Teen Drivers Face Unique Challenges During ‘100 Deadliest Days’ of Summer, but Safety Measures can Make a Difference

The last few weeks of summer, heading into Labor Day weekend, can sometimes mean vacations and driving more miles on the road for all people, including teens. Traffic crashes are the No. 1 cause of death for teens, and the crash rate for teen drivers is disproportionately higher than the share of licensed teen drivers. In addition to this grim statistic, summer is the riskiest time for teen drivers. The 100 deadliest days represent the period from Memorial Day to Labor Day when the number of fatal crashes involving teen drivers dramatically increases. A third of each year’s teen driver crashes occur during the summer. We are scholars who research transportation safety and teen driver behavior. Our expertise helps us understand that these 100 days are not just a statistical fluke – they reflect a dangerous intersection of factors such as inexperience and a propensity to take risks. What makes summer different? Regardless of the season, some teen drivers engage in risky behaviors that increase their likelihood of a fatal crash, such as getting distracted, driving with friends in the vehicle, driving under the influence, not wearing seat belts and a lack of hazard awareness. Teens also have more free time in the summer, since most aren’t in school. Combined with the longer days and better weather, teens drive more over the summer. More time on the road means more risk, especially for inexperienced drivers. Teens may also be more likely to drive after dark during the summer, in comparison to more experienced drivers. But nighttime driving is also when visibility is reduced and crash risks are higher, particularly for teens who haven’t fully developed the skills necessary for night driving. This increased exposure, in addition to teens’ general risky driving tendencies, contributes to the 100 deadliest days for teen drivers. The increased crash risk for teens over the summer isn’t equally distributed either. Crashes with teen drivers that lead to serious injuries are more likely to occur with male drivers, in rural areas, for those of lower socioeconomic status and for those with disorders, such as attention deficit and hyperactivity disorder. Teaching young drivers Driver’s education programs are the formal method to teach teen drivers the rules of the road. In driver’s education programs, teens receive information about driver and road safety though classroom and behind-the-wheel instruction in preparation for the licensing exam. Some states require teens to complete a driver’s education course if they want to receive a license under the age of 18. Of teens who have a license, nearly 80% of them have gone through some form of driver’s education. Though driver’s education programs can be helpful, their effects are not equally felt. In some states, teens and their guardians must pay out of pocket for driver’s education courses to obtain a license. This makes driver’s education and, as a consequence, obtaining a driver’s license inequitable. There are also driving school deserts – areas where the poverty rate is 20% or above and there are no behind-the-wheel driver education courses within a 10- to 15-minute drive. This makes driver education courses inaccessible. Many of these driving school deserts happen to be in areas with high populations of minorities. Over 20 years ago, graduated driver licensing was introduced to reduce teen crash rates. This is a phased licensing system wherein teen drivers are restricted in terms of when, where and with whom they can drive until they turn 18. Such a system allows teens to gradually learn and gain experience with driving over time. Graduated driver licensing has been implemented in all 50 states, and it has been shown to reduce teen driver crash rates. However, its effectiveness is limited to those who participate in the system. A large number of teens are unlicensed and are of low socioeconomic status. Many of these unlicensed teens forgo the entire process and remain unlicensed but still drive, well into their 20s when the graduated driver licensing restrictions are lifted. Making summer safer There are two things people can do to turn the 100 deadliest days into the 100 safest days. First, it is important that communities offer free supplementary training programs for teen drivers, because becoming a safe and responsible teen driver shouldn’t be limited to those with resources. As one example, in collaboration with industry partners, we have developed a program called Risk-ATTEND. It is a free, online, evidence-based program that teaches teen drivers how to anticipate risks while driving. Our research has shown that programs such as these can improve teen driving skills and may be especially effective for teen drivers in high-poverty areas. Second, our research has shown that parents and guardians still play an important role in influencing teen driver behavior. Studies show that teens mirror the behaviors they observe: If they see adults text and drive, they’re more likely to do the same. Once teenagers become old enough to drive, it is also important to establish rules and guidelines about expectations to establish clarity and accountability. Written agreements or checklists can address high-risk conditions such as nighttime driving, driving with other young passengers, phone use and adherence to speed limits. Systems to help monitor and enforce rules have been shown to be effective in improving teen driver behavior. One such program is Checkpoints, which is a Connecticut-based program in which families agree to limit teen driving during high-risk conditions. Teens face consequences for violating these limits, such as a temporary loss of driving privileges. However, the limits are gradually lifted as they gain driving experience. More than rules matter Ultimately, preventing crashes in the summer and beyond extends beyond mere adherence to regulations. Avoiding them fundamentally hinges on cultivating a robust safety culture that emphasizes a collective commitment to risk reduction and continuous improvement in driving practices. For teens, the summer months present unique challenges and opportunities. Drawing on best practices, such as training programs, teens can build essential skills in varied conditions before gaining full, unsupervised privileges.

Supply Chain Report: Logistics Leaders Predict Tight Capacity, High Prices Through Mid-2026

The Logistics Managers’ Index rose for the second consecutive month due to rising costs as the economy remains uncertain, according to researchers at Florida Atlantic University and four other schools. May’s index read in at 59.4, up slightly from April’s reading of 58.8. The reading is up 3.8 from the year prior. A score above 50 indicates that the logistics industry is expanding, while a score below 50 indicates that the industry is shrinking. Costs, particularly inventory costs, led to this month’s expansion. Inventory costs rose to 78.4, the highest level since October 2022, while inventory levels were only 51.5. The gap between the two suggests that many inventories are sitting stagnant. “The persistent uncertainty with respect to tariffs seems to be causing upward pressure on inventory costs, likely because of stockpiling effects,” said Steven Carnovale, Ph.D., associate professor of supply chain management in the College of Business. “The previous pause on tariffs opened up an opportunity to stockpile, which is also likely reflected in the rise in warehousing utilization and costs, as well as the rise in upstream warehouse utilization.” The LMI, a survey of director-level and above supply chain executives, measures the expansion or contraction of the logistics industry using eight unique components: inventory levels, inventory costs, warehousing capacity, warehousing utilization, warehousing prices, transportation capacity, transportation utilization and transportation prices. Along with FAU, researchers at Arizona State University, Colorado State University, Rutgers University and the University of Nevada at Reno calculated the LMI using a diffusion index. Warehousing readings also point to further uncertainty among firms on the direction of the U.S. economy and tariff policy. Warehousing capacity was flat at 50, while warehousing costs and warehousing utilization read at 72.1 and 62.5, respectively. The readings suggest that inventories are sitting longer amid slower consumer demand and firms have been holding goods in anticipation of future tariff changes. “At a certain point, the see-saw effect of increased/decreased tariffs is likely going to lead to firms stockpiling when tariffs come down, and likely be forced to sit on excess inventory,” Carnovale said. “In this case, the decision will be: are the holding costs of excess inventory less than the (potential) future tariffs? And to what degree will these increased prices pass through to consumers?” Overall, respondents expect inventory levels to increase in the year ahead, with capacity growing tighter and costs expanding, highlighting the overall sentiment that trade issues and uncertainty will be wrapped up by the end of the year. Aston University researchers to take the first steps to find out if AI can help policymakers make urban mobility more sustainable

Researchers to explore how AI can help urban mobility planners They are to investigate AI-driven policy tools’ potential to create greener cities Project to benefit from expertise of five European universities. A European group of researchers led by Aston University is taking the first steps to explore how AI can help urban mobility planners. As city populations grow causing strain on resources, the experts are to investigate AI-driven policy tools’ potential to create greener cities. The team have received £10,000 in funding from the British Academy which they hope will set them on the road to further research. Taking part in the project will be experts from University College London, Ruralis University in Norway, the University of Turin, Italy and Lisbon University Institute, Portugal. Dr Dalila Ribaudo from the Centre for Business Prosperity at Aston Business School and Dr Alina Patelli from the Aston Centre for Artificial Intelligence Research and Application will co-lead a UK-EU consortium consolidation project. The interdisciplinary project will benefit from expertise in applied business and specialist insight into global economics, policymaking and urban transport planning. Dr Patelli said “Policymakers and society could all benefit from our research into innovative ways of managing the strain on urban infrastructures and resources. "The AI-powered policy tools we are developing are meant to support decision managers at all levels of urban governance with reducing emissions, optimising transportation as well as predicting and preventing environmental hazards. Such changes would improve the quality of life for the millions of people living in towns and cities across the UK, Europe and, in the long term, the entire world.” Following the successful bid for the British Academy pump priming grant the team will apply for Horizon Europe funding to continue developing impactful AI-driven policy tools for greener cities.

NASA Asks Researchers to Help Define Trustworthiness in Autonomous Systems

A Florida Tech-led group of researchers was selected to help NASA solve challenges in aviation through its prestigious University Leadership Initiative (ULI) program. Over the next three years, associate professor of computer science and software engineering Siddhartha Bhattacharyya and professor of aviation human factors Meredith Carroll will work to understand the vital role of trust in autonomy. Their project, “Trustworthy Resilient Autonomous Agents for Safe City Transportation in the Evolving New Decade” (TRANSCEND), aims to establish a common framework for engineers and human operators to determine the trustworthiness of machine-learning-enabled autonomous aviation safety systems. Autonomous systems are those that can perform independent tasks without requiring human control. The autonomy of these systems is expected to be enhanced with intelligence gained from machine learning. As a result, intelligence-based software is expected to be increasingly used in airplanes and drones. It may also be utilized in airports and to manage air traffic in the future. Learning-enabled autonomous technology can also act as contingency management when used in safety applications, proactively addressing potential disruptions and unexpected aviation events. TRANSCEND was one of three projects chosen for the latest ULI awards. The others hail from Embry-Riddle Aeronautical University in Daytona Beach – researching continuously updating, self-diagnostic vehicle health management to enhance the safety and reliability of Advanced Air Mobility vehicles – and University of Colorado Boulder – investigating tools for understanding and leveraging the complex communications environment of collaborative, autonomous airspace systems. Florida Tech’s team includes nine faculty members from five universities: Penn State; North Carolina A&T State University; University of Florida; Stanford University; Santa Fe College. It also involves the companies Collins Aerospace in Cedar Rapids, Iowa and ResilienX of Syracuse, New York. Carroll and Bhattacharyya will also involve students throughout the project. Human operators are an essential component of aviation technology – they monitor independent software systems and associated data and intervene when those systems fail. They may include flight crew members, air traffic controllers, maintenance personnel or safety staff monitoring overall system safety. A challenge in implementing independent software is that engineers and operators have different interpretations of what makes a system “trustworthy,” Carroll and Bhattacharyya explained. Engineers who develop autonomous software measure trustworthiness by the system’s ability to perform as designed. Human operators, however, trust and rely on systems to perform as they expect – they want to feel comfortable relying on a system to make an aeronautical decision in flight, such as how to avoid a traffic conflict or a weather event. Sometimes, that reliance won’t align with design specifications. Equally important, operators also need to trust that the software will alert them when it needs a human to take over. This may happen if the algorithm driving the software encounters a scenario it wasn’t trained for. “We are looking at how we can integrate trust from different communities – from human factors, from formal methods, from autonomy, from AI…” Bhattacharyya said. “How do we convey assumptions for trust, from design time to operation, as the intelligent systems are being deployed, so that we can trust them and know when they’re going to fail, especially those that are learning-enabled, meaning they adapt based on machine learning algorithms?” With Bhattacharyya leading the engineering side and Carroll leading the human factors side, the research group will begin bridging the trust gap by integrating theories, principles, methods, measures, visualizations, explainability and practices from different domains – this will build the TRANSCEND framework. Then, they’ll test the framework using a diverse range of tools, flight simulators and intelligent decision-making to demonstrate trustworthiness in practice. This and other data will help them develop a safety case toolkit of guidelines for development processes, recommendations and suggested safety measures for engineers to reference when designing “trustworthy,” learning-enabled autonomous systems. Ultimately, Bhattacharyya and Carroll hope their toolkit will lay the groundwork for a future learning-enabled autonomous systems certification process. “The goal is to combine all our research capabilities and pull together a unified story that outputs unified products to the industry,” Carroll said. “We want products for the industry to utilize when implementing learning-enabled autonomy for more effective safety management systems.” The researchers also plan to use this toolkit to teach future engineers about the nuances of trust in the products they develop. Do We Need to Worry About Safety at the United States' Busiest Airports?

For the second time in two weeks, air traffic controllers directing planes into the Newark, New Jersey, airport briefly lost their radar. The outages have sparked travel chaos, with hundreds of flight delays and cancellations after the FAA slowed air traffic to ensure safety.  The country's aging air traffic control system is in the spotlight. Media, politicians and the public are demanding both solutions for the system and answers on how safe traveling is at the moment. To provide insight, Florida Tech's Margaret Wallace is lending her expert opinion and perspective on the issue. Margaret Wallace is Assistant Professor of Aviation Management at Florida Institute of Technology, where she teaches Air Traffic Control and Airport Management courses. She spent over 15 years in the industry prior to teaching as an Airport Manager (4 years) at Ramstein Air Base in Germany and an Air Traffic Controller (10+ years) in the U.S. Air Force. “The recent communication failure at Newark Liberty International Airport has raised serious concerns about the safety and dependability of air traffic control systems in the United States. On April 28, 2025, the Newark air traffic facilities lost all radio communication with approximately 20 airplanes for up to 90 seconds due to an equipment breakdown. During the outage, pilots and controllers were unable to communicate. Controllers were unable to maintain aircraft separation during crucial flight phases, and pilots were unable to receive air traffic clearances and instructions. Situations like this, as well as aircraft incidents, bring stress and trauma to the controller's mental state. Most people cannot fathom how much mental stress the controller experiences in everyday job settings. Situations with defective equipment, combined with lengthy work hours due to a scarcity of controllers, appear to have taken their toll based on the fact that several controllers have taken leave for mental stress. This situation posed a safety risk to all planes and passengers. Fortunately, there were no incidents, and everyone remained safe. However, this demonstrated some of the flaws in the outdated air traffic system equipment. Sean Duffy, the new Transportation Secretary, has acknowledged the critical need to improve our current technology. While air travel is generally safe, our current administration must continue to prioritize the upgrade of air traffic systems and increasing the staffing in air traffic facilities. MEDIA RELEASE: CAA Manitoba partners with the RCMP and the Government of Manitoba to remind drivers to slow down and move over on the road

Today, on CAA’s National Slow Down, Move Over Day, the Government of Manitoba, the RCMP and CAA representatives came together at the Manitoba Legislature to remind motorists about the importance of Manitoba’s Slow Down, Move Over law (SDMO), a life-saving law designed to protect emergency responders and roadside workers. “We are pleased that the Manitoba government has proclaimed May 13th as Slow Down Move Over Day to help bring awareness to the laws designed to protect emergency responders, tow operators, and highway workers who are stopped on the side of the road to save lives on Manitoba roadways,” said Ewald Friesen, manager of government relations for CAA Manitoba. Minister of Transportation and Infrastructure Lisa Naylor stated, “Every day, workers risk their lives to keep our roads safe and we are asking Manitoba drivers to take one simple, life-saving action: slow down and move over.” The timing is especially important as Canada Road Safety Week begins on May 13, shining a broader spotlight on making Canadian roads safer for all. CAA has been the leading advocate in Canada to ensure that 'Slow Down, Move Over' laws include tow trucks, along with police, ambulance and fire. "Most drivers tend to slow down and move over for police cars, ambulances, and fire trucks, but this is lower for tow trucks. It's important to always remember that for many, the side of the road is someone's workplace, and everyone deserves a safe place to work. Slow Down, Move Over laws protect our roadside rescuers, and the stranded drivers we serve every day,” reinforced Friesen. CAA’s research shows that Manitobans care deeply about the safety of emergency vehicles, drivers and stranded motorists. Data also shows that 8 in ten CAA Members have heard of the Slow Down, Move Over law, and 99 per cent support it. Just over half, however, know the definition of the law, underscoring that there is still important work to do to help drivers understand exactly what the law requires a driver to do. Over 1/3 of members are not aware of specific penalties, though they do know a penalty exists and 4 in ten Manitobans aged 65 and above are unaware of any penalties. Sergeant Mark Hume, Unit Commander, North West Traffic Services, Manitoba RCMP highlighted, “Violators can be charged under Section 109.1(2) of the Highway Traffic Act ($298 fine) at a minimum. Aggravated circumstances can result in more severe charges.” The consequences of neglecting these laws can be tragic, not only for roadside workers but also for drivers and passengers. The hope is that this initiative will help remind drivers of the importance of safe driving behaviours and encourage everyone to do their part to keep Manitoba’s roads and highways safe. “Through education and awareness of ‘Slow Down, Move Over’ laws, we wish to support drivers in their crucial role in preventing incidents and fostering a culture of care and safety on Manitoba's highways,” continued Friesen. If you see an emergency vehicle or tow operator up ahead, reduce your speed and move to an open lane if it is safe to do so. If the posted speed limit is less than 80 km/h you are required to slow down to 40 km/h. If the posted speed limit is 80 km/h or higher you are required to slow down to 60 km/h. ChristianaCare Announces $1.6 Million Community Benefit Investment in 25 Nonprofits to Improve Community Health

In another milestone commitment to community health, ChristianaCare today announced a $1.6 million investment in 25 local nonprofits, unveiling the recipients of its Community Investment Fund during a special celebration at The Ministry of Caring in Wilmington. Since 2019, ChristianaCare’s Community Investment Fund has provided more than $5.6 million to 64 organizations, addressing social, behavioral and environmental health factors. ”ChristianaCare is empowering and supporting our nonprofit partners so they can help meet the many needs of the people they serve, and work with us to improve patient health and create healthy communities and a healthy Delaware,” said Bettina Tweardy Riveros, chief health equity officer at ChristianaCare. This year’s Community Investment Fund recipients are: • AIDS Delaware: AIDS Delaware’s mission is to eliminate the spread and stigma of HIV/AIDS, improve the lives of those living with HIV/AIDS and promote community health through comprehensive and culturally sensitive services, education programs and advocacy. • Black Mothers in Power: Black Mothers in Power seeks to eradicate racial health disparities for Black birthing people and Black babies throughout Delaware. • Boys & Girls Club of DE: Boys & Girls Clubs of Delaware inspires and enables young people, especially those most in need, to reach their full potential as productive, responsible, caring citizens. • Children and Families First DE: Children & Families First is one of Delaware's oldest and most trusted non-profit leaders in providing the supports and services children and their families need to thrive. • Claymont Community Center - Brandywine Resource Council: Claymont Community Center is a base for a variety of community organizations supporting educational, social, recreational, cultural, personal development, financial and wellness needs. • Delaware Center for Horticulture: The Delaware Center for Horticulture cultivates greener communities by inspiring appreciation and improvement of the environment through horticulture, education and conservation. • Delaware Futures, Inc: Delaware Futures empowers at-promise high school and middle school youth across the state of Delaware by providing year-round, trauma-informed curricula tailored to students at each grade level. • Delaware Nature Society: Delaware Nature Society connects people and nature to create a healthy environment for all through education, conservation and advocacy. • Do Care Doula: Do Care Doula provides grant-funded Doula training and development, subsidized Doula support and a variety of community outreach programs. • Healthy Food for Healthy Kids: Healthy Food for Healthy Kids supports educators in Delaware, bringing life-lasting benefits of gardening and good nutrition to kids. • Jefferson Street Center: The mission of JSC is to advance community-driven priorities in Northwest Wilmington that promote the conditions necessary for all residents to thrive. • Latin American Community Center: LACC seeks to empower members to become contributing members of society through advocacy and offers programs and services to anyone ages of one to 101. • Milford Housing Development Corporation: Milford Housing Development Corporation is a value-driven, nonprofit, affordable housing developer, providing services throughout Delaware. Its mission is to provide decent, safe, affordable housing solutions to people of modest means. • Ministry of Caring: Since Brother Ronald began the ministry in 1977 with the first shelter for homeless women on the Delmarva Peninsula, the Ministry has worked ceaselessly to ease the needs and struggles of our neighbors. • ONCOR Coalition: ONCOR’s vision is to build and promote spaces that connect people to the city and each other. It promotes positive relationships through community-based educational programs and recreational opportunities. • Our Daily Bread Dining Room of MOT: ODB is the only soup kitchen in the Middletown, Odessa and Townsend region. ODB is a volunteer run organization with over 300 volunteers. Volunteers help purchase and pick up food and ingredients, prepare and serve meals and clean and maintain the facility. • Project New Start: Project New Start provides a comprehensive cognitive behavioral change/workforce development initiative for individuals transitioning out of state and federal institutions. • Ray of Hope Mission Center: Ray of Hope’s mission is to recognize and address the needs of those who are struggling within our community and assist them in their efforts to provide for themselves and their families, both physically and spiritually. • St. Patrick's Center: Serving people in Wilmington’s East Side neighborhood since 1971, St. Patrick’s Center is a nonprofit organization that operates a Senior Center, and provides meals, groceries, clothing, paratransit and social service support to the public. • The Resurrection Center: The purpose of the Resurrection Center is to spread the gospel of Jesus Christ and create a spirit-filled environment that hungers for the Gospel and to serve as liberating agents in the midst of the world. • Voices of Hope: Voices of Hope’s mission is to empower lives and foster recovery. The nonprofit is dedicated to supporting individuals and families facing substance use disorder. Through compassion, education and community engagement, Voices of Hope strives to break the chains of addiction, promoting a healthier, brighter future for all. • West End Neighborhood House: At West End Neighborhood House, staff, clients, volunteers and donors work together to resolve complex social challenges throughout Delaware. Through outcomes-driven programming, the West End Neighborhood House provide support that meets community needs in finances, housing, education, employment and family services. • Westside Family Healthcare: Westside Family Healthcare is a community-minded, non-partisan health center located in Delaware. Westside opened its doors in 1988 and has maintained status as a Federally Qualified Health Center since 1994. • Wilmington HOPE Commission Inc.: The Hope Commission is a reentry program that helps formerly incarcerated men return to their community. It offers support services that address factors known to lead to repeat offenses. • YMCA of Delaware: The Central YMCA Supportive Housing Program offers housing for men aged 18 and older. Residents benefit from dorm-style accommodations, discounted access to the fitness center and connections to a range of health and human service providers in partnership with the YMCA.

ChristianaCare Caregivers Help Our Neighbors on Martin Luther King Jr. Day of Service

More than 200 ChristianaCare caregivers and their families came together for a systemwide service project on the Martin Luther King Jr. Day of Service on Jan. 20 to pack supply kits for neighbors in need. Hosted by ChristianaCare’s Office of Inclusion & Diversity, caregivers united in service on our Cecil County, Newark and Wilmington campuses.  These volunteers assembled 3,500 supply kits with essential items like washcloths, dish soap and detergent for individuals transitioning into permanent housing and toiletries, journals and puzzle books for patients in treatment for cancer at the Helen F. Graham Cancer Center & Research Institute. The kits also carried inspiration. Caregivers handwrote encouraging messages that were tucked in alongside toiletries and other essentials: “You’ve got this!” “You are stronger than you know.” “This is tough. But so are you!” Other caregivers delivered the inspirations and the kits to the the Graham Cancer Center, the Union Hospital Emergency Department, New Castle County Hope Center, Inc., and other community partners. Natalie Torres, director of Inclusion & Diversity, credited ChristianaCare’s Supply Chain and Transportation departments with making sure toiletries and other supplies were available at the three campus locations and also coordinating the pickup and delivery of donations. “This service project is such a powerful reminder of how our values of love and excellence shine through in everything that we do,” Torres said. “Dr. King truly resonates with who we are as an organization. Serving our community, connecting with one another, making a difference — it’s what we do best — and we are so honored to carry on this tradition in Dr. King’s name.”

Secretary Buttigeg makes one of his final DOT stops at CMU's Safety 21

U.S. Secretary of Transportation Pete Buttigieg visited Carnegie Mellon University in one of his final stops as Transportation Secretary. Raj Rajkumar, director of Safety21 and George Westinghouse Professor in the Department of Electrical and Computer Engineering, with Ph.D. candidates Nishad Sahu and Gregory Su, demonstrated research on the safe navigation of autonomous driving systems in designated work zones, leveraging high-definition mapping, computer perception and vehicle connectivity. “The sophistication of the safety work that’s going on goes well beyond any commercially available automated or advanced driver assistance system is really inspiring,” Buttigieg said. “We’ve got to make sure it develops the right way, we’ve got to be cautious about how it’s deployed, but you can tell a lot of thought and, of course, a lot of incredibly sophisticated research is going into that.”
