Environmental scientists have identified 22 key research questions surrounding the risks associated with chemicals in the environment in Europe. Chemicals released into the environment by human activity are resulting in biodiversity loss; increased natural hazards; threats to food, water and energy security; negative impacts on human health and degradation of environmental quality. Now an international study, coordinated by scientists from the University of York, Wageningen University and Baylor University, has identified the most important research questions that need to be answered to fill the most pressing knowledge gaps over the next decade. They include questions about which chemicals we should be most concerned about and where the hotspots of key contaminants are around the globe, as well as how we can develop methods to protect biodiversity and ecosystems. The research, which resulted from a recent "big questions" exercise involving researchers from across Europe, aims to serve as a roadmap for policymakers, regulators, industry and funders and result in a more coordinated approach from the European environmental science community to chemicals in the environment. “Our research has highlighted international scientists' research priorities and our key knowledge gaps when it comes to the risks and impacts of chemicals,” said one of the lead authors of the study Alistair Boxall, Ph.D., with the University of York’s environment department. “The study aims to help focus scientific effort on the questions that really matter and inform decisions about the type of research needed to update policies and regulations.” Bryan W. Brooks, Ph.D., Distinguished Professor of Environmental Science and Biomedical Studies at Baylor University, who also coordinates a much larger global horizon scanning exercise, said the project is “intentionally transparent, inclusive of multiple sectors and multidisciplinary.” “Though this paper focuses on critical research needs for Europe, we partnered with the Society for Environmental Toxicology and Chemistry to perform similar studies in North America, Africa, Asia, Australia and Latin America,” Brooks said. “In fact, output from the Latin American study was recently published. This unprecedented exercise, which also includes a key partnership with the American Chemical Society in North America, is for the first time identifying global research priorities from academic, government and industry scientists and engineers to understand, avoid and manage adverse outcomes of chemicals in the environment.” A key suggestion in the report is that the basic and translational research is needed to advance robust assessments of chemical risks to the environment and human health. “These big research questions aim to reduce uncertainty during scientific evaluations of environmental contaminants and to advance innovation and sustainability through development of less hazardous chemicals to public health and the environment. Such research recommendations from our European colleagues are thus timely, necessary and internationally important if we are to achieve the United Nation’s Sustainable Development Goals,” Brooks said. Towards Sustainable Environmental Quality: Priority Research Questions for Europe is published in the journal Environmental Toxicology and Chemistry. Baylor Researchers Awarded Grant to Develop Diabetes Mobile Health App for Use in India
An interdisciplinary team of Baylor University researchers – from nursing and business information systems to art and video game design – and physicians from Bangalore Baptist Hospital in Bengaluru, India, were awarded a 21st Century Knowledge Initiative Grant from the U.S. India Education Foundation (USIEF) to develop a diabetes mobile health app to boost awareness and educate those in India who are most at risk for diabetes. The team is led by Shelby Garner, Ph.D., R.N., assistant professor in Baylor’s Louise Herrington School of Nursing, who has worked in India over the past six years to develop technological health resources. She cited statistics from the World Health Organization that show life expectancy in India is among the lowest in the South East Asian Region and is largely attributed to growing rates of non-communicable diseases, such as diabetes. Contextualized health education is one key to help raise awareness in the country, she said. “There is a need for culturally appropriate health education materials in India,” Garner said. “Our early research showed that technology, such as smartphones and internet accessibility, are widely available in India among health providers, but most technological educational resources were developed in the West and do not effectively translate to the Indian context.” Physicians from Bangalore Baptist Hospital will provide cultural context and help identify important medical content to be included in the app. “Our diabetes app will feature an interactive 3D animated video with gaming features to help educate patients at risk for diabetes,” Garner said. “Answers to questions addressed in the app include: What is diabetes? What happens if I have diabetes? How do I prevent and treat diabetes? What do I do now?” The app also serves as a data collection tool to help researchers determine if the video is improving participants’ knowledge on diabetes. Community health workers employed by Bangalore Baptist Hospital will use the app as they visit with people in rural villages and urban slums during door-to-door health education visits, Garner said. The research team will compare the app’s effectiveness with standard health educational resources previously used. Garner said the USIEF grant was awarded, in large part, due to the success of an earlier project that led to the development of a hypertension app. “Earlier this year, we tested the hypertension app among 346 people in one of the largest slums in Bengaluru, India, and in several rural villages surrounding Bengaluru,” she said. “The app was significantly effective in improving knowledge among participants. We used these results to justify the need to design more resources and applied for funding from the U.S. India Education Foundation.” From previous experience developing and employing the hypertension app, Garner said she knew this new project would require input from a variety of perspectives. “I’ve realized some of the ‘big picture’ challenges in health education, and it will take a team of experts to make this happen,” she said. The next threat to election meddling? Brain Hacking
Almost 15 percent of Americans have reported changing their opinion on political or social issues because of a social media post, according to a recent Pew Research Center survey. “What if, immediately before spreading polarizing social media posts, our adversaries flashed subliminal images known to induce a type of anxiety called state anxiety? Evidence suggests people would perceive those posts in a more emotional way. Those images could, in turn, influence their voting behavior,” said Dr. Jay Heslen, an expert in intelligence and cybersecurity policy and assistant professor of political science with a joint appointment in the Katherine Reese Pamplin College of Arts, Humanities, and Social Sciences and the School of Computer and Cyber Sciences at Augusta University. “Successfully manipulating the cognition of a few thousand people in order to influence their perception of events could be enough to change the result of an election.” Heslen’s current research project focuses on whether exposure to certain visuals or sounds, including subliminal prompts, can induce a negative emotional arousal on people. He’s interested in learning whether that emotional state, called state anxiety, can then influence behavior in a specific, predefined way – a concept he calls neurocognitive hacking. Although research using subliminal prompts is not new and has had mixed results, Heslen’s approach is novel. He uses a specific kind of visuals previously shown to trigger people’s unconscious discriminatory behaviors toward outsiders. “Neurocognitive hacking could potentially be used as a weapon in cyberwarfare,” said Heslen, who worked as an intelligence officer with the Defense Intelligence Agency and the United States Air Force for more than 20 years, specializing in combatting terrorism, counterintelligence and strategic cyber intelligence. “We need to study these capabilities not only for our own understanding but to create sound policies and countermeasures to defend ourselves against others who may use them on us.” With 68 percent of Americans on Facebook and 73 percent on YouTube, according to another Pew Research Center survey, neurocognitive hacking could be a national security problem, Heslen said. “As we advance our understanding of the brain and its processes, including how to manipulate it, we will need to provide neurocognitive cybersecurity to people who use information and communication technologies,” Heslen said. “This will be especially true as we spend more time in virtual worlds.” Heslen is available to discuss: · How neurocognitive hacking can influence people’s behavior · Why neurocognitive hacking is a powerful weapon of cyberwar · What kinds of policies should the government create to protect itself and its citizens from neurocognitive hacking Heslen is a Lieutenant Colonel in the United States Air Force Reserve and has served in military operations on four continents to include humanitarian relief operations in Mozambique and South Africa as well as an operational tour in Afghanistan. In Georgia governor's race, women could cast deciding vote
With the 2018 midterm elections looming less than a month away, Georgia gubernatorial candidates Stacey Abrams and Brian Kemp are neck-and-neck according to the latest Atlanta Journal Constitution/Channel 2 poll. In an election year with record voter registration numbers in the Peach State—and amid allegations of voter suppression—women voters could cast the deciding vote. But for which side? To find the answer, says Dr. Mary-Kate Lizotte, associate professor of political science at Augusta University, look to the issues. “Women, in particular Republican and Independent women, differ from men of the same party on the issues of government spending on childcare, public schools, welfare, social security, and aiding the homeless,” Lizotte said. “Women typically favor increased spending on the issues.” Examining data from 1994 to 2008, Lizotte, an expert on gender differences relating to public opinion, found that women are also more liberal than men of the same party on the issues of gay rights, government-guaranteed standard of living, and on the provision of more government services. “For races where these issues have become salient, it might be the case that women would be more likely to be motivated to turn out to vote and to vote for candidates that have liberal positions on these issues,” she said. That could be excellent news for the Abrams campaign, which has emphasized public education funding. “Women in Georgia who believe in increasing public education funding should be more likely to vote for Abrams,” Lizotte said. “This may also be the case for several House races where the issue of tax reform and tax cuts has become salient.” The confirmation of Justice Brett Kavanaugh to the Supreme Court earlier this month could also sway election results, albeit in less clearly defined ways. Lizotte said the confirmation could either motivate conservative women voters to turn out or, alternatively, dissuade Republican women with Pro-Choice leanings from voting entirely. The expectation is a little more cut-and-dry for liberal women voters. “The Kavanaugh confirmation is just one more reason to expect an increase in voter turnout among liberal women,” she said. “The Women's March in 2017 and 2018 along with the increase in female interest in running for office all indicate that the Trump election and presidency had already galvanized liberal women voters.” Finally, Lizotte said, although white women are divided politically—with college-educated white women swaying Left and those without a college degree favoring the Right—there was no such division among African American women voters. “And as we've seen, African American women turnout at high rates and can influence elections like the Alabama Senate race,” she said. Going against the findings of his own intelligence community, President Donald Trump has called Russian meddling into the 2016 U.S. presidential election a “hoax.” In a recent turn of events, though, the president accused China of interfering with the midterm elections. Cognitive hacking is when fake sources are used to spread fake news on social media. The success of Russia’s meddling in the 2016 election is emboldening other actors, like China. “Non-state actors like ISIS and Al Qaeda feel empowered to engage in both cognitive and source hacking in order to shift American public opinion,” Albert said. “We already believe China and Iran have engaged in similar operations. It won’t be long before ISIS utilizes the same type of intelligence operations because they are low risk, extremely high reward operations. Latest push in fake news is pushing fake experts
During the 2016 presidential election, hundreds of fake sources used social media to spread fake news. Many of these posts were traced back to the Internet Research Agency, a Russian troll farm that used social networks to create divides among Americans and influence the election. This is known as cognitive hacking and is the real scandal of the 2016 election, said Dr. Craig Albert, director of the Master of Arts in Intelligence and Security Studies program and associate professor of political science at Katherine Reese Pamplin College of Arts, Humanities, and Social Sciences at Augusta University. Fake sources using social media to spread fake news are often able to reach a large audience who may never realize the stories are false, Albert said. In some instances, entire organizations and groups have been created under false pretenses and have had millions of social media followers. “When so many people see fake news on their newsfeeds, they become a product of their belief in a fake story,” Albert said. “So, a fake story controls their opinions.” Now, Russia is taking fake news a step farther. The newest trend is creating a false persona to push fake news on U.S. news organizations. “They will have an expert create a story, and they will create credentials and a website to give credibility to this individual,” Albert said. “When media outlets try to ascertain the credibility of a person they typically visit the individual’s website or look at their resume. It appears legitimate, so the source is validated, and news outlets run the story.” In many cases, though, these are false stories by individuals with fake credentials. 3 measures to improve election security
As hacking attempts to undermine our elections have become the new normal, state governments are rushing to secure their voting systems with a $380-million fund from Congress before the midterms. Why Trump revoking Brennan's security clearance changes the game
Press Secretary Sarah Huckabee Sanders began the August 15 press briefing with an announcement: President Donald Trump had revoked former CIA Director John Brennan’s security clearance. Brennan served under President Barack Obama from 2013-2017. Since the 2016 presidential election, Brennan has been a staunch opponent of Trump and is known for expressing his opinions about the president on social media. Trump explained his decision by citing Brennan’s behavior and commentary on social media and accused him of colluding with Russia and profiting off U.S. secrets. Brennan denied the claims and many critics, including both republicans and democrats, called the decision “unprecedented” and “authoritarian.” Are the critics’ right? Dr. Craig Albert, Director of the Master of Arts in Intelligence and Security Studies and associate professor of political science, says the decision is highly unusual. Generally, Albert said, an individual’s security clearance is revoked for security reasons or for conviction of a felony. “Although President Trump gave reasons for the revocation of Brennan’s clearance, it seems rather clear that the personal distaste between the two played a part in the decision,” he said. A scholar of political science and political philosophy, Albert said it’s possible that this decision was intended to set a precedent, especially since Trump has discussed revoking security clearances from other former government officials. “Usually, clearance is revoked for specific crimes, financial hardship, moral turpitude or the clearance just runs out and is not renewed,” Albert said. “This seems to have more to do with personal animosity than any of the typical reasons.” Dr. Albert has experience with all forms of national and local news organizations and is available to speak to media regarding this issue.
