Racial and LGBT bias persists in ridesharing drivers despite mitigation efforts
Despite efforts by ridesharing companies to eliminate or reduce discrimination, research from the Indiana University Kelley School of Business finds that racial and LGBT bias persists among drivers. Platforms such as Uber, Lyft and Via responded to drivers' biased behavior by removing information that could indicate a rider's gender and race from initial ride requests. However, researchers still found that biases against underrepresented groups and those who indicate support for the LGBT community continued to exist after drivers accepted a ride request -- when the rider's picture would then be displayed. In other words, their efforts shifted some of the biased behavior until after the ride was confirmed, resulting in higher cancellation rates. Understanding whether bias has been removed also is important for ridesharing companies as they not only compete against each other but also with traditional transportation options. "Our results confirm that bias at the ride request stage has been removed. However, after ride acceptance, racial and LGBT biases are persistent, while we found no evidence of gender biases," said Jorge Mejia, assistant professor of operations and decision technologies. "We show that signaling support for a social cause -- in our case, the lesbian, gay, bisexual and transgender community -- can also impact service provision. Riders who show support for the LGBT community, regardless of race or gender, also experience significantly higher cancelation rates." Mejia and co-author Chris Parker, assistant professor in the information technology and analytics department at American University in Washington, believe they are the first to use support for social causes as a bias-enabling characteristic. Their article, "When Transparency Fails: Bias and Financial Incentives in Ridesharing Platforms," is published in Management Science. They performed a field experiment on a ridesharing platform in fall 2018 in Washington, D.C. They randomly manipulated rider names, using those traditionally perceived to be white or Black, as well as profile pictures to observe drivers' behavior patterns in accepting and canceling rides. To illustrate support for LGBT rights, the authors overlaid a rainbow filter on the rider's picture profile. "We found that underrepresented minorities are more than twice as likely to have a ride canceled than Caucasians; that's about 3 percent versus 8 percent," Mejia said. "There was no evidence of gender bias." Mejia and Parker also varied times of ride requests to study whether peak price periods affected bias. They found that higher prices associated with peak times alleviated some of the bias against riders from the underrepresented group, but not against those who signal support for the LGBT community. They believe that ridesharing companies should use other data-driven solutions to take note of rider characteristics when a driver cancels and penalize the driver for biased behavior. One possible way to punish drivers is to move them down the priority list when they exhibit biased cancellation behavior, so they have fewer ride requests. Alternatively, less-punitive measures may provide "badges" for drivers who exhibit especially low cancellation rates for minority riders. But, ultimately, policymakers may need to intervene, Mejia said. "Investments in reducing bias may not occur organically, as ridesharing platforms are trying to maximize the number of participants in the platform -- they want to attract both riders and drivers," he said. "As a result, it may be necessary for policymakers to mandate what information can be provided to a driver to ensure an unbiased experience, while maintaining the safety of everyone involved, or to create policies that require ridesharing platforms to monitor and remove drivers based on biased behavior. "Careful attention should be paid to these policies both before and after implementation, as unintended consequences are almost sure to follow any simple fix."

Chatbots can ease medical providers' burden, offer trusted guidance to those with COVID-19 symptoms
COVID-19 has placed tremendous pressure on health care systems, not only for critical care but also from an anxious public looking for answers. Research from the Indiana University Kelley School of Business found that chatbots -- software applications that conduct online chats via text or text-to-speech -- working for reputable organizations can ease the burden on medical providers and offer trusted guidance to those with symptoms. Researchers conducted an online experiment with 371 participants who viewed a COVID-19 screening session between a hotline agent -- chatbot or human -- and a user with mild or severe symptoms. They studied whether chatbots were seen as being persuasive, providing satisfying information that likely would be followed. Their results showed a slight negative bias against chatbots' ability, perhaps due to recent press reports. When the perceived ability is the same, however, participants reported that they viewed chatbots more positively than human agents, which is good news for health care organizations struggling to meet user demand for screening services. "The primary factor driving user response to screening hotlines -- human or chatbot -- is perceptions of the agent's ability," said Alan Dennis, the John T. Chambers Chair of Internet Systems at Kelley and corresponding author of the paper, "User reactions to COVID-19 screening chatbots from reputable providers." "When ability is the same, users view chatbots no differently or more positively than human agents." Other authors on the paper, forthcoming in the Journal of the American Medical Informatics Association, are Antino Kim, assistant professor of operations and decision technologies at Kelley; and Sezgin Ayabakan, assistant professor of management information systems, and doctoral candidate Mohammad Rahimi, both at Temple University's Fox School of Business. Even before the pandemic, chatbots were identified as a technology that could speed up how people interact with researchers and find medical information online. "Chatbots are scalable, so they can meet an unexpected surge in demand when there is a shortage of qualified human agents," Dennis, Kim and their co-authors wrote, adding that chatbots "can provide round-the-clock service at a low operational cost. "This positive response may be because users feel more comfortable disclosing information to a chatbot, especially socially undesirable information, because a chatbot makes no judgment," researchers wrote. "The CDC, the World Health Organization, UNICEF and other health organizations caution that the COVID-19 outbreak has provoked social stigma and discriminatory behaviors against people of certain ethnic backgrounds, as well as those perceived to have been in contact with the virus. This is truly an unfortunate situation, and perhaps chatbots can assist those who are hesitant to seek help because of the stigma." The primary factor driving perceptions of ability was the user's trust in the provider of the screening hotline. "Proactively informing users of the chatbot's ability is important," the authors wrote. "Users need to understand that chatbots use the same up-to-date knowledge base and follow the same set of screening protocols as human agents. ... Because trust in the provider strongly influences perceptions of ability, building on the organization's reputation may also prove useful."

New System of Infrared Sensors Maintains Privacy While Keeping Patients Safe
Short of cameras, there are few tools at the disposal of health care providers or loved ones to remotely monitor patient safety within hospitals and assisted living care facilities. This challenge was on Bob Karlicek's mind when he and a team of other researchers developed a new system of infrared sensors that is able to provide real-time data about a person’s movements in a room while also maintaining their privacy. “We can thread this balance of information and privacy,” said Karlicek, the director of the Center for Lighting Enabled Systems & Applications (LESA). “It turns out that lighting and light field sensing give us a tremendously powerful tool for figuring out where people are and estimating what they are doing, but without creating an image of who they are.” The system relies on what Karlicek calls occupant-centric control. More specifically, a set of sensors uses infrared light to measure distances between sensors and objects in order to identify where someone may be in a room. This information can help determine if a person is standing, sitting, or lying down on the floor. It can also distinguish between where people are standing and how they are interacting with other people. Such measurements could alert a caregiver that someone has fallen or document the last time someone checked on their loved one. The use of infrared light to measure distance is not a new concept. What’s novel about this approach, Karlicek said, is the development of a very inexpensive sensor that has data analytics built right into it, allowing the sensors to collect data, process it, and communicate with each other in order to track movement within a room. Maintaining intimacy in your relationship while in COVID quarantine

For the couples living together I can assure you that Netflix & Chill will get boring pretty quickly, so work your way through this list and keep the intimacy spark alive while you’re both stuck indoors. 1. Take a shower together and have some good, clean fun in the bathroom. 2. Cuddle through it. We’re all for social distancing but if you live with your partner, now is not the time to stop cuddling. 3. Sleep in different beds. Sometimes its good to have time apart and a good night’s sleep in separate beds. It can make it even more special when you do actually share a bed together. 4. Give each other massages with some natural oils. 5. Watch some adult movies together and maybe act out some of the moves after. For couples living apart I know it must be tough if you’re living apart and you can’t see each other due to quarantine, but thanks to technology there are lots of ways you can remain intimate with your partner, no matter the distance. 1. Send nudes! Need I say more? And while you’re at it you can send some intimate texts telling your partner exactly what you’d like to be doing if you were together. 2. Video call and enjoy being in each other’s company. 4. Write a list of all the intimate things you want to try together after quarantine. 5. Do the test to find out your love languages and learn about each other’s. 6. Ask each other the infamous 36 questions that lead to love. 7. Send each other love letters (via email if you can’t post!) For single (or self-partnered) people Now is the perfect time to fall even more in love with yourself… 1. Please, repeat after me: Don’t text your ex! Now is not the time to overthink your beak-ups and send a message to your ex. 2. Explore your body and re-discover your pleasures. Touch new parts of your body and find new erogenous zones. 3. Write a bucket list of all of the things you want to try alone. 4. Have a date night with yourself. Cook yourself a nice meal, listen to music, drink wine, massage your feet and write a list of all of the things that you love about yourself!

What's Next for the Telecom Industry in Canada? The global COVID-19 pandemic and the necessary containment measures put in place by governments will substantially impact the Canadian telecommunications services market producing negative growth in 2020 before rebounding in 2021. IDC Canada expects that the telecom services market will contract by almost C$2 billion with the overall revenue expected to fall to C$47.9 billion – a negative -0.8 per cent decline from a year earlier. As recently as December 2019, we had projected positive 3.2 per cent annual growth for the sector in 2020. By comparison, IT spending in Canada is expected to decline by -5.0 per cent in 2020, according to IDC Canada's most recent forecast estimate. Canadian Total Telecom Spending Growth for 2020 Revised Down to -0.8% from 3.2% in the Most Probable IDC Canada Forecast Scenario Compared to Canada's IT market, the C$48-billion-dollar telecom services sector has been historically more resilient or “recession-proof,” said Lawrence Surtees , Research Vice-President of Communications at IDC Canada. Even during the 2008-2009 financial crisis, telecom services retained positive annual growth. A decade later, telecom services have become further insulated to crisis as consumers and enterprises are more dependent on these services, especially internet and wireless. However, with new stringent containment and lockdown measures in place across Canada, resulting in a rapidly deteriorating economic outlook, GDP forecasts have recently been revised down sharply for the second and third quarters of 2020. The recent composite quarterly GDP forecasts of the five major banks, which is one input underlying IDC Canada's telecom and IT forecast scenarios, now show a steeper quarterly decline than all other recent economic downturns, including the financial crisis of 2008-09, the 1990-1992 contraction and the 1981-1982 recession. "The impact of the COVID-19 crisis represents the most significant deceleration in ICT spending growth Canada has experienced in modern time" said Lars Goransson, Managing Director at IDC Canada. IDC Canada developed three forecast scenarios (optimistic, probable, and pessimistic). "The probable scenario assumes the coronavirus is broadly contained by June. The optimistic scenario, which appears very unlikely, assumes the virus is more rapidly contained, and business and investments recover quickly and accelerate in Q3” said Tony Olvet , Group Vice-President Research, at IDC Canada. “Finally, a pessimistic scenario that considers a less controlled, longer-lasting, virus 'rebound' effect through Q3 and Q4." Mandatory self-isolation and social distancing has led to double-digit growth in the number of people working from home and restrictions on business travel has made telecom services of even greater strategic importance to all consumers and enterprises. However, we anticipate the COVID-19 pandemic will have a greater negative impact on the Canadian telecom sector than that of the 2008-2009 financial crisis, due to massive layoffs and challenges for small and medium businesses that will lead to projected business failures. Hence, we anticipate telecom revenue to decline into negative growth for both our probable and pessimistic scenarios. In the most probable scenario, IDC projects Canadian telecom spending to decline to -0.8% in constant currency this year, down from our previous forecast of 3.2% growth published at the end of 2019. The greatest adverse impact on telecom spending forecasts is the projected number of business failures. Small business, of which there are almost one million firms in Canada, are the hardest hit. And several vertical segments are worse off, including airline transportation, energy, manufacturing and hospitality. IDC Canada will summarize these specific impacts in our forthcoming annual five-year forecast report. In the current pessimistic scenario, IDC Canada expects telecom spending to record a ‑2.0 per cent decline to C$47.2 billion in 2020. While it is easy to be distracted by the slightly higher forecast growth rate in 2021, it is worth noting that we estimate revenue from the four primary markets—wireline voice, data, internet and wireless – will contract by almost C$2 billion under our probable scenario for 2020, compared to our previous forecast. Although we predict all telecom market segments will show reduced revenue from the previous forecast, some positive factors will moderate the downturn such as the exploding need for conferencing, remote collaboration and increased broadband access. Our new probable outlook predicts the wireline voice and enterprise data communications segments to be the hardest hit: - Wireline voice, which has been a shrinking market, remains the worst-performing segment under all scenarios because of continued wireless and internet substitution. Consumer and enterprise responses to the COVID-19 pandemic may accelerate cost-saving measures such as cord-cutting for some consumers and due to business failures. However, the formerly lackluster in the interim from burgeoning double-digit growth of toll-free long-distance use for conferencing. - Data wide area networking (WAN) services are essential for larger enterprises and are subscribed to on long-term contracts, so this segment is less likely to be affected by temporary events but it’s also most susceptible to business failures. The different growth rates among the three scenarios differ mainly on the number of businesses that are anticipated to fail to recover due to COVID-19 shutdowns. - Internet will be one of the most insulated markets during this pandemic crisis as broadband access has become a greater necessity with many people working from home, students taking online lessons, and families being entertained at home. Network providers are experiencing an unprecedented increase in bandwidth/data consumption since the first day of mandatory work-from-home restrictions. However, higher usage does not translate directly to revenue growth due to elimination or expansion of data caps currently provided as temporary relief by most major Canadian Service Providers (ISPs). To meet increased network capacity needs, Canadian ISPs are upgrading their networks to increase available network bandwidth. The costs for this expansion will need to be recovered in 2021. In fact, some smaller ISPs have already served notice that they will still raise monthly prices later this Spring due to increased telecom wholesale costs to manage increased network load. - Wireless services, which account for almost one-half of telecom revenue in Canada, remain essential especially to customers whose wireless devices are the only means of communication with coworkers, friends and family. However, stringent travel restrictions between Canada and the rest of the world has put an immediate halt to roaming revenue. The loss of roaming revenue will increase as the lock-down persists. The rollout of initial 5G wireless services at the end of this year, however, may help providers to recover some of their costs associated with the pandemic. We expect the telecom market to get back on track in 2021 provided most businesses return to normal, people return to work, and consumer confidence recovers. However, the duration of the pandemic crisis poses the greatest uncertainty and will impact the magnitude of its economic and social affects. As containment measures have not yet halted the spread of COVID-19 and the number of people infected with the virus continues to expand exponentially, the downside risks in forecast models increase almost daily. "In such a rapidly changing environment, it is still too early to assess the overall impact on the Canadian ICT market fully," said Nigel Wallis, Research VP, IoT & Industries at IDC Canada. Recent announcements that senior federal and provincial government officials anticipate that the quarantine efforts such as school closings and bans on group gatherings will continue until late June means that IDC Canada's optimistic scenario is now unlikely. IDC Canada has extended out the probable scenario by a few weeks – and noted a possible second wave of recurring infections through the third quarter of 2020. GDP and affiliated macro-economic markers have had equivalent reductions. "Nevertheless, there are areas in which spending will grow," said Meng Cong, Manager, Market Insights & Analytics, at IDC Canada. "Specific solutions such as videoconferencing, intelligent supply, chatbots, and e-learning platforms, among others, highlight how technology can help businesses and societies address these new challenges." Artificial Intelligence Playing a Powerful Role in Understanding and Fighting COVID-19
Artificial intelligence is emerging as a powerful new ally in tracking COVID-19, modeling the virus at the molecular level, and analyzing the myriad research results being published daily. James Hendler, the Tetherless World Professor of Computer, Web, and Cognitive Sciences at Rensselaer, and director of the Rensselaer Institute of Data Exploration and Applications, is leading campus efforts to marshal AI resources for the purpose of battling the virus. “The bottom line is that, at heart, dealing with COVID-19 is a ‘big data’ problem, and AI is a crucial tool in the big data toolkit,” Hendler said. For example, IDEA and the Rensselaer Libraries have collaborated to maintain lists of COVID-19-related data sources and scholarly research publications. AI is being used to translate literally thousands of scientific insights from text-based research products into forms that can more easily be analyzed. Hendler and other Rensselaer AI experts are also involved in studying the spread of the virus under different policy measures at the local, then state and national, and ultimately global scale. Additionally, Rensselaer is part of the national COVID-19 High Performance Computing Consortium, which is offering researchers access to supercomputers for COVID-19 research. In addition to AiMOS, the most powerful supercomputer housed at a private university, Rensselaer is offering access to the expertise of world-class faculty, including in artificial intelligence. Hendler said AiMOS is one of the few facilities that can truly offer a platform optimized for artificial intelligence computing. “AI has helped us achieve an excellent understanding of the coronavirus and its interactions at the molecular level. That’s going to make it possible not only to model the virus, but also how it will interact with potential drug targets and vaccines,” said Hendler. “A platform like AiMOS is invaluable for molecular modeling in drug discovery, helping scientists cope with a huge and rapidly changing literature, and exploring means to model, and then mitigate, the spread of the disease. These are the kinds of things that modern AI can do.” Hendler has authored over 400 books, technical papers and articles in the areas of Semantic Web, artificial intelligence, agent-based computing and high performance processing. One of the originators of the “Semantic Web,” Hendler is the former Chief Scientist of the Information Systems Office at the U.S. Defense Advanced Research Projects Agency (DARPA) and was awarded a US Air Force Exceptional Civilian Service Medal. Among other organizations, he is a member of the National Academies Board on Research Data and Information, a fellow of the National Academy of Public Administration, and he serves as chair of the Association for Computing Machinery (ACM) U.S. technology policy committee.
