A new study conducted by CAA Manitoba (CAA MB) shows that 59 per cent of Manitoba drivers have witnessed a close-call collision or distracted driving traffic violation. For many Manitobans, these close calls are fueling safety concerns, as 89 per cent of drivers in the province feel somewhat or very concerned about distracted driving. “Distracted driving is the leading contributing factor in fatal motor vehicle collisions in Manitoba,” says Ewald Friesen, manager of government and community relations at CAA Manitoba. “By raising awareness of the risks of distracted driving, we hope to do our part to save lives and increase safety." Distracted driving has a direct impact on road safety Manitoba’s ban on using hand-held devices while driving has been in effect since July 2010. However, distracted driving caused by technology continues to be a concern across the province. The survey found that 60 per cent of Manitoba drivers have been behind a driver in another vehicle who missed a traffic light change because that driver was distracted. “Safe driving requires focus and concentration.  It is always best to set up your navigation system and send your text messages before driving,” says Friesen, “Using this technology while driving is simply not worth the risk of potential charges and the danger it poses to both the driver and others on the road.” The survey also found that 51 per cent of Manitoba drivers stated that they had met the criteria for being distracted drivers in the past, with three per cent admitting to having been charged. While there can be many distractions on the road, the top five most concerning distractions for those surveyed are: 1. Holding a mobile device 2. Watching TV 3. Making a video call 4. Grooming 5. Wearing headphones or earbuds “It is always best to send your text messages and make your video calls before driving,” says Friesen, “Engaging in these behaviours is not only illegal, but they put the life of the driver and those around them at risk.” Manitobans believe fines, penalties and public education remain the most effective methods to combat distracted driving According to Manitoba Public Insurance (MPI), using a mobile device while driving is illegal. If ignored, this can result in a $672 fine and possible license suspension. The survey also found that 57 per cent of Manitoba drivers support increasing fines and penalties for distracted driving convictions. A new study conducted by CAA South Central Ontario (CAA SCO) shows that over half of Ontario drivers (66 per cent) have witnessed a close-call collision or traffic violation caused by distracted driving. For many Ontarians, those close calls are fueling safety concerns. Ninety-one per cent of drivers in the province feel somewhat or very concerned about distracted driving, a number that remains unchanged from 2023. “Distracted driving continues to be a leading factor in collisions on highways and city roads,” says Michael Stewart, community relations consultant for CAA SCO. “We continue to raise awareness of the risks associated with using your mobile device or in-vehicle technology while driving.” Distracted driving has a direct impact on road safety Ontario’s ban on using hand-held devices while driving has been in effect since October 2009. Despite this ban, distracted driving is still a common sight on our roads. The survey found that 63 per cent of Ontario Drivers have been behind a driver in another vehicle who missed a traffic light change because that driver was distracted. "It takes only a split second of inattention to cause a close call or even a tragic collision. Staying focused behind the wheel is not just a personal responsibility but a crucial act of safety for everyone on the road,” adds Stewart. The survey also found that 42 per cent of Ontario drivers stated that they had met the criteria for being distracted drivers in the past, with two per cent admitting to having been charged. A recent survey conducted on behalf of CAA South Central Ontario (CAA SCO) indicates 44 per cent of Ontario drivers admit to driving distracted at one point – up four per cent compared to last year. The most concerning distractions drivers noted include: Holding a mobile device. Grooming. Making a video call. Typing in a destination. Watching TV. Eating and drinking while driving is also a growing concern. In-vehicle features, including connected apps and console screens, are another source of distraction for drivers, especially if adjusted while on the road. “Anything that can divert a driver’s eyes and mind off the road will always pose a threat while driving,” says Teresa Di Felice, assistant vice president for CAA SCO. Distracted driving remains a significant concern among 90 per cent of drivers in Ontario. Despite the growing number of self-identified distracted drivers, only three per cent admit to being charged for distracted driving. “While a vast majority of drivers recognize fines and penalties, including increased insurance rates, as the most effective ways to reduce distracted driving, our data shows that drivers have become less supportive of penalties that currently exist for distracted driving convictions,” says Di Felice. Of those surveyed, 57 per cent support increasing fines and stricter penalties for distracted driving convictions. “Currently, a driver can face a minimum fine of $615 up to $1,000, three demerit points and a three-day licence suspension for their first conviction of distracted driving,” says Di Felice. “But that’s not the only way it can cost you. A brief moment of distraction is all it takes for a collision.” Almost two-thirds of drivers in Ontario (63 per cent) have witnessed close-call collisions or traffic violations caused by distracted drivers – up four per cent compared to last year. Meanwhile, 12 per cent of drivers reported being involved in a collision due to distracted driving, mainly because of using a mobile device. “Whatever it is that you need to do – whether it’s sending that text, inputting your destination or setting up your playlist – do it all before you drive,” says Di Felice. “The risks of distracted driving are simply not worth it.”

The ChristianaCare Hospital Care at Home program, a national leader in providing acute care in a place most familiar to patients – their own homes – has reached a new milestone with more than 1,000 admissions since opening in December 2021. ChristianaCare’s innovative program enables patients with common chronic conditions, such as congestive heart failure and diabetes complications, as well as infections like pneumonia, to receive hospital-level care at home through virtual and in-person care provided by a team of physicians, nurse practitioners, paramedics and others. Technology kits deployed to patient homes ensure round-the-clock access to a health care professional, along with twice daily visits from caregivers, medication deliveries and mobile laboratory services. ‘Absolutely amazing’ for patients Patients are evaluated for the hospital care at home program when they come to Wilmington or Christiana hospital emergency departments. Those who can be treated at home receive a technology kit that connects them to the command center, powered by the ChristianaCare Center for Virtual Health. With a touch of a button, they can access an expert team of ChristianaCare doctors and nurses. But hospital care at home isn’t just virtual care — the technology supports an entire care team that works inside the patient’s home and remotely to provide optimal support at all times — just like in a hospital. Carol Bieber, whose 98-year-old father Bill has been a hospital care at home patient, sees the difference it makes for him to wake up in his own bed, sit in his own living room and still get the care he needs to get better. “The whole hospital care at home experience is really calm and easy and familiar to him,” said Bieber, who lives in Newark, Delaware. “My dad is a people person, so to be able to connect with everybody who comes in to see him or talk to him on the screen is just amazing.” Innovative solutions for in-home care ChristianaCare’s Hospital Care at Home program was developed in 2021 after the Centers for Medicaid & Medicare Services (CMS) began the Acute Hospital Care at Home waiver program to allow Medicare beneficiaries to receive acute-level health care services in their home. U.S. Sen. Tom Carper, who represents Delaware, worked to pass the bipartisan “Hospital Inpatient Services Modernization Act” in 2023 that extended this program. Last month. Sen. Carper introduced the bipartisan “At-Home Observation and Medical Evaluation (HOME) Services Act” that would expand this lifesaving and cost-saving program. “Hospital at Home – which grew out of the COVID pandemic – was an opportunity for us to meet seniors where they are,” Carper said. “It has delivered positive outcomes, higher patient satisfaction, and saves money.” Sarah Schenck, M.D., FACP, executive director of the ChristianaCare Center for Virtual Health, said the hospital care at home program has yielded lower readmission rates than brick-and-mortar hospitals. Patient experience scores are about three times higher than a national average traditional hospital experience. “We’ve been conditioned to believe that care only happens within the four walls of a hospital. For our patients who have loved ones at home or their pets, a favorite chair or favorite food, they’re now able to have all of that as they heal,” Schenck said. “Once our patients have experienced this, what we hear from them is that they are truly grateful.” Promoting healing – at home Helping patients recover in their homes also has been transformational for caregivers who get to see a different side of their patients and better understand what they need to successfully recover. “I can’t express how much I enjoy the patients and their families,” said Heather Orkis, a paramedic with Hospital Care at Home. “To be able to enjoy the family and see these people get better in their own homes, with their families, their grandkids, their dogs, their cats – it’s just a completely different kind of medicine.” For Bill Bieber’s family, hospital care at home is more than health care. “It’s just the best thing ever,” Carol Bieber said.

World-leading scientist gives annual Aston University Distinguished Lecture on the wonder of smart gels

Dr Raghunath Anant Mashelkar delivered the 2024 Aston University Annual Distinguished Lecture He has been president of the Indian National Science Academy and director general of the Indian Council of Scientific and Industrial Research and has received multiple honours and awards He was also presented with an honorary professorship in recognition of his outstanding contribution to academia and beyond. Dr Raghunath Anant Mashelkar delivered Aston University’s 2024 Annual Distinguished Lecture to more than 70 invited guests on 22 April. One of the world’s renowned figures in polymer science, research leadership and intellectual property rights, Dr Mashelkar, a chemical engineer, is a global leader and inspiration in his native India and the wider international research community. In recognition of his outstanding contribution to the research community, Dr Mashelkar was bestowed with an honorary professorship at the end of the lecture by Professor Aleks Subic, Vice-Chancellor and Chief Executive of Aston University. The title of Dr Mashelkar’s lecture was ‘Trapeze Artistry in Biomimetic Smart Gels’. ‘Smart gels’, made from synthetic polymers (types of plastics), can be developed with specific functional properties, such as reacting to changes in temperature and pH. Whilst Director at India’s National Chemical Laboratories, Dr Mashelkar led work which discovered smart gels which can mimic biological functions (biomimetic), including being self-healing, self-organising, and acting as enzymes in chemical and biological processes. Their properties can be reversibly switched on or off, or they can change volume or shape, through the use of pH or temperature, the ‘trapeze artistry’ of the title, giving them many uses. This included temperature-responsive comfortable insoles for diabetic feet, drilling fluids which can quickly, but reversibly, plug an oil well, and medical devices for the digestive system, which resist the acidic environment of the stomach to deliver drugs, but dissolve harmlessly in the alkaline environment when they leave the stomach. One of the defining factors of Dr Mashelkar’s work has been serendipity. He told the story of a smart gel that dried to become a completely different shape when dried in his laboratory’s old oven rather than the new oven. One of his research team discovered this was due to the presence of copper ions from corrosion in the oven, which changed the way the molecules arranged themselves and led to a whole new area of research on polymer self-assembly. As he said: “Eyes do not see what the mind does not know. Look at the 'failed' experiment very carefully, maybe the next big breakthrough is waiting there!” Dr Mashelkar also spoke on his life story, from a young boy in India, attending the local municipal school, to addressing thousands of the world’s best minds at places like the World Economic Forum and the World Bank. His great passion now is ‘Gandhian Engineering’ based on the principle of more performance, from fewer resources, for more people. He created the Anjani Mashelkar Award, named after his mother, for the best low-cost, high-technology innovations. Winners have included an Internet of Things-based maternal healthcare system for rural areas and a smartphone app to assess lung health. Dr Mashelkar is proud of his work on Gandhian Engineering. Speaking after the lecture he said: “Rising inequalities create social disharmony. Now, you can’t make the inequalities vanish because you can’t make poor people rich overnight. What is needed is access. Can we give access equality, despite the income inequality? And that’s the principle of Gandhian Engineering. In my lecture I showed a photograph of a poor lady in a hut with a mobile, and a rich lady from a city who also had a mobile. This is equal access. It was not possible previously when mobiles were so expensive. In India now we have good public infrastructure. Data is now Rs 4 per GB and wireless is free. Once you start giving access, there is a parity.” Professor Subic said: “It was a privilege and a pleasure to welcome such a celebrated scientist as Dr Mashelkar to give the Aston University Annual Distinguished Lecture this year. Once again, we have brought a renowned international leader to engage with our community and present some of the most exciting research going on in our world today, while also inspiring the next generation of researchers and international citizens. I am deeply honoured that Dr Mashelkar has accepted an honorary professorship from Aston University in recognition of his international standing and significant contributions to scientific research and innovation.” The distinguished lecture series was established by Professor Subic in 2023. It brings influential speakers to the University to address major scientific breakthroughs, as well as social, cultural and policy issues. The first distinguished lecture was given by Nobel Laureate Peter Agre in 2023. Speaking after the lecture, Dr Mashelkar said: “I am absolutely honoured to get this honorary professorship from Aston University. Aston University is excelling in a number of areas. In terms of its future, I consider that to be very bright for the simple reason that the University’s dynamic Vice-Chancellor is making big changes with speed and skill, with expansion, inclusion and excellence. To be honoured with an honorary professorship is one of the greatest satisfactions and fulfilments of my life.” The lecture was followed by a drinks reception to allow guests to meet Dr Mashelkar and further discuss his work. Winnipeg, MB, Oct. 24, 2023 – As we anticipate winter’s blustery arrival, CAA Manitoba is asking Manitobans to take the time now to prepare their vehicle and themselves. “People often wait until the first snowfall before getting their vehicle ready to drive in winter conditions,” says Elisha Dacey, communications manager for CAA Manitoba. “Preparing now means your vehicle will be as safe as it can be when the cold weather comes,” says Dacey, “so we’ve prepared a Top 10 list to help you get started.” CAA Manitoba has a list of several things you can do to prepare yourself and your vehicle for winter driving. TOP 10 READY FOR WINTER DRIVING TIPS: Install winter tires for better traction on cold and snowy roads – Members can call CAA before Nov. 15 to have our mobile tire service change them for you at home for a fee Have your battery tested and replace it before it fails. CAA Manitoba will test Members’ batteries as part of a service call. Make sure you have an emergency kit that includes water, non-perishable food, jumper cables, blankets, a flashlight, batteries, waterproof matches, candles, a small shovel, and kitty litter. Have your brakes checked and serviced if needed. Make sure where you park your vehicle is prepared – is your outdoor plug drawing power? Is your extension cord working with no missing prongs or exposed wires? Have a family member or friend watch as you flick your vehicle and signal lights on and off to ensure they are working correctly. Top up your windshield washer fluid and any other fluids that are getting low. Get an oil change. Remove worn wiper blades and replace them with new ones. Ensure you have an ice scraper in your vehicle. While it’s important to make sure your vehicle is ready to go, it’s also important for drivers and passengers to be prepared, in case of an emergency or if you are stranded. Some additional ways to be prepared include: Have a cell phone battery bank and keep it on you, as well as a charging cable that connects your phone to your vehicle. Download and register for the CAA app and keep your CAA membership card in your wallet or vehicle so you always know how to contact CAA Manitoba if you are stranded. Consider adding extra mitts, hats and socks and footwear to your emergency kit. Check Manitoba 511.ca for road conditions and closures if you head out into a rural area. Cold and winter weather is about to settle in and CAA South Central Ontario (CAA SCO), Toronto Police Service (TPS), Ontario Provincial Police (OPP), and the Ontario Government want to know: are you winter ready? The four organizations have joined forces to help inform Ontarians that now is the time to get your winter tires installed, check your car battery and stock your car with an emergency kit with all the essentials needed for the winter months. “Our weather can be unpredictable, especially in the winter. It’s important to think ahead and prepare before driving conditions become hazardous,” says Nadia Matos, Manager External Communications, CAA SCO. “It all comes down to safety and there’s no time like the present to ensure you and your car are properly equipped.” TPS, OPP and the Ontario Government are also reinforcing the importance of driver behaviour. "The safety of Ontario’s roads is always a top priority, and we are continuing to work closely with our road safety partners to promote safe driving habits this winter season,” says Prabmeet Sarkaria, Minister of Transportation. “Road safety is everyone’s responsibility, so when you’re heading out, always remember to slow down and drive according to weather and road conditions. Together, we can keep Ontario’s roads and highways safe for everyone this winter.” “Winter driving can be stressful. Motorists need to be alert at all times when on the road, even in the most routine circumstances like driving to and from work,” says Police Constable Sean Shapiro, Toronto Police Service. “That includes slowing down and driving according to weather conditions and ensuring you give yourself plenty of time to get to your destination.” This year motorists also need to be aware of new amendments to the Highway Traffic Act. “It is now illegal to pass snowplows working side by side on Ontario highways. Only pass a snowplow if the lane is completely clear of any part of the plow, including its blade,” says Sargeant Kerry Schmidt, Ontario Provincial Police. Offenders may face a fine ranging from $150 to $1,000. This winter, before heading out on the road motorists can download and use the 511 app to check the weather and road conditions before they leave home. The 511 app can be found at 511on.ca or in the app store on your mobile device. Motorists should also refer to some other tips to help make their winter drive a safer one: Keep your gas tank at least half full at all times. Cold weather causes condensation in the system, which can lead to fuel-line freeze-up and can prevent your car from starting. Remove excess snow from your car before driving off. Pack a fully stocked emergency kit. The kit should include a flashlight and extra batteries, warning devices (e.g., flares, reflective vests/strips), a first aid kit, blankets, jumper cables, non-perishable food and water plus a phone charger. Be sure to also keep an ice scraper, small shovel and snow brush handy in your car at all times.

Expert explainer - Storm Daniel and the Libya flooding

Expert: Dr Kiran Tota-Maharaj Reader in Civil & Environmental Engineering (Water and Environmental Engineering) College of Engineering and Physical Sciences, Aston University 1/ Do we have any basic measures on the volume of precipitation that triggered the collapse of the two dams that flooded Derna? How much rain over what period of time? Are there adequate records to put that in historical context? Were any records broken? Storm Daniel has the characteristics of a tropical depression, approximately 170 millimetres (6.7 inches) of rainfall occurred fell in Libya. Torrential rains of between 150 - 240 mm caused flash floods in several cities, including Al-Bayda, which recorded the highest rainfall rate of 414.1 mm. 2/ Do we know anything about the dams that failed? Where they old, near the end of their expected lifespan? Were they known to be fragile in any way? To what extent, in other words, might this have been a disaster waiting to happen? Flash floods, which is considered as one of the worst weather-related natural disasters are highly unpredictable following brief spells of heavy rain. This region in Libya is subjected to flash floods, where floods from the mountains causing heavy damage to hydraulic structures and features of Dams. These floods are made up of sudden, unexpected and heavy rains or a strong surge of water, which usually hit the steep sloped mountainous catchments and have inundated many regions in Libya. The sweeping flash floods also led to the death of many residents and great losses of property. Entire neighborhoods in Derna disappeared, along with their residents swept away by water after two ageing dams collapsed making the situation catastrophic and out of control, the city of Derna is surrounded by mountains, so the flash flooding occurred quite rapidly, taking over with surface-water levels rising as high as 3 metres (10 feet). Engineers have previously issued warnings about the risks of these dams bursting and the urgent need to strengthen their defenses, which unfortunately didn’t occur. Early Warning Systems (EWS)- which are effective ways to reduce the risks of flash floods have not been properly implemented. When EWS are issued before a flash flood event, additional time is created to take action and save lives and infrastructure. The unexpected arrival of a flash flood in Libya, combination with its force, limited understanding of the risks and small space-time scales provide explicit challenges for the development and implementation of an EWS system for flash floods. 3/ There is speculation about many thousands of deaths. Is this attributable almost entirely to the failed dams? Or was there massive and deadly flooding beside that? Thousands of people’s lives have been sadly lost after the massive flood ripped through the city of Derna as a result from the heave storm conditions and excessive rainfall. There have been several areas severely affected by widespread flooding, damage to infrastructure, and loss of life. The disastrous flooding event is likely the cause of the two dams’ collapses, making thousands of residents of the valley and the city of Derna, Libya vulnerable as a result of the storm. Entire neighbourhoods of Derna by the bank of the swollen river had been ravaged and washed away.
