SARS CoV 2? Yes, several groups have demonstrated that UVC radiation can quickly deactivate the SARS CoV 2 virus that causes COVID-19. To be effective, however, the delivery dose needs to be high enough and the required dose depends on several environmental factors (surface or airborne, relative humidity, and other environmental factors) that impact the delivery of UVC radiation to the virus’ RNA. The higher the dose, the faster the process, and the greater the percentage of virus deactivated. 2. Can UVC LEDs be used for germicidal applications? Absolutely, and there is considerable published evidence for the effectiveness of UVC LEDs in germicidal applications including SARS CoV 2. Also, the output power, reliability and cost-effectiveness of UVC LED solutions are continually improving with continuing research on the design and manufacturing of UVC LEDs. Note that both UVC mercury lamps (254 nm) and UVC LEDs have lifetimes that are considerably shorter than LEDs used in solid-state lighting, so that should be factored into the design of GUV systems using either technology. 3. How can UVC sources be used safely around people? So long as humans are not in the direct line for exposure to the UVC radiation there should be no issues. Ordinarily, UVC systems are used only when people are not present or in disinfecting air (either inside of ductwork of HVAC systems or with specially designed optics to irradiate the upper portions of room-air) with little or no radiation to the people below. Some UVC lamps come with presence detection systems that turn off when persons approach, but these systems will have to have very low false-negative error rates (turning on when the system falsely thinks that people are not present). Hackers Exploit the Pandemic

Criminals are opportunists, and the COVID-19 global onslaught has brought with it not just health threats but cybersecurity risks, too. Within weeks of the COVID-19 outbreak, hackers have already commandeered the virus to unleash cyberattacks, sending emails purporting to provide coronavirus guidance laced with cyberattack software. In one more alarming case, they appear to have attacked a hospital and forced it to cancel operations and take key systems offline. As the outbreak continues to intensify, the UK National Cyber Security Centre (NCSC) warned that the volume of these attacks will likely increase, pointing to the increased registration of coronavirus-related webpages. Criminals are opportunists, and the COVID-19 global onslaught has brought with it not just health threats but cybersecurity risks, too. As companies move to protect the health of their workforce, it’s also important to protect the systems they’re using to run their businesses. It’s especially important for hospitals to shore-up their cyber defenses. If they don’t, just as they are racing to respond to COVID-19, they could face situations like University Hospital Brno in the Czech Republic, which earlier this month was forced to divert patients and cancel planned operations while it worked to address an attack. The most likely cyber threats are email “phishing” campaigns that use the coronavirus as a lure to get the recipient to open an attachment that contains malware. According to the NCSC, such “phishing” attempts are happening on a global scale in multiple countries, which has led to both a theft of money and sensitive data. Similarly, known hacker groups have been launching websites purporting to sell masks or other safety-related measures for coronavirus, possibly to use them as another vector for cyberattacks. The NCSC has also cautioned that these attacks are “versatile and can be conducted through various media, adapted to different sectors and monetized via multiple means, including ransomware, credential theft, bitcoin or fraud.” The cybersecurity firm ProofPoint has seen a rise in these cyberattack emails with COVID-19 themes since January. Both ProofPoint and IBM’s X-Force cybersecurity unit identified a campaign that targeted users in Japan with an email masquerading as a coronavirus information email that carries with it a potent type of cybercrime software. In the US, the Secret Service recently warned of scams from online criminals posing as sellers of high-demand medical supplies to prevent coronavirus. They’ll require payment upfront and not send the products. Cyber criminals have also been posing as the World Health Organization and the US Centers for Disease Control and Prevention (CDC), sending fraudulent emails from the former and “creating domain names similar to the CDC’s web address to request passwords and even bitcoin donations to fund a vaccine” for the latter. In addition to the use of the coronavirus as a cyberattack vector, the growing need for working remotely to mitigate the spread of COVID-19 has increased companies’ exposure to cyber threats. The increase in remote work creates more opportunities for hackers to make inroads from less secure locations. Companies should also ensure they can provide adequate security when their whole workforce is remote. They should quickly work through the security implications of workers choosing to switch to insecure personal devices. With national-level pressures on home broadband, staff will also resort to mobile hotspots, which are often less secure. And enabling remote connectivity at scale, with the right security configurations, can be a challenge even with months of preparation time. A recent US Department of Homeland Security COVID-19 cybersecurity notice pointed to the importance of making sure that security measures are up to date for companies’ remote access systems. Additional measures to consider include enabling multifactor authentication—which can require two or more steps to verify a user’s identity before granting access to corporate networks. The NCSC is also working to identify malicious sites responsible for phishing and cyberattack software. A final looming cyberthreat related to Covid-19 is disinformation. The World Health Organization and other agencies have for months been combatting disinformation campaigns spreading false information about the origins of and treatments for COVID-19—reports that seed more confusion and increase risks to society. All of that means that computer virus risks are emerging as the biological virus spreads—and both are a threat to business. Cyber risk mitigation efforts should account for the different ways that a company can be affected, including impacts on the technical, operational, legal and reputational aspects of a business. Often, the reputational effects of a cyberattack are more significant than direct the business or technical impact. To mitigate all of the potential impacts of cyberattacks taking advantage of the Covid-19 outbreak, companies should: Review and update crisis and cybersecurity response plans, and ensure internal and external communications response plans are robust. Confirm that members of the crisis management team understand their roles and responsibilities. Make sure all communications channels have the latest security patches. Review and update access controls, particularly when remote access is used heavily, to make sure that only those who require access to sensitive systems to do their jobs have it. Take extra care when handling medical information. For companies managing employees who have contracted Covid-19, it’s important that personal health information is handled with strong security measures, including encryption. Educate employees about the cyber risks that may attempt to capitalize on fear of the Covid-19 virus—whether it be phishing email or disinformation. Covid-19 poses a number of short- and long-term challenges to business resilience, and the virus’s trajectory is quick and unpredictable. But it’s possible to anticipate and mitigate a number of the cyber threats that will try to ride the virus’s coattails. The companies that do will be more resilient and better positioned to withstand the direct health and operational effects of the virus.

Social media as a weapon

Best-selling author Peter Singer talks with the Brunswick Review about winning the increasingly crowded and contentious war for attention What do Isis and Taylor Swift have in common? According to author and digital-security strategist Peter Singer, both the terrorist organization and pop star are fighting for your attention online and employing similar tactics to try and win it. ISIS kicked off its 2014 invasion of Mosul with the hashtag, “#AllEyesonISIS.” More recently, the terror group posted photos of its members holding cute cats in an effort to make them more relatable – tactics familiar to most celebrities and online marketers around the world. These online battles, the rules governing them, and their real-world impact are the focus of Mr. Singer’s latest book, LikeWar, which he coauthored with Emerson T. Brooking, at the time a research fellow with the Council of Foreign Relations. “A generation ago people talked about the emergence of cyber war, the hacking of networks. A ‘LikeWar’ is the flip side: the hacking of people and ideas on those networks. Power in this conflict is the command of attention,” says Mr. Singer, who in addition to his writing is also a strategist and Senior Fellow at the New America Foundation. Pretty much everyone who posts online – from governments to marketers to reality TV stars – is a combatant in this fight for virality, according to Mr. Singer. Triumph in a “LikeWar” and you command attention to your product or propaganda or personality. Lose and you cede control of the spotlight and the agenda. Mr. Singer recently spoke with Brunswick’s Siobhan Gorman about the trends he’s seeing in LikeWars around the world, and what companies can do to avoid being on the losing end. What were you most surprised by in researching LikeWar? One of the more interesting characters in the book was at one time voted TV’s greatest villain: Spencer Pratt, a reality TV star on MTV’s “The Hills.” He’s basically one of these people who became famous almost for nothing. But what Pratt figured out really early was the power of narrative, which allowed him to become famous through, as he put it, “manipulating the media.” In the same week, I interviewed both Pratt and the person at the US State Department who’s in charge of the US government’s efforts to battle ISIS online. And Pratt, this California bro who’s talking about how to manipulate the media to get attention, understood more of what was playing out online than the person at the State Department. Spencer Pratt, a reality TV star… understood more of what was playing out online than the person at the State Department.” How much have online conflicts changed the rules in the last few years? First, the internet has left adolescence. It’s only just now starting to flex its muscles and deal with some of its responsibilities. The structure of the network changes how these battles play out. So, it’s this contest of both psychological but also algorithmic manipulation. What you see go across your screen on social media is not always decided by you. The rule makers of this global fight are a handful of Silicon Valley engineers. Another aspect of it is that social media has effectively rendered secrets of any consequence almost impossible to keep. As one CIA person put it to us, “secrets now come with a half-life.” Virality matters more than veracity; the truth doesn’t always win out. In fact, the truth can be buried underneath a sea of lies and likes. And the last part is that we’re all part of it. All of our decisions as individuals shape which side gets attention, and therefore which side wins out. But you highlight that this is playing out differently in China. Exactly. There are two different models shaping the internet, and shaping people’s behavior through the internet, playing out in the West and in China. Essentially, internet activity in China is all combined. Look at WeChat, which is used for everything from social media to mobile payment; it’s Amazon meets Facebook meets Pizza Hut delivery. And you combine that with an authoritarian government that’s had a multi-decade plan for building out surveillance, and you get the social credit system, which is like Orwellian surveillance crossed with marketing. The social credit system allows both companies and the government to mine and combine all the different points of information that an online citizen in China reveals of themselves, and then use that to create a single score – think of it as your financial credit score of your “trustworthiness.” For example, if you buy diapers your score goes up, because that indicates you’re a parent and a good parent. If you play video games for longer than an hour your score goes down because you’re wasting time online. And it’s all networked. Your friends and family know your score. It creates a soft form of collective censorship; if your brother posts something that’s critical of the government, you’re the one who goes to him and says, “Knock it off ’cause you’re hurting my score.” And you do that because the score has real consequences. Already it’s being used for everything from seating on trains and job applications to online dating. Your score literally shapes your romantic prospects. So, you have this massive global competition between Chinese tech companies and other global tech companies not only for access to markets, but also for whose vision of the internet is going to win out. How can companies win a “LikeWar”? Everyone’s wondering: What are the best ways to drive your message out there and have it triumph over others? The best companies I’ve seen create a narrative, have a story and have emotion – in particular, they have emotion that provokes a reaction of some kind. It’s all about planned authenticity. That sounds like a contradiction, but it’s about acting in ways that are genuine, but are also tailored because you’re aware that the world is watching you. A good comparison here is Wendy’s versus Hillary Clinton. Wendy’s is a hamburger chain – not a real person – but it acts and comes across as “authentic” online and has developed a massive following. They’re funny, irreverent. Yet Hillary Clinton – a very real person – never felt very authentic in her online messaging. And that’s because it involved a large number of people – by one account, 11 different people – all weighing in on what should be tweeted out. Inundation and experimentation are also key. Throwing not just one message out there, but massive amounts of them. Treating each message as both a kind of weapon, but also an experiment that allows you to then learn, refine, do it again, do it again, do it again. How do you measure and gauge battles online now? Is it just volume? It all depends on what your battle is, what your end goal is. Is it driving sales? Is it getting people to vote for you, to show up to your conference? This is what the US gets wrong about Russian propaganda and its disinformation campaigns. We think they’re designed to make people love or trust a government. From its very start back in the 1920s, the goal of propaganda coming from the Soviet Union, and today Russia, has been instead to make you distrust – distrust everything, disbelieve everything. And we can see it’s been incredibly effective for them. First, we need to recognize that we’re a part of the battle. In fact, we’re a target of most of the battles. How effective have disinformation campaigns actually been in the US? What can be done? One of the scariest and maybe saddest things we discovered is that the US is now the story that other nations point to as the example of what you don’t want to have happen. There’s no silver bullet, of course. But one example was something called the Active Measures Working Group, a Cold War organization that brought together the intelligence community, diplomats and communicators to identify incoming KGB disinformation campaigns and then develop responses to them. We’re dealing with the modern, way more effective online version of something similar, and we haven’t got anything like that. There are also digital literacy programs. I find it stunning that the US supports education programs to help citizens and kids in Ukraine learn about what to do and how to think about online disinformation, but we don’t do that for our own students. What can people like you or me do? First, we need to recognize that we’re a part of the battle. In fact, we’re a target of most of the battles. And we need to better understand how the platforms work that we use all the time. A majority of people actually still don’t understand how social media companies make money. The other is to seek out the truth. How do we do that? And the best way is to remember the ancient parable of the blind man and the elephant – don’t just rely on one source, pull from multiple different sources. That’s been proven in a series of academic studies as the best way to find the facts online. It’s not exactly new, but it’s effective. Where will the next online war be fought? The cell phone in your pocket, or if we’re being futuristic, the augmented reality glasses that you wear as you walk down the street. It’ll come from the keepsake videos that you play on them. If you want to know what comes next in the internet there have always been two places to go: university research labs and the porn industry. That’s been the case with webcams, chat rooms and so on. What we’re seeing playing out now are called “deep fakes,” which use artificial intelligence to create hyper-realistic videos and images. There’s also “madcoms,” which are hyper-realistic chat bots that make it seem like you’re talking to another person online. Combine the two, and the voices, the images, the information that we’ll increasingly see online might be fake, but hyper-realistic. The tools that militaries and tech companies are using to fight back against the AI-created deep fakes are other AI. So, the future of online conflict looks like it’ll be two AIs battling back and forth. Let me give you a historic parallel, because we’ve been dealing with these issues for a very long time. The first newspaper came when a German printer figured out a way to monetize his press’s downtime by publishing a weekly collection of news and advice. And in publishing the first newspaper, he created an entire industry, a new profession that sold information itself. And it created a market for something that had never before existed – but in creating that market, truth has often fallen by the wayside. One of the very first newspapers in America about a century later was called the New England Courant. It published a series of letters by a woman named Mrs. Silence Do-good. The actual writer of the letters was a 16-year-old apprentice at the newspaper named Benjamin Franklin, making him the founding father of fake news in America. In some sense it’s always been there, using deception and marketing to persuade people to your view.
