University of Florida medical geographer Sadie Ryan, Ph.D. is among the international scientists whose work is featured in the forthcoming “10 New Insights in Climate Science” report, which will be presented at the United Nations COP30 Climate Conference on Nov. 10. Ryan’s research, which examines how climate change influences the spread of mosquito-borne diseases such as dengue, contributed to a newly generated global map illustrating where shifting temperatures and rainfall patterns are making conditions increasingly suitable for disease transmission. “A lot of my research is about how vector-borne diseases are going to move as the climate changes, and what that means for where and when transmission can happen,” Ryan said. “Climate change isn’t the only driver of dengue’s spread, but we are seeing the bleeding edge of climate shifting those distributions, where it’s warm enough for long enough and wet enough at the right times for outbreaks to take off.” According to Ryan, the map included in the report is based on the most recent generation of climate models and directly illustrates how climate suitability for dengue is changing around the world. Produced annually by Future Earth, the Earth League and the World Climate Research Programme, the report synthesizes the most important developments in climate research at the intersection of climate, health and policy on the world stage.

Federal Budget 2025: What's In It for Canadian Seniors?

Let's be honest: the word "budget" probably makes you want to take a nap. Or pour a stiff drink. Maybe both. We spent decades pinching pennies, brown-bagging lunches, and watching every dollar so we could finally retire and stop thinking about money every waking minute. Now here I am, telling you to read about a government budget. I know. I'm sorry. But stick with me—I promise to make this as painless (and possibly entertaining) as possible. Why You Should Care About the 2025 Federal Budget (Even If You Really Don't Want To) Some of you hate talking about money. I get it. But here's the thing: information is power, and denial isn't just a river in Africa (give it a second to land)—it creates unnecessary ignorance and real missed opportunities to regain some control over your financial life. Plus, this budget affects your kids and grandkids too. So even if you're sitting pretty, the people you love might not be. The Economy Right Now: A Very Quick Explainer You've probably noticed everything costs more. A lot more. Welcome to inflation, courtesy of today's tariff-happy trade wars. (And if you want a deeper dive into how inflation affects more than just your wallet, check out my earlier piece: "Inflation: It's not just for prices anymore".) Here's the short version: When governments slap tariffs on imported goods (think: "You want to sell your stuff here? Pay up!"), Companies pass those costs directly to you at checkout. Your grocery bill goes up. Your heating costs rise. Even that new garden hose costs more because, apparently, everything comes from somewhere else now. So when you're living on a fixed income—CPP, OAS, maybe some RRIF withdrawals—and prices keep climbing while your income stays flat, that's a problem. A big one. Enter: the federal budget. It's basically Ottawa's financial to-do list: where they'll spend money, what they'll cut, and (theoretically) how they plan to make your life easier. Or at least less expensive. What's Actually In This Federal Budget Thing (The Good Parts Only) I've waded through the charts, jargon, and multi-billion-dollar announcements so you don't have to. Here's what matters to you: 1. Your House: Now it's a Potential ATM Remember when turning your basement into a rental suite sounded expensive and complicated? Ottawa heard you. The Secondary Suite Loan Program is expanded: Borrow up to $80,000 at 2% interest (15-year term) to build a basement apartment, garden suite, or in-law unit.  The refinancing rules are also relaxed: You can now refinance up to 90% of your home's post-renovation value to fund these projects. Translation: You can turn unused space into monthly rental income, house a caregiver, or create a spot for family—all while boosting your property value. It's like your house went to entrepreneurship school. For more on Additional Dwelling Units (ADUs), check out this post. 2. Slightly Less Painful Tax Season Ottawa is cutting the base federal tax rate for modest-income earners and cancelling the consumer carbon price on heating fuels. Translation: If you're still working part-time or living on CPP + OAS + RRIF withdrawals, expect slightly lower deductions and cheaper heating bills starting this winter. We're talking maybe $30–$50 more per month—not a windfall, but enough to buy groceries without wincing at the checkout. 3. Health Care: Maybe, Possibly, Getting Better The budget includes more money for provinces to spend on health care and long-term care reform. The goal? Shorter wait times and expanded home-care programs. Translation: The government says they're helping seniors age at home with dignity. Whether that actually happens depends on your province not blowing the money on consultants and photo ops. Keep your eyes on provincial announcements for new or expanded home-care subsidies. 4. Your Savings: Slightly Less Likely to Evaporate Budget 2025 confirmed Canada has the lowest debt-to-GDP ratio in the G7. They're also cracking down on bank fraud and scams targeting seniors. Translation: Lower national debt helps keep interest rates and inflation under control, protecting the real value of your fixed income. And Ottawa is finally recognizing that scammers love targeting retirees. (If you haven't already, read my piece on The Rise in Grandparent Scams—it's eye-opening.) About time. Watch for my upcoming article on a recent senior scam making the rounds—and my assessment of how banks can do much more to protect seniors.  5. $60 Billion in "Savings" (Don't Panic) You'll hear politicians bragging about cutting $60 billion. Before you worry they're gutting CPP or OAS, relax. They're trimming their own bureaucracy—less middle management, more digital tools, fewer wasteful meetings about meetings. Translation: They're supposedly spending less on themselves so they can spend more on things that matter—like housing, health care, and infrastructure. Whether they actually pull this off remains to be seen, but at least they're talking about it. So What Does All This Actually Mean? Look, I won't pretend this budget is a game-changer. It's not. But it does offer a few smart moves if you're willing to act. And let's remember: this is Carney's first budget. Changing financial policy and spending priorities takes time—and some patience on our part. Rome wasn't built in a day, and neither is a functional federal budget that actually helps everyday Canadians. Review your home equity. Could an ADU loan help you age in place and generate income? Audit your expenses annually. Cutting $100/month in spending equals roughly $1,500 in pre-tax income. That's real money. Stay vigilant against scams. Government protection is nice, but it starts with you not clicking sketchy emails and text messages. Ask about tax credits. Low-income seniors may qualify for increased refundable credits under provincial top-ups this year. This isn't a flashy budget. There are no big checks in the mail. But it does signal a shift toward pragmatism: help Canadians stay housed, healthy, and financially secure while Ottawa tightens its own belt. For Canadians 55+, that means: Slightly lower everyday costs More options to create income from your home Continued investment in health and home care A more stable economy to protect your savings Progress? Maybe. One cautious, bureaucratic step at a time. Your Next Move Take 30 minutes this week to think through how these programs could fit into your life. Could an ADU loan make aging in place possible? Could refinancing free up cash flow? Small adjustments now = big peace of mind later. Motor vehicle crashes remain one of the leading causes of death among teenagers. For the youngest drivers, getting behind the wheel marks freedom but also comes with measurable risk. At the University of California, Irvine, Dr. Federico Vaca, professor and executive vice chair of emergency medicine, is determined to change that trajectory. “Driving licensure among our youngest drivers remains a major life milestone, and it allows for newfound freedom and opportunity for not only youth but their parents as well. At the same time, learning to drive and licensure come at a time when youth are rapidly moving through life with new transitions in school, with friends, and likely exposure to alcohol and drugs,” he says. “Our priority … is to examine the complexities of young driver behavior and to thoroughly understand crash injury risk and crash prevention among this special group of drivers.” Vaca’s work is at the intersection of health, transportation science and policy. A fellow of the Association for the Advancement of Automotive Medicine and a researcher at UC Irvine’s Institute of Transportation Studies, he previously served as a medical fellow at the U.S. Department of Transportation’s National Highway Traffic Safety Administration in Washington, D.C. His long-standing goal is to prevent the injuries he has seen and treated in emergency departments and trauma centers through rigorous research, using the findings to inform and advance evidence-based programs and policies that save lives on the road. Innovating safety science UC Irvine is home to a new hub for understanding and preventing crash injuries among young drivers, the Brain, Body & Behavior Driving Simulation Lab, founded by Vaca and his interdisciplinary team. At the heart of the B3DrivSim Lab is a high-fidelity, half-cab driving simulator capable of replicating real-world conditions with precision. It uses advanced software to design customized driving scenarios – from complex roadway environments to the inclusion of such human elements as distraction and fatigue – all while capturing real-time video and driving behavior as well as vehicle control metrics. This integration of medicine, behavioral science and engineering enables researchers to measure how developmental and socioecological factors shape driver decisions in unique and consequential ways. The B3DrivSim Lab also represents a growing mentorship ecosystem at UC Irvine. In mid-June, the facility welcomed Siwei Hu, a postdoctoral scholar who earned a Ph.D. in civil and environmental engineering, with a focus on transportation studies, at UC Irvine. Hu works closely with Vaca to combine engineering and modeling analytics with behavioral and crash risk insights. The half-cab driving simulator uses advanced software to replicate real-world conditions and design customized driving scenarios – from complex roadway environments to the inclusion of such human elements as distraction and fatigue – all while capturing real-time video and driving behavior as well as vehicle control metrics. Steve Zylius / UC Irvine From the lab to policy Beyond simulation, Vaca’s latest National Institutes of Health-funded study, separate from his lab’s work, takes this philosophy to the national level. His project, “Modeling a National Graduated-BAC Policy for 21- to 24-Year-Old Drivers,” explores whether lowering the legal blood alcohol limit for young adults could reduce alcohol-related crashes and deaths. “When you turn 21, at that very moment, the application of several alcohol-related prevention laws changes in the blink of an eye,” Vaca says. “Before that, the minimum legal drinking age and zero-tolerance laws are in place to protect young drivers from alcohol-impaired driving. Effectively, the second you turn 21, those prevention policies don’t apply, and you’re suddenly allowed to have a much higher blood alcohol concentration in your body that’s intimately tied to serious and fatal crash risk. It’s a very dangerous disconnect.” The study will use national crash data, behavioral surveys and system dynamics modeling to examine how a “graduated BAC policy” might bridge that gap, giving young adult drivers a safer transition into full legal responsibility and saving many more lives. Bridging science, education and prevention Earlier this year, Vaca and his B3DrivSim team joined prevention program educators, policymakers, engineers and law enforcement professionals in Anaheim at a Ford Driving Skills for Life event, part of a Ford Philanthropy-sponsored national effort teaching teens hands-on safe driving techniques – from hazard recognition to impaired-driving awareness. Speaking to more than 130 high school students and their parents from local and distant communities, Vaca emphasized the connection among driving, independence, opportunity and responsibility. That message aligns with his broader initiative, Youth Thriving in Life Transitions with Transportation, which introduces high school students to traffic safety and transportation science and their role in promoting health, education and employment in early adulthood. By linking research and real-world experience, the project empowers youth to see mobility as a foundation for opportunity with safety as its cornerstone. With overall young driver crash fatalities rising 25 percent nationally over the last decade and a 46 percent increase in fatal crashes where a young driver had a BAC of ≥ .01/dL, Vaca’s work represents a crucial step toward reversing that trend. Through a combination of clinical insight and prevention, transportation and data science underscored by community collaboration, he and his team are redefining how researchers and policymakers think about youth driver safety.

Heart valve developed at UC Irvine shines in early-stage preclinical testing

UC Irvine researchers designed and developed a minimally invasive replacement pulmonary heart valve. Created for pediatric patients, the device can be expanded as children grow, eliminating the need for multiple surgeries. The team successfully conducted laboratory and early-stage animal feasibility testing of the implant, crucial steps toward approval for human use. Irvine, Calif., June 23, 2025 — Researchers at the University of California, Irvine have successfully performed preclinical laboratory testing of a replacement heart valve intended for toddlers and young children with congenital cardiac defects, a key step toward obtaining approval for human use. The results of their study were published recently in the Journal of the American Heart Association. The management of patients with congenital heart disease who require surgical pulmonary valve replacement typically occurs between the ages of 2 and 10. To be eligible for a minimally invasive transcatheter pulmonary valve procedure, patients currently must weigh at least 45 pounds. For children to receive minimally invasive treatment, they must be large enough so that their veins can accommodate the size of a crimped replacement valve. The Iris Valve designed and developed by the UC Irvine team can be implanted in children weighing as little as 17 to 22 pounds and gradually expanded to an adult diameter as they grow. Research and development of the Iris Valve has been supported by the Eunice Kennedy Shriver National Institute of Child Health and Human Development; the National Heart, Lung, and Blood Institute; and the National Science Foundation. This funding has enabled benchtop fracture testing, which demonstrated the valve’s ability to be crimped down to a 3-millimeter diameter for transcatheter delivery and subsequently enlarged to 20 millimeters without damage, as well as six-month animal studies that confirmed successful device integration within the pulmonary valve annulus, showing valve integrity and a favorable tissue response. “We are pleased to see the Iris Valve performing as we expected in laboratory bench tests and as implants in Yucatan mini pigs, a crucial measure of the device’s feasibility,” said lead author Arash Kheradvar, UC Irvine professor of biomedical engineering. “This work represents the result of longstanding collaboration between our team at UC Irvine and Dr. Michael Recto at Children’s Hospital of Orange County built over several years of joint research and development.”  Congenital heart defects affect about 1 percent of children born in the United States and Europe, with over 1 million cases in the U.S. alone. These conditions often necessitate surgical interventions early in life, with additional procedures required to address a leaky pulmonary valve and prevent right ventricular failure as children grow. The Iris Valve can be implanted via a minimally invasive catheter through the patient’s femoral vein. The Kheradvar group employed origami folding techniques to compress the device into a 12-French transcatheter system, reducing its diameter to no more than 3 millimeters. Over time, the valve can be balloon-expanded up to its full 20-millimeter diameter. This implantation method, along with the ability to begin treatment earlier in very young patients, helps mitigate the risk of complications from delayed care and reduces the need for multiple surgeries in this vulnerable population. “Once the Iris Valve comes to fruition, it will save hundreds of children at least one operation – if not two – throughout the course of their lives,” said Recto, an interventional pediatric cardiologist at CHOC who’s also a clinical professor of pediatrics at UC Irvine. “It will save them from having to undergo surgical pulmonary valve placement, as the Iris Valve is delivered via a small catheter in the vein and can be serially dilated to an adult diameter and also facilitate the future placement of larger transcatheter pulmonary valves – with sizes greater than 20 millimeters, like the Melody, Harmony and Sapien devices – if needed.” Kheradvar said that the next phase of preclinical testing of the Iris Valve is funded by the Brett Boyer Foundation, which is committed to supporting research into treatments for congenital heart disease. “We are actively engaged with the U.S. Food and Drug Administration to define and carry out the required experiments and documentation for first-in-human authorization of the Iris Valve,” Kheradvar said. “Our team is urgently advancing the Iris Valve through preclinical studies to enable its clearance for first-in-human use. This is a critical step toward providing toddlers – who currently have no viable minimally invasive treatment until they reach the 45-pound threshold – with a much-needed option.” First co-author Nnaoma Agwu, a biomedical engineering Ph.D. candidate at UC Irvine, said: “The development of the Iris Valve required a strong and knowledgeable team that understood the clinical and mechanical design requirements. This accomplishment would not have been possible without the collaboration of talented clinicians, veterinarians and engineers. With this milestone reached, we are rigorously advancing the Iris Valve’s development, setting our sights on human clinical trials.” Joining Kheradvar, Recto and Agwu as co-authors of the article in Journal of the American Heart Association were Daryl Chau, a recent UC Irvine master’s graduate; Gregory Kelley and Tanya Burney, both research specialists at UC Irvine, with Burney also affiliated with the Beckman Laser Institute; Ekaterina Perminov, a clinical veterinarian with UC Irvine’s University Laboratory Animal Resources; and Christopher Alcantara, a radiology technician at CHOC. Colder weather will soon to be sweeping across Manitoba, and CAA Manitoba (CAA MB) is reminding drivers to prepare now for the fast-approaching winter season. “Now is the time for motorists to get their winter tires on, check the health of their car battery, and make sure they have an emergency car kit in their vehicle,” says Nadia Matos, manager, external communications for CAA Manitoba. “We want to ensure Manitobans are as ready as possible to drive safely this Winter.” Manitoba is known for cold and snow in the winter months, as well as poor driving conditions. Planning ahead will help make your next winter drive as stress-free as possible. “There’s no better time than now to ensure you and your loved ones are ready to drive safely this Winter,” adds Matos. CAA Manitoba has a list of winter readiness tips to help Manitobans prepare for winter driving. Test your car battery. If necessary, replace it before it fails. Even a fully charged battery can lose up to 30 per cent of its charge in temperatures below zero. CAA Manitoba will test Members’ batteries free of cost during a service call. Make sure you ask for a battery health check when you next perform maintenance on your car. On cold and snowy roads, winter tires can help reduce your braking distance by up to 25 per cent. Members can call CAA before Dec. 12 to have our mobile tire service change them at home for a fee. Ensure you have an emergency car kit. Your kit should include water, non-perishable food, jumper cables, blankets, a flashlight, batteries, waterproof matches, candles, and cat litter to help create traction under your tires. You should also add extra mitts, hats, socks, and footwear to your emergency kit. Have your brakes checked. If you’ve noticed any change in the feel of your brakes, or if they’re squealing or grinding, it may be time to have them serviced. With black ice and unpredictable weather, having good brakes can mean the difference between stopping and sliding. Check your block heater. When you park, is your outdoor plug drawing power? Is your extension cord working with no missing prongs or exposed wires?  Check your lighting system. Ensure all your interior and exterior lights are functioning properly. Also, check that your headlights are aimed correctly for safe driving. Top up your fluids. Keep extra fluid in your trunk. Make sure it’s rated for -40ºC. Don’t let your gas drop below half full. Inspect your wiper blades. If you notice streaking on the windshield, check the condition of your blades for fraying or cracking. Remove worn wiper blades and replace them with new ones. Ensure you have the appropriate winter tools. Keep an ice scraper, a small shovel and a snow brush handy in your car at all times. While it’s important to make sure your vehicle is ready to go, it’s also essential for drivers and passengers to be prepared in case of an emergency or if you are stranded. Some additional ways to be prepared include: Keep a cell phone battery bank and a charging cable connected to your vehicle. The missing AI revolution: Smarter leadership, not smarter machines, says workforce expert

Artificial intelligence has transformed industries, but its most overlooked potential lies in helping leaders themselves think more clearly and decide more effectively, according to Saleem Mistry, Associate Professor of Management at the University of Delaware’s Alfred Lerner College of Business & Economics. Mistry focuses on enabling leaders to be more productive, think clearly and make better decisions. Focusing on the leader, not just the organization Mistry’s work examines how leaders at every level can use AI to enhance productivity and decision-making. While most organizational conversations about AI focus on operational efficiency or customer service, he argues that the true frontier is leadership productivity. “Leadership productivity directly shapes organizational performance. AI can be transformative when it helps leaders think faster, decide better and regain the time they’ve lost to administration.” – Mistry As a professor of management and leadership, Mistry is often asked how AI will change the workplace. Those conversations usually revolve around automating workflows, not empowering leaders. Yet, as he notes, an MIT report found that 95 percent of generative AI pilots are failing — largely due to the absence of clear business use cases. That insight shaped his direction: leadership itself may be the missing use case. Having spent much of his earlier career in high technology, Mistry saw firsthand that innovation succeeds or fails based on how effectively leaders model new tools. Demonstrating practical applications Mistry recently analyzed the 2024-2025 U.S. Office of Inspector General reports on leadership challenges based. He analyzed each leadership challenge using three guiding questions: 1) Do the problems stem from leaders struggling with time, decisions or task management? 2) How might AI help? 3) Where could AI have the greatest impact? The results included: Executive Example (Amtrak): AI could power a real-time RACI dashboard to clarify accountability, track decisions and eliminate bottlenecks. Mid-Level Example (EPA): “Agentic AI” could cross-check allegations against verified data before termination decisions, preventing ethical and legal missteps. Supervisor Example (CISA): AI could scan incentive data for waste and anomalies, saving hours of manual review. Why it matters By automating repetitive, data-heavy tasks, AI gives leaders something they desperately need: time. Time to think strategically, coach teams and make better decisions. Mistry’s findings link AI adoption directly to mental well-being, arguing that improved decision productivity leads to improved organizational health. “Decision productivity is business productivity. Organizations that make faster, fairer and more informed decisions outperform those that don’t.” – Mistry Next steps: Building the framework for responsible AI leadership Mistry’s next milestone is to develop a set of leadership use cases that can be used by business leaders at all levels where AI can deliver the greatest impact. UF builds community resilience in Jacksonville’s Historic Eastside neighborhood

As the University of Florida continues to expand its presence in Jacksonville, Gators are undertaking sustainability projects to improve the city’s neighborhoods. Faculty and students in the College of Design, Construction and Planning’s Florida Institute for Built Environment Resilience (FIBER) have spent the past four years focusing on the role of housing design in community health resilience in Jacksonville’s Historic Eastside neighborhood, interviewing resident stakeholders and collaborating with citywide organizations that are helping to restore older homes. Findings from the UF research will be instrumental in informing future community planning and housing design decisions, potentially leading to more health-centered, sustainable neighborhoods. “Our research in Jacksonville focuses on how we can inform the development of community infrastructure that holistically supports human well-being across mental, emotional, and physical dimensions,” said Lisa Sundahl Platt, Ph.D., a FIBER research faculty member and an assistant professor of interior design at UF, who added that this holistic, health-centered approach is known as salutogenic design. “We are also actively collaborating with community organizations in Jacksonville and researchers from UF to explore improved strategies for designing and constructing community infrastructure that effectively responds to potential hazards.” A community-wide collaboration UF has conducted a pilot study over the past year on the Jacksonville-based Restore, Repair, and Resilience (R3) initiative that is underway in Historic Eastside – surveying residents about how the design quality of their housing and surrounding environments affects their overall well-being. This interdisciplinary project has brought together FIBER and members of the R3 Group – a coalition of organizations that includes the JEA utility company, LIFT JAX (committed to eradicating generational poverty), the Historic Eastside Community Development Corporation, the United Way of Northeast Florida, and Local Initiatives Support Corporation Jacksonville. FIBER-led research has received ongoing support from the Florida Resilient Cities grant, which is funded by the Jessie Ball duPont Fund. The scope of the R3 project is being scaled up through a U.S. Department of Energy grant awarded through JEA, which will allow for an expansion of home revitalization efforts in Eastside Jacksonville. FIBER’s ongoing housing and health community action research on these efforts will be supported through a grant from the LS3P Foundation. “Many residences we evaluated need help with improvements to housing energy efficiency, building ventilation, building shell structural integrity, and materiality,” Platt said. “For example, underperforming flooring material can create potential trip hazards for older adults. Deterioration in interior materials, caused by degrading components of the building envelope, can also lead to mold and mildew growth in interior environments, which can contribute to poor interior environmental quality issues and acute and chronic health conditions.” Respiratory health issues are often caused by material and ventilation design failures, which can affect people of all ages, especially vulnerable populations such as children and older adults. Oftentimes, interior designers see that the environmental risks that compromise human well-being are coming from both the outside and inside of the buildings. “As we continue to address priorities, our focus extends beyond energy and building efficiency to encompass comprehensive factors of built environment resilience that impact overall community health and well-being,” Platt said. “There's still significant progress to be made in the design of sustainable housing that supports community salutogenic health." Keeping residents safe and healthy UF research has continued to prove that interior resilience for living environments plays a vital role in people’s mental and physical health. “People spend roughly 90% of their time indoors, so it is important to understand the types of design conditions and materials that we’re putting into spaces and how they can affect the occupants of those living in said spaces,” said UF student Milena Rodriguez Mendez, who is one of Platt’s graduate research assistants. Students like Mendez are using qualitative and quantitative research methods to engage in collaborative community-led research that includes academics, for-profit organizations, nonprofits, citizen scientists, and neighborhood stakeholders. “I aim to center my work on social justice and equity, and I believe this initiative represents a meaningful step in that direction,” Mendez said. “Our focus is on the residents of this vibrant yet at-risk community.” FIBER researcher Jason von Meding added, “We want to know how future housing policies can address some future health concerns. We have a lot of youth in the community that are participating, which I think is important.” The FIBER housing and health team is actively pursuing additional funding to expand this research, in collaboration with UF Health Jacksonville’s Department of Community Engagement. “Our goal is to develop an open-source online platform that disseminates lessons learned and proof-of-concept findings on the impact of regenerative housing design on human and ecological health,” Platt said. “This resource will be valuable for other cities and neighborhoods facing similar challenges in housing quality, affordability, and accessibility.” Looking to know more about this project or connect with Lisa Platt? Gig worker protection law boosted overall earnings but dropped hourly pay

A 2020 California law designed to protect gig workers by classifying them as regular employees, rather than contractors, ended up increasing their earnings by about 8%. However, their hourly pay dropped by 1.6% as companies offset the higher costs of benefits. Workers’ increased earnings came from working longer hours in order to qualify for and reap benefits like employer tax sharing. These findings come from a study led by Liangfei Qiu, Ph.D., a professor in the University of Florida’s Warrington College of Business, which examined nearly 400,000 monthly work records from about 41,000 freelancers on Upwork, one of the world’s largest online labor platforms. That trove of data let the researchers ask what actually happened when the law, known as AB5, took effect. Qiu’s is the first study to reveal how AB5 affected workers’ income and comes as other states consider passing similar laws. View his profile here “It highlights some unintended consequences,” Qiu said. “If the labor market competition is similar to what we observe in California, then you might get lower hourly rates for gig economy workers and longer working hours.” “But it’s nuanced. In surveys, gig workers said they were willing to work longer hours because they had better benefits. The outcome depends on how involved someone is in the gig economy,” Qiu added. AB5 was designed to correct what labor advocates saw as widespread misclassification of a company’s essential employees as independent contractors, who don’t typically earn any benefits. This classification gives companies a cheaper workforce, and provides maximum flexibility for workers, but doesn’t allow workers to earn any sick leave, vacation or health insurance. Self-employed contractors must also pay the full share of Social Security and Medicare taxes, which works out to about 15% of gross income. Gig economy companies fought back against the AB5 regulations. A company-sponsored ballot referendum, Prop 22, exempted well-known giants like Uber, Lyft and DoorDash from the law later in 2020. And the California legislature provided further carve outs for professions like doctors, lawyers and photographers. The law still applies to contractors used by delivery companies like FedEx, UPS or Amazon, home-service companies like Angi or Rover as well as online freelance platforms like TaskRabbit. The study is forthcoming in the journal Information Systems Research. Qiu collaborated on the analysis with researchers at Baylor University, Santa Clara University and Stony Brook University.
