Rensselaer Experts Available To Discuss Federal Infrastructure Proposal

Federal lawmakers are discussing sweeping infrastructure improvements to transportation, manufacturing, and digital infrastructure, among other projects. Researchers at Rensselaer Polytechnic Institute, the country’s first technological research university, are leaders in improving the sustainability, safety, and performance of transportation systems, energy systems, and wireless networks, among other areas. Experts in civil and environmental engineering, electrical engineering, and mechanical engineering are available to discuss what impact large-scale infrastructure projects could have on a multitude of systems that impact people across the country. Improving Transportation and Freight Systems: José Holguín-Veras, the director of the Center for Infrastructure, Transportation, and the Environment at Rensselaer, and Cara Wang, an associate professor of civil and environmental engineering at Rensselaer, are leading experts on the role of infrastructure on freight systems and transportation, and the environmental impacts of both. Their research focuses on improving transportation and freight systems in order to increase efficiency, reduce traffic congestion and, in turn, reduce vehicle emissions. Professors Holguín-Veras and Wang are available to discuss the ways in which improved roads, bridges, railways, and ports could affect shipping and delivery of goods, congestion in cities, and emissions in the environment. They can also discuss what their research has uncovered that could guide policymakers as new projects are planned. Expanding Broadband: Alhussein Abouzeid, a professor of electrical, computer, and systems engineering, is an expert in networked systems, the smart grid, and the Internet of Things. Some of his research focuses on modeling wireless networks, as well as wireless spectrum and policies to optimize its use. Koushik Kar, also a professor of electrical, computer, and systems engineering, researches communication networks, particularly modeling, analysis, and optimization of the internet and wireless networks. Both researchers are available to discuss the ways in which digital infrastructure can meet future needs. Next-Generation Manufacturing: Part of the President’s infrastructure plan would allocate $300 billion to manufacturing. Next-generation manufacturing is a central area of expertise at Rensselaer, with the Institute’s Manufacturing Innovation Center and the Rensselaer Manufacturing Innovation Learning Lab. Faculty and staff from both state-of-the-art centers, including John Wen, the head of the Department of Electrical, Computer, and Systems Engineering, who is an expert in robotics, are available to discuss the role that Rensselaer research plays in preparing the manufacturing sector for the nation’s current and future needs. Upgrading Electric Grid, Investing in Clean Energy: Joe Chow, Jian Sun, and Luigi Vanfretti, all professors in the Department of Electrical, Computer, and Systems Engineering, hold extensive expertise in modeling, monitoring, and optimizing the electric power grid. Their work will be integral to the development of a cleaner, more resilient power grid, especially as clean energy sources are increasingly integrated. Christopher Letchford, the head of the Department of Civil and Environmental Engineering, is a global expert in wind engineering. His expertise includes wind power modeling, wind climatology, and the impacts of climate change on infrastructure, transportation, and energy production. Each of these experts is available to discuss the importance of upgrading the nation’s electric grid, and the move toward clean and renewable energy. Boosting Electric Vehicle Numbers: Part of President Biden’s plan focuses on increasing the number of electric vehicles on the road. A key component of improved and more cost-efficient electric vehicles is greener, cheaper, more efficient, and longer-lasting batteries. Nikhil Koratkar, an endowed chair professor of mechanical engineering, is a leading expert in energy storage technologies. He has dedicated his research to improving the batteries that society already uses, while also developing batteries of the future. He can discuss current battery technology and how advancements in energy storage research could help put more electric vehicles on United States roads. Upgrading Water, Wastewater, and Stormwater Systems: Chip Kilduff, an associate professor of civil and environmental engineering, is an expert in managing water quality and water treatment. He has a particular focus on water treatment approaches like membrane and adsorption-separation processes. Kilduff is available to discuss the importance of upgrading water and wastewater systems and what his research has uncovered about the best methods for managing water quality.

Facebook Oversight Board’s Trump Ruling Underscores Need for Clear Regulatory Frameworks for Social Media

The Facebook Oversight Board’s ruling temporarily upholding the social media giant’s ban on former President Donald J. Trump, which they instructed the company to reassess within six months, noted that the parameters for an indefinite suspension are not defined in Facebook's policies. The non-decision in this high-profile case illustrates the difficulties stemming from the lack of clear frameworks for regulating social media. For starters, says web science pioneer James Hendler, social media companies need a better definition of the misinformation they seek curb. Absent a set of societally agreed upon rules, like those that define slander and libel, companies currently create and enforce their own policies — and the results have been mixed at best. “If Trump wants to sue to get his Facebook or Twitter account back, there’s no obvious legal framework. There’s nothing to say of the platform, ‘If it does X, Y, or Z, then it is violating the law,’” said Hendler, director of the Institute for Data Exploration and Applications at Rensselaer Polytechnic Institute. “If there were, Trump would have to prove in court that it doesn’t do X, Y, or Z, or Twitter would have to prove that it does, and we would have a way to adjudicate it.” As exemplified in disputes over the 2020 presidential election results, political polarization is inflamed by a proliferation of online misinformation. A co-author of the seminal 2006 Science article that established the concept of web science, Hendler said that “as society wrestles with the social, ethical, and legal questions surrounding misinformation and social media regulation, it needs technologist to help inform this debate.” “People are claiming artificial intelligence will handle this, but computers and AI are very bad at ‘I’ll know it when I see it,’” said Hendler, who’s most recent book is titled Social Machines: The Coming Collision of Artificial Intelligence, Social Networking, and Humanity. “What we need is a framework that makes it much clearer: What are we looking for? What happens when we find it? And who’s responsible?” The legal restrictions on social media companies are largely dictated by a single sentence in the Communications Decency Act of 1996, known as Section 230, which establishes that internet providers and services will not be treated as traditional publishers, and thus are not legally responsible for much of the content they link to. According to Hendler, this clause no longer adequately addresses the scale and scope of power these companies currently wield. “Social media companies provide a podium with an international reach of hundreds of millions of people. Just because social media companies are legally considered content providers rather than publishers, it doesn’t mean they’re not responsible for anything on their site,” Hendler said. “What counts as damaging misinformation? With individuals and publishers, we answer that question all the time with libel and slander laws. But what we don’t have is a corresponding set of principles to adjudicate harm through social media.” Hendler has extensive experience in policy and advisory positions that consider aspects of artificial intelligence, cybersecurity and internet and web technologies as they impact issues such as regulation of social media, and powerful technologies including facial recognition and artificial intelligence. Assessing Biden's "Green Infrastructure" Plan From a Climate Perspective

In a virtual climate summit attended by leaders from all over the globe, President Joseph Biden announced plans for the United States to cut carbon emissions by as much as 52% by the year 2030. This commitment was outlined in what the Biden administration is calling a "green infrastructure" bill, one that has echoes of the Obama-era Green New Deal.  Samantha Chapman, PhD, a biology professor at Villanova University and co-director of the Center for Biodiversity and Ecosystem Stewardship, recently broke down the pros and cons of the bill with KYW Newsradio's Matt Leon. According to Dr. Chapman, the bill addresses what she identifies as the two major strategies for mitigating the negative effects of our warming planet: "preventing more climate change and adapting to climate change." Dr. Chapman considers that the strength of the bill lies in what she and Matt Leon refer to as "base hits" rather than the "home run" structure of the Green New Deal, meaning that Biden's plan relies on smaller, easily achievable goals—like incentivizing a switch to a more sustainable type of cement for building bridges—rather than sweeping reform in an effort to get the bill passed. Dr. Chapman calls the improvement of the power grid, which would support the manufacturing of electric cars and ease our nation's reliance on fossil fuels, "one of the biggest things in the bill." The professor also notes that she is hopeful about the installation of broadband in remote areas allowing for wider internet access and investment in energy-efficient affordable housing and job training to support communities that rely on the fossil fuel industries. "You can't just shut these people's livelihoods down and say 'okay, good luck' or just give them a payout. People want to have jobs that fulfill them," says Dr. Chapman. This direction, focusing on infrastructure with climate and equity at the center of the conversation, is in line with the Biden campaign's slogan to "build back better." Dr. Chapman points out that this bill creates an opportunity to focus on the word "better" by reevaluating the definition of infrastructure itself. "What is infrastructure?" she asks. "Is clean air infrastructure? Is clean water infrastructure? We know that natural infrastructures [feedback systems like our waterways and forests]—and we still have a lot of them in the U.S., thankfully—give us a buffer against climate change." As a climate scientist specializing in coastal ecosystems, Dr. Chapman told Leon she hopes to see an emphasis on these types of natural infrastructures. "I think that salt marshes and mangroves are really important in buffering our coast against big storms, so I want to see explicitly that we are going restore these places. It would be good for biodiversity; it would be good for people hanging out and kayaking; and it would help us protect against these big storms that are coming whether or not we cap our emissions. I think I would like to see more of these green barriers along our coast rather than big seawalls, and I haven't seen that exactly yet, but again the fine print's not there," she points out. "The bill's not done." Finally, Dr. Chapman spoke to how this infrastructure bill could have an impact on the future of the country if it is passed and observed. "I think there's still work to do on things like forests and biodiversity; there's always more work to do. I think it would be a massive step in the right direction. And then we'd have to go to the rest of the world and start doing some work there."

Online ratings systems shouldn’t just be a numbers game

When you’re browsing the internet for something to buy, watch, listen, or rent, chances are that you will scan online recommendations before you make your purchase. It makes sense. With an overabundance of options in front of you, it can be difficult to know exactly which movie or garment or holiday gift is the best fit. Personalized recommendation systems help users navigate the often-confusing labyrinth of online content. They take a lot of the legwork out of decision-making. And they are an increasingly commonplace function of our online behavior. All of which is in your best interest as a consumer, right? Yes and no, says Jesse Bockstedt, associate professor of information systems and operations management at Emory’s Goizueta Business School. Bockstedt has produced a body of research in recent years that reveals a number of issues with recommendation systems that should be on the radar of organizations and users alike. While user ratings, often shown as stars on a five- or ten-point scale, can help you decide whether or not to go ahead and make a selection, online recommendations can also create a bias towards a product or experience that might have little or nothing to do with your actual preferences, Bockstedt says. Simply put, you’re more likely to watch, listen to, or buy something because it’s been recommended. And, when it comes to recommending the thing you’ve just watched, listened to, or bought yourself, your own rating might also be heavily influenced by the way it was recommended to you in the first place. “Our research has shown that when a consumer is presented with a product recommendation that has a predicted preference rating—for example, we think you’ll like this movie or it has four and a half out of five stars—this information creates a bias in their preferences,” Bockstedt says. “The user will report liking the item more after they consume it if the system’s initial recommendation was high, and they say they like it less post-consumption, if the system’s recommendation was low. This holds even if the system recommendations are completely made up and random. So the information presented to the user in the recommendation creates a bias in how they perceive the item even after they’ve actually consumed or used it.” This in turn creates a feedback loop which can reflect authentic preference, but this preference is very likely to be contaminated by bias. And that’s a problem, Bockstedt says. “Once you have error baked into your recommendation system via this biased feedback loop, it’s going to reproduce and reproduce so that as an organization you’re pushing your customers towards certain types of products or content and not others—albeit unintentionally,” Bockstedt explains. “And for users or consumers, it’s also problematic in the sense that you’re taking the recommendations at face value, trusting them to be accurate while in fact they may not be. So there’s a trust issue right there.” Online recommendation systems can also potentially open the door to less than scrupulous behaviors, Bockstedt adds. Because ratings can anchor user preferences and choices to one product over another, who’s to say organizations might not actually leverage the effect to promote more expensive options to their users? In other words, systems have the potential to be manipulated such that customers pay more—and pay more for something that they may not in fact have chosen in the first place. Addressing recommendation system-induced bias is imperative, Bockstedt says, because these systems are essentially here to stay. So how do you go about attenuating the effect? His latest paper sheds new and critical light on this. Together with Gediminas Adomavicius and Shawn P. Curley of the University of Minnesota and Indiana University’s Jingjing Zhang, Bockstedt ran a series of lab experiments to determine whether user bias could be eliminated or mitigated by showing users different types of recommendations or rating systems. Specifically they wanted to see if different formats or interface displays could diminish the bias effect on users. And what they found is highly significant. Examining the Popularity of the Bernie Sanders Meme

The image is a familiar one to millions across the country: Senator Bernie Sanders sitting with his legs crossed and arms across his chest—wearing a face mask, warm coat and knitted mittens—and watching as Joe Biden was sworn in as the 46th president of the United States on January 20, 2021. Two weeks later, however, the photo looks different. That's because very quickly that inauguration snapshot became an internet sensation, with people photoshopping it to create social media memes—placing Senator Sanders in famous paintings or scenes in movies ranging from the Breakfast Club to Star Trek. But what it is that draws people to these scenes and motivates them to create memes? Charles L. Folk, PhD, a professor of psychological and brain sciences at Villanova University, discusses the psychology behind it all. “Scenes and people activate ‘schemas’ in our memory,” says Dr. Folk. “Schemas are organized structures of knowledge, stored in memory, that are built up through experience. For example, we all have a ‘restaurant’ schema that stores information about the things that are typically in restaurants and the kinds of interactions we can expect in a restaurant.” Research suggests that our attention is drawn to objects that are incongruous with the “context” of a scene, Dr. Folk notes. “Thus, if we see a bedroom scene, our bedroom schema is activated, and our attention would be drawn to an object that is incongruent with that schema—like a toaster in a bedroom scene.” Dr. Folk shares that we have schemas for people as well. “Seeing Bernie Sanders activates our Bernie schema,” he says. “Bernie, in particular, has a very unique schema—so just seeing the picture of Bernie with his Vermont mittens is interesting/humorous because it is quite consistent with our schema of him.” “However, activating our Bernie schema in the context of an incongruent scene schema—like Bernie sitting on the bridge of the Starship Enterprise or a well-known movie set/scene—is particularly alluring precisely because of that incongruity,” continues Dr. Folk. Dr. Folk notes that the development of the app that can place the Bernie meme anywhere in Google Maps motivates people further to create their own versions of outrageous incongruity. “This contributes to the viral nature of the meme,” Dr. Folk says.

The popularity of — and controversies surrounding — early voting and mail-in ballots demonstrates a demand for more flexible voting options. But online voting shouldn’t be up for consideration, according to James Hendler, the head of the Institute for Data Exploration and Applications at Rensselaer Polytechnic Institute.  Hendler also chairs the U.S. Technology Policy Committee of the Association for Computing Machinery, the world’s largest and oldest society of individuals involved in all aspects of computing. In public statements expressing his own opinion and on behalf of the ACM, Hendler has discussed the vulnerabilities of online voting and the organization’s effort to press against its adoption. Hendler argues that online voting is not, and cannot be made to be, secure against malware and denial of service attacks — and that no app or underlying technology, including blockchain, holds potential to overcome those challenges. "The current state of mobile voting is that we are not ready to deploy it at scale, that it has significant technical and socio-technical aspects, particularly cybersecurity, that we need to worry about, and that there are alternatives,” Hendler said. “The ACM has worked hard as an organization to explain our evidence-based reasoning, and to express the hope that online-voting won’t be used now and in the foreseeable future.” In explaining why online voting is more complicated than online banking, shopping and other common internet activities, Hendler said, “The main reason that online voting is more complex is that it must maintain anonymity, no one is allowed to know how you voted. Securing online voting without providing access to identity is extremely difficult. There are other reasons as well including the staggering cost and the lack of a centralized US authority, but identity management remains the number one.” Under his leadership, the ACM’s U.S. Technology Policy Committee, along with leading organizations and experts in cybersecurity and computing, sent a letter to all governors, secretaries of state and other state election directors urging them not to allow the use of internet or voting app systems. Hendler has extensive experience in policy and advisory positions that consider aspects of artificial intelligence, cybersecurity and internet and web technologies as they impact issues such as online voting and the regulation of social media and powerful technologies including facial recognition and artificial intelligence. Network Science Offers Key Insights into Polarization, Disinformation, and Minority Power

People tend to think of the arena of politics as being driven by human decision and emotions, and therefore unpredictable. But network scientists like Boleslaw Szymanski, a computer science professor at Rensselaer Polytechnic Institute, have found that the country’s political activity – from American society’s ever-growing partisan divide to its grappling with the spread of misinformation online – can be explained by abstract and elegant models. These models provide insights — and even answers — to a number of pressing questions: Is increasing access to information driving us apart? Can an entrenched minority ultimately prevail? Could structural changes be made that insulate us from misinformation and reduce the polarization that divides us? Szymanski studies the technical underpinnings of our choices, how we influence one another, and the impact of the algorithms we rely upon to navigate a growing ocean of information. His work has yielded fascinating insights, including research on how a committed minority will overcome less determined opposition and the development of a parameter to determine what drives polarization in Congress. Through his research on the influence of minority opinions, Szymanski found that when just 10 percent of the population holds an unshakable belief, it will ultimately be adopted by the majority of the society. “When the number of committed opinion holders is below 10 percent, there is no visible progress in the spread of ideas. It would literally take the amount of time comparable to the age of the universe for this size group to reach the majority,” said Szymanski, a computer science professor at Rensselaer Polytechnic Institute. “Once that number grows above 10 percent, the idea spreads like flame.” In his present work, Szymanski is researching tools for measuring the level of polarization in specific news sites, search engines, and social media services, and developing remedies, like algorithms that offer better data provenance, detect misinformation, and create internal consistency reasoning, background consistency reasoning, and intra-element consistency reasoning tools. “Informed citizens are the foundation of democracy, but the driving interest of big companies that supply information is to sell us a product,” Szymanski said. “The way they do that on the internet is to repeat what we showed interest in. They’re not interested in a reader’s growth — they’re interested in the reader’s continued attention.” With the political environment becoming increasingly bitter and dubious information becoming ever more prevalent, Szymanski is available to discuss his research on polarization, disinformation, and the power of a committed minority.

Imagine this scenario. You’re out of coffee but with the click of a button or a simple voice command, you reorder a two months’ supply that will arrive the same day. And that almond milk you like? Well, imagine your fridge already knew you were running low on supplies and independently sent the order to restock before you ran out. The stuff of science-fiction until only recently, internet of things (IoT) technology is beginning to change the way we live and work. Simply put, IoT is a system of interrelated devices—things that can include gadgets, digital objects, or machines, wearables and so on—which have the capacity to send and receive data over a network without human agency or human interaction. As a technology, IoT is novel, and it’s poised to reconfigure a range of sectors and industries—among them, the world of retail. Amazon is a leader in the consumer-facing space with an ecosystem of apps like Alexa, Fire TV, and the now-defunct Dash Button. Meanwhile, tech-savvy retailers are using IoT to facilitate operations. Smart shelves in stores can detect the status of perishable goods or inventory requirements; radio frequency identification (RFID) sensors can actively track the progress of produce through the supply chain. Retailers can even use IoT to send customers personalized digital coupons when they walk into the store. As IoT continues to gain traction around the globe, the potential for efficiency-boosting innovation in retail is clear. Less clear, however, is its actual impact on consumer choices and behaviors. Sure, IoT can save time and mental effort, but how does that translate into real-world business outcomes? This is the question that underscores new research by Vilma Todri and Panagiotis Adamopoulos, both assistant professors of information systems and operations management at Emory’s Goizueta Business School. They were keen to understand whether consumer behavior is significantly changed under the regime of this new technology as it continues its roll out across the world. Specifically, they wanted to know if IoT technology actually increases demand for products. And it turns out that it does. “IoT technology in retail is really in its infancy, so understanding its impact on users and business is key,” Adamopoulos said. “We wanted to shed light on these dynamics at this early point to spark interest and generate more debate around how retailers can leverage this technology.” Together with Stern’s Anindya Ghose, he and Todri put together a large data-set with information about sales of certain products in countries with existing IoT retail markets and in others where the technology has not yet been introduced. “We needed to take into account these sorts of variables to really understand the effect,” Todri said. “So, we had our control group of non-IoT retail markets, and we were able to compare sales data for the same products in countries where the technology has been adopted.” The researchers also controlled for time trends, looking at the impact on sale prior to and post IoT adoption. “Looking at the data over time and pinpointing the exact moment when a product has been made available for sale via IoT sales channels across different countries and at different moments, we were able to infer the effect of the technology on product sales,” Todri said. In total, they looked at sales for the same or similar products in six countries between 2015 and 2017. They also compared sales across different retailers. “By analyzing the same sales information for different products in different markets using different channels across the world, we can see differences in the data that can only be attributable to this new technological feature,” Adamopoulos said.
