Myanmar’s earthquake crisis demands international humanitarian intervention - before it’s too late

We are at a crossroads. Will the international community intervene in Myanmar to save lives, or will it once again retreat into silence until it is too late? In the shadow of disaster, silence is complicity. The devastating earthquake that recently struck Myanmar, registering a magnitude of 7.7 and claiming over a thousand lives with the potential for fatalities to rise into the tens of thousands, is far more than a natural calamity - it is a preventable humanitarian catastrophe. The international community must confront a difficult question: How many more lives must be lost before the world steps in? As someone who has studied disaster governance for over two decades, I can say with a heavy heart that what we are witnessing in Myanmar is a textbook case of systemic failure - of national crisis management, of international humanitarian coordination and, most disturbingly, of disaster diplomacy. A Crisis Exacerbated by Inaction The situation on the ground is dire. Entire villages lie in ruins across Shan State and Mandalay. Liquefaction, caused by the shifting of tectonic plates, has turned many areas into unstable wetlands, with water seeping through the ground continuously. With countless bodies left unrecovered and proper sanitation systems overwhelmed, the risk of cholera and other waterborne diseases looms large. In past disasters - be it Haiti in 2010, Nepal in 2015 or the Turkey-Syria earthquake of 2023 - we saw the tragic consequences of slow and politicised humanitarian responses. But Myanmar’s case is uniquely perilous. The country is not only facing a natural disaster but also the aftermath of years of civil conflict, military rule and geopolitical paralysis. The ruling junta’s statements and figures are unreliable at best and disinformation is hampering coordinated international support. When Aid Needs Armour The reality is that humanitarian intervention in Myanmar now requires more than blankets and bottled water - it needs boots on the ground. Given the multiplicity of armed rebel groups and the entrenched conflict dynamics, any aid convoy risks becoming a pawn in a larger power struggle. We need an international peacekeeping force, mandated strictly for humanitarian purposes, to ensure safe and unfettered access to affected populations. This must be a neutral, apolitical force, equipped to operate in a complex, high-risk environment - not to take sides, but to protect lives. Without such security guarantees, humanitarian agencies cannot function, and the crisis will evolve into famine, mass migration, and possibly regional instability across Southeast Asia. A Crisis of Leadership The United Nations, ASEAN, WHO and other key global institutions have yet again fallen short of timely action. The ineffectiveness of their response should prompt a critical reevaluation of their governance structures and crisis leadership models. The deeper issue is not just logistical - it’s moral. In the absence of strong, scientifically-informed and transparent leadership, international aid becomes another layer of dysfunction. We need a new generation of disaster governance professionals - leaders trained not only in logistics and law, but in negotiation, ethics and diplomacy. The Cost of Indifference Myanmar’s crisis will not remain confined within its borders. Already, we are seeing early signs of mass displacement towards India, Thailand and Bangladesh. If left unchecked, these flows will eventually extend to Europe, the UK and beyond, burdening an already overstretched global refugee system. The longer we delay, the greater the consequences - not just for Myanmar, but for the world. A Call for Science, Transparency and Regional Solidarity As academics and practitioners in the field of Disaster Risk Reduction (DRR), we must hold ourselves to the highest standard of integrity. DRR in regions like South and Southeast Asia must be built on inclusive science, open data, regional collaboration and local knowledge. Taiwan and Singapore offer examples of how early warning systems and data transparency can save lives - why aren't we replicating these models more widely? If this disaster teaches us anything, it is that sovereignty cannot be used as a shield for inaction. A disaster of this magnitude transcends politics. It is a test of our global conscience.

Why Japan Issued a "Megaquake" Advisory Following Last Week's Tremor

The magnitude 7.1 earthquake that struck Japan's southern islands on August 8 left some residents of the country in panic. Not from the tremor itself, which caused only a handful of minor injuries and quick-expiring tsunami alerts, but rather the unprecedented advisory from the Japanese Meteorological Agency warning of an elevated risk of a "megaquake" in the region over the coming weeks. A "megaquake," short for a megathrust earthquake, is a type of temblor that occurs at a subduction zone, where one tectonic plate slips under another. A release of the tension that forms the thrust fault where the two plates meet can trigger some of the strongest earthquakes on the planet, measuring 9.0 or higher on the Richter scale, and produce large tsunamis. It may sound a bit alarmist, but Isabel Hong, PhD, assistant professor in Villanova University's Department of Geography and the Environment, assures that "even though it is not possible to predict earthquakes, the advisory comes from a place of prior knowledge." "We can't say for certain [when these earthquakes will happen]," she reiterated. "But probability suggests it could be more likely, in part because this smaller earthquake event occurred." The acute event—last week's earthquake—is indeed the root of the alert, which was issued in the following hours. The quake's epicenter was located close to the end of the Nankai Trough, a subduction zone off the coast of Japan where the Philippine Sea Plate slips under the Eurasian Plate. The Nankai Trough has historically produced strong earthquakes, most recently an 8.0 tremor in 1946. "Oftentimes, a large earthquake event can then trigger subsequent earthquakes," Dr. Hong said. "It can transfer stress to other faults that can make it more conducive for other earthquakes to then rupture, and that's the general belief of what's happening with the Nankai Trough right now." To compound the acute disturbance last week, Japanese government officials had already previously warned of a 70-80 percent likelihood of a Nankai Trough earthquake measuring 8-9 on the scale within the next 30 years. That warning was the product of extensive research into the region's seismic history. "All of the data that goes into [an advisory like that] is pulled from the work of dedicated scientists looking at past earthquake and tsunami deposits," said Dr. Hong, who herself studies prehistoric geohazards by analyzing their geologic trails along coasts. "This allows us to refine our understanding of the frequency of such events in a region. In this case, scientists can say, 'These happen about every 100 years, and it's already been over 70. Therefore, there's a higher probability another will occur in the next 30.'" If it does, officials fear that a strong earthquake could trigger a massive tsunami that would reach the coast of Japan within minutes due to its proximity, threatening the lives of hundreds of thousands of individuals. "Tsunamis occur along active subduction zones like the Nankai Trough," Dr. Hong said. "They do have to be generated by a strong earthquake, yes, but more important in their impact to coastal communities is the shape of the coastline offshore. If they go from deep to shallow water very fast, the tsunami builds tall." So, whether it appears alarmist or not, having the ability to study these seismic events in a way that can warn individuals of heightened risks should not be taken for granted, says Dr. Hong. Early warning signs and advisories for potential geohazards can save lives. "One of the reasons we dig into the geologic past is to help inform people what could happen in the future."

Aston University hosts event to foster innovation in crisis and disaster research

The two-day conference brought together academics and policy experts Its aim was to strengthen crisis and disaster research cooperation between institutions in Taiwan and Nepal with Hounslow Borough Council and Birmingham City Council The event laid the groundwork for ongoing cooperation and knowledge exchange in disaster management. Aston University has welcomed a delegation of global disaster management experts to a two-day conference aimed at fostering collaboration and innovation in crisis and disaster research. The event held at Conference Aston from 12 to 14 May 2024 brought together leading academics, policy experts and industry professionals, with a particular focus on strengthening cooperation between institutions in Taiwan and Nepal together with Hounslow Borough Council and Birmingham City Council. Since mid-2019, a concerted effort has been underway to harness innovative technologies for geoclimatic hazards monitoring in Nepal, the Philippines and Bhutan. Supported by the National Science and Technology Center for Disaster Reduction in Taiwan, this initiative has seen meaningful partnerships between British and Taiwanese stakeholders, driving advancements in real-time data capture for earthquake activity, rainfall patterns and wind dynamics crucial for effective crisis and disaster governance. Immediate and long-term recovery in post-earthquake Morocco

Bridge-Building as a Career Path

I grew up in Japan from ages one to eighteen — my parents are Southern Baptist missionaries who have lived in our heartland now for over 40 years. As an American growing up in Hokkaido, I often found myself in the position of explaining to Japanese why Americans do certain things and act certain ways, and then trying to tell Americans why Japanese or people outside of the U.S. saw the country in a particular way. This dialogue became an extension of who I am. Of course, like many children growing up, I wanted to be like my dad, who is a gifted pastor and long-term missionary. But, along the way, I realized that the role of a missionary is actually very much like that of being an ambassador or bridge-builder who represents their country, alliances, and traditions. As reinforced recently by Prime Minister Suga’s visit to the White House, the first of any international visitor for the Biden administration, the alliance with Japan is our single most strategic international relationship. Walter Russel Meade laid this out eloquently in the Wall Street Journal, “For the foreseeable future, the U.S.-Japan alliance is likely to remain the cornerstone of American foreign policy. Building the social and cultural ties that can support that relationship is an urgent task for both countries.” In my lifetime, and perhaps never before, has there been a moment like the present where the U.S. and Japan are mutually reliant to such a degree. Therefore, my personal commitment to being a bridge-builder, and our mission at Japan Society, have never been more critical. Finding my path After college I went to Turkey as a Fulbright Scholar, where I worked with the State Department through the Ambassador’s Office and the Embassy, enriching my understanding of foreign diplomacy. As I explored my interests in other parts of the world, I didn’t intend to pursue a career in U.S.-Japan relations. However, all that changed on March 11, 2011, when the Great East Japan Earthquake, tsunami, and nuclear disaster devastated the Tohoku region of northeastern Japan. At that moment, I felt a deep personal mission to help bring people from around the world together and realized that I was uniquely situated to build bridges with Japan. I had the opportunity to serve three different times in the State Department along with the Defense Department and on various Commerce Department advisory boards as I completed my academic degrees culminating with a PhD from Princeton. My time in academia and government service taught me the important skill of storytelling. When I left the State Department, I joined the strategic communications company APCO Worldwide, where I helped establish their Japan office and became immersed in Japanese public relations. Next, I had the privilege of running the USA Pavilion at the World Expo in Kazakhstan in 2017, telling America’s story from the ground up. That led me to Eurasia Group, the foremost geopolitical risk consultancy group, where I led the largest geopolitical risk summit in Japan, the GZero Summit, taking my academic, government, and public relations experience and putting it into a practical context. Embracing my ikigai Today I’m the President and CEO of Japan Society, working to take the Society’s mission into its second century, to be the deep connection, or kizuna, that brings the United States and Japan together through its peoples, culture, businesses, and societies. One of the greatest things that I see these days is concepts from Japan that have been adapted into the English lexicon — like ikigai, the idea of life’s purpose, which has become a catchphrase in our pandemic world’s search for meaning. Ikigai resonates deeply with me, because it is about finding your reason for being, your passion and calling. For me, this means being dedicated to promoting global understanding and helping make the world a better place. I don’t think I would have told you two years ago that I would be the President and CEO of Japan Society. It is an opportunity that caught me by surprise in some ways. But in other ways, now that I am here, it feels like the most natural job I’ve ever done, and I cannot think of a better place I would rather be or a better way to live out my ikigai. At Japan Society’s founding luncheon on May 19, 1907, the guest of honor, General Baron Kuroki “wished the new organization a long and successful health.” As The New York Times reported, “The object of the new organization will be the promotion of friendly relations between the United States and Japan.” Now in its second century, our work of bridge-building continues today. Ten Years Later: Japan Society Remembers the Great East Japan Earthquake (3.11)

To Mark the 10th Anniversary of the Triple Disaster, Japan Society Will Present Programming Reflecting Upon the Aftermath, Recovery and Spirit of Resiliency After the Great East Japan Earthquake, tsunami and nuclear disaster devastated the Tohoku region of northeastern Japan on March 11, 2011 (3.11), Japan Society's Japan Earthquake Relief Fund (JERF) raised over $14 million from more than 24,600 donors from all 50 U.S. states and 55 countries, the largest amount raised by a nonprofit not specializing in disaster and emergency relief and the 7th largest fundraising campaign by a U.S. nonprofit organization. Through a series of events and videos leading up to the 10-year anniversary of 3.11, Japan Society invites our community to remember those who were lost, and to look toward Tohoku’s continued recovery. We also extend our sincere appreciation to all who donated to the Japan Earthquake Relief Fund (JERF), which was launched by Japan Society the day after the tragic events of 3.11. Since 2011, JERF has funded more than 65 grant projects and 45 organizations supporting Tohoku’s immediate relief and reconstruction efforts as well as the mid- to long-term recovery of these communities. In 2021, Japan Society has earmarked the remaining funds to support additional projects facilitating community-building and economic recovery in disaster-hit areas where challenges have become further exacerbated by the onset of the global pandemic and additional disasters that most recently struck the region on February 13. To mark the 10th anniversary of the triple disaster, Japan Society will report back on how JERF grants have contributed to Tohoku’s recovery, and highlight stories of what was witnessed in the aftermath of 3.11, including Tohoku’s resiliency, the bravery and initiative of all who responded to unprecedented challenges, the strength of U.S.-Japan relations, and the spirit of human generosity and goodwill. As we remember and draw lessons from the events of 3.11, we hope to nurture hope for the future of Tohoku and the world. “2021 is a year to reflect on resilience and recovery as we navigate the challenges of the COVID-19 pandemic and remember not just the tragedy of 3.11, but the strength of the Japanese people and the generosity of the world in its aftermath,” said Japan Society President and CEO Joshua W. This video adaptation of Brooklyn-based theater-maker Aya Ogawa’s play Ludic Proxy follows a woman visiting her older sister, who lives on the outskirts of the Fukushima nuclear evacuation zone. The interactive play, which features a unique element of audience participation, explores the theme of human survival in the face of disaster. Taking advantage of our expertise in bringing together American and Japanese experts, a live U.S.-Japan symposium on March 9, 7-9pm EST, “Resilience & Recovery: A U.S.-Japan Dialogue Ten Years after 3.11”, will feature leading voices from Tohoku, Japan and the U.S. to discuss lessons learned from 3.11 on resilience and recovery from catastrophes. The symposium will be co-hosted with JERF recipient, ETIC., a Japanese nonprofit dedicated to nurturing social entrepreneurs and recovery efforts in Tohoku. As its first exhibition upon reopening to the public, Japan Society will also present When Practice Becomes Form: Carpentry Tools from Japan opening on March 11th. The exhibition celebrates the resilient spirit of Japanese architecture and craftsmanship through woodworking tools, architectural patterns, and models. The site-specific exhibition design, conceived by the esteemed architect Sou Fujimoto in collaboration with Brooklyn-based Popular Architecture, introduces major themes from the exhibition and is in dialogue with the gallery’s spaces, highlighting an enduring connection between traditional Japanese wooden construction and modern architecture. Welcoming 2021: The Year of Resiliency

Happy New Year to all — may 2021 be a better and brighter year for everyone. It has been just over a year since I came to Japan Society as President and CEO, with a mandate to take the Society into the future while preserving its 113-year-old mission of building bridges between the U.S. and Japan. The pandemic has accelerated the pace of change for everyone, globally, nationally, locally, and within our own workplaces and households. Change is hard, but it is also necessary. In a recent email, my friend Parag Khanna wrote, “Our global system evolves the way humanity does, not through grand design or random accident but by adaptation to changing realities. The faster we react to an accelerating world, the better our chances of shaping the future to our benefit.” I’d like to speak to Parag’s point personally rather than geopolitically. The experience of leading a New York nonprofit during this time — an institution that is both deeply and historically embedded in onsite programming and tradition — has both clarified and strengthened my vision for Japan Society’s future. Bending Adversity If 2020 has forced us to prioritize, 2021 will be the year of resiliency. 2021 represents the year of the Ox in Japan, where the ox is considered an industrious, cautious, and faithful friend that is always glad to offer help. After the 2020 we’ve all had, we could use more faithful friends like the ox in 2021. We are looking toward 2021 as a year in which we as a society ultimately overcome COVID-19 through the efforts of scientists, frontline workers, and governments around the globe. We hope to see the world come together in a big way for the first time at the rescheduled Summer Olympics in Tokyo. In some ways, we have already seen the future in Japan and in Asia more broadly, with its successful response to the COVID pandemic. Japan also represents a recent example of how to bend adversity and bounce back, as it did from the Great East Japan Earthquake, tsunami and nuclear disaster of 3/11/2011. The entire country came together in solidarity to support the affected Tohoku region, including concrete measures such as limiting electricity usage at a national level to avoid rolling regional blackouts. A decade on, Japan still remembers, with the Olympic flame set to depart from Fukushima Prefecture in the torch relay that will cross the country before arriving in Tokyo for the Opening Ceremony. Out of Crisis: Opportunity Optimism and positivity are necessary to move forward. I’m optimistic not because I’m naïve about the challenges ahead as we continue to navigate these wild currents, but I am confident that we will find safe passage because of what we have learned collectively and adapted to over the past months. Japan Society’s Language Center had a record year in 2020 despite the pandemic as our teachers reached beyond our physical classrooms to virtual ones; more people joined us than ever before for our first-ever digital JAPAN CUTS, the largest festival of Japanese cinema in North America. We have opened possibilities far beyond our physical building, the original Japan House, designed by Japanese modernist architect Junzo Yoshimura 50 years ago, and named New York City’s youngest landmark in 2011. In crisis comes opportunity, and from opportunity come the possibilities for our collective future. While we are hurting without our physical programs and admissions revenue, we’ve literally been able to connect across the world, and even beyond — from Japanese astronaut Soichi Noguchi, who is currently on the International Space Station, to countless leading voices in Japan such as Olympics Director Nomura Mansai — to create unique experiences for our members. In this time, I return to the Japanese concept of kaizen (改善), continual self-improvement and change for the better. Regardless of the next challenges on the horizon, I’m committed to ensuring that we continuously improve and adapt in this spirit. I believe that our mission has never been more critical than in 2021 as we strengthen U.S.-Japan relations with new administrations in both capitals and seek opportunities to engage, explore, and educate our societies about our collective resiliency as we welcome the new year.
