Experts explore the gap between research and practice in disaster management

The COVID-19 pandemic has attracted public attention to crisis management globally, writes Aston University's Oscar Rodriguez-Espindola. Although authorities and international organisations are still actively and diligently trying to mitigate the impact of the pandemic, some of the attention is shifting towards understanding the decisions made and learning from our experience. Indeed, this experience has inadvertently shown different areas for improvement for emergency management systems. The experience gained during the pandemic should lead governments and organisations to refine crisis management processes to prepare for challenges ahead. Leveraging research and specialist groups have been essential to support and inform decisions, as these can provide key insights guiding policy decisions. However, the integration of research and practice should not take place at the response stage only, but as part of the core crisis management system at every stage. It is crucial to maintain and strengthen the relationships between research and practice forged during the pandemic for different emergencies in the future. With the increasing number of different disasters happening and the threats stemming from climate change, it is not surprising that between 1994 and 2013 around 1.35 million lives have been claimed annually by natural disasters. Therefore, the value of partnerships between research and practice needs to be strengthened and implemented globally. Academics from Aston University in the UK and the Universidad Autónoma de Occidente in Mexico have investigated the current status of the integration of research and practice for crisis management. A systematic literature review of decision models for humanitarian logistics has been used to understand the way these models have reflected the real conditions experienced by decision-makers and catered to their priorities. Afterwards, interviews with two civil protection authorities of the state of Sinaloa, Mexico, have been undertaken to understand the conditions faced by them for crisis management, their processes and their view of decision models to support crisis management in the country. Next, a multicriteria decision analysis was used to capture their preferences regarding the objectives set for humanitarian operations to develop an analysis of their priorities. Practice needs to be informed by research, but for that guidance to be impactful, research needs to have a thorough understanding of the conditions and challenges faced by practice. The literature focused on models for humanitarian logistics has shown that the engagement of academics with practitioners in the design of solutions to support decision-making has been declared in less than a quarter of the contributions, as shown in Table 1. That means the design of solutions is based on prior secondary information or founded on a theoretical basis, which is not necessarily reflecting the current reality faced by authorities. It is noteworthy that there is an increasing trend in the number of articles involving practitioners in recent years, with more than half of them published in the previous three years. Despite that growth, however, the relative percentage of contributions incorporating practitioners has never been beyond 40% of all the models published in any year, which highlights that there is still a long way to go to support research development. Table 1: Involvement of practitioners in the design of models for humanitarian logistics Our interviews highlighted that authorities perceive the potential of systems to improve information management forecasting and decision-making, but they also unveiled the concerns about these systems providing unrealistic or unfeasible solutions. Optimisation models are formulations in which a metric is maximised or minimised subject to a series of constraints. If the objective does not reflect the objectives and priorities of decision-makers, then results can be less relevant for decision-makers. For instance, models solely aiming to minimise cost would struggle to give useful solutions to authorities focused primarily on providing support to all the victims equally. Therefore, the lack of involvement from decision-makers can lead practitioners to be cautious about using decision-making models. To examine the link between contributions in the literature and the objectives and priorities of authorities, data about them was gathered and analysed using a technique known as Fuzzy-TOPSIS. The purpose was to identify the importance given to different objectives by authorities for different activities in order to rank them based on importance as shown in Table 2. Although humanitarian logistics are characterised by a focus on the overarching ideas of saving lives and reducing suffering, it is still surprising to note that cost was the least important objective for authorities. Conversely, more than three-quarters of the models surveyed are using cost as the main objective function, which makes it the most prominent objective in humanitarian logistics. As preferences from authorities seem considerably more focused on maintaining a reliable flow of support, with high levels of service and ensuring to reach the most affected population, our findings suggest a misalignment between research and practice. Hence, neglecting to incorporate practitioners in decision-making models for humanitarian logistics can lead to omitting their needs and priorities, rendering the models less effective to provide workable solutions. Table 2: Ranking of objectives from civil protection authorities Additionally, it is important that research guides and influences practice in relevant aspects for further development. For instance, understandably, the chaotic and urgent conditions faced by authorities in humanitarian logistics force them to prioritise response over any other considerations. Our interviews confirmed this, as they mentioned that even though sustainability is becoming a crucial element in regular times, it is undermined by the urgency of the response and only included in recovery activities. This is an aspect worth looking into because research has shown that sustainability can be integrated into crisis management, even with the potential to provide improvements in terms of efficiency. Hence, a more thorough integration between research and practice would allow to positively influence activities on the field based on findings and results proposed and tested by cutting-edge investigations. Overall, our findings suggest that despite the increasing remarks about the intention of joining research and practice, there is still a significant divide between them. Reducing that divide can be beneficial for both sides. More practice-informed research can allow to development of feasible solutions that can enhance the support provided to disaster victims in practice, whereas more research-informed practice can provide stronger foundations for effective decision-making and guide research to focus on key aspects to make it more impactful. Therefore, it is essential to put more emphasis on integrating research and practice from the roots, to make their interaction more fruitful. Current trends seem to be going towards that direction, especially with the current focus on the impact on research, but further efforts are required to motivate researchers and practitioners to work together to improve crisis management. Gas boiler ban: how to make sure everyone can afford low-carbon heating

Most of us only think about central heating when it stops working or when the fuel bills arrive. So reports of an impending ban on gas boilers in the UK – and news that green alternatives such as heat pumps can cost over £10,000 – might have been a nasty shock for many. Most UK households rely on gas boilers, which are more efficient than ever, but still burn fossil fuels. As a result, domestic heating accounts for over a third of greenhouse gas emissions and almost half of energy consumption nationwide. Tackling climate change means changing how we heat our homes. But this is possible without turning warmth and comfort into unaffordable luxuries. Our research has looked at how business models can break this trade-off between people and the planet. One involves reimagining heating as a service. When buying a boiler, a customer typically pays someone to buy and install it. They then sign a contract with an energy company to provide the fuel and find another service provider to fix the boiler when it breaks down. Wouldn’t it be simpler to sign one contract with one company that could guarantee a steady supply of heat? A manufacturer would be responsible for installing the heating system and for ensuring it works. Since the manufacturer would be paid for delivering heat, you wouldn’t be billed for repairs or have to pay steep upfront installation costs – you’d simply have to keep up with flat monthly payments. By aligning the objectives of all parties, “heat as a service” allows the risks and rewards of investing in new technologies like heat pumps to be shared. Fuelling poverty Low-carbon technologies such as heat pumps can go a long way to achieving net zero targets. Unlike a boiler, heat pumps move heat from warm to cold spaces rather than generate it, operating in a similar way to air conditioning. Heat pumps run on electricity and can reduce greenhouse gas emissions if their power comes from low-carbon sources. Waste heat from sewage plants and other facilities can even be redirected to supply home central heating systems with the right infrastructure, such as district heat networks. But most UK homes have gas on tap, and new heating technologies are expensive to install and manage. Much of the required infrastructure needs to be funded. This means that paying fuel bills would leave them with nothing left over for food and other necessities. More efficient, low-carbon heating can bring those bills down, but when faced with the decision to heat or eat, is it fair to expect people to invest in expensive technology? If these technologies are unaffordable, can we hope for the needed revolution in domestic heating? The slow adoption of rooftop solar panels and electric cars demonstrates what a hard sell these technologies can be for cash-strapped consumers. Technology is not enough. Instead, we need to change the business logic for bringing technology into our homes. Heat as a service Digital technology has made it easier for almost everything we use, from music to cars and clothing, to be delivered as a service. Record stores selling albums now compete with online streaming services which offer a vast library of music ready to be played with a monthly subscription. Taxi drivers and car dealers have had to adjust to ride-sharing services and even fast-fashion companies are now threatened by online rental services, which help old clothes find new purpose. Businesses offer software as a service and even manufacturing as a service, which take away the need for upfront investment and unexpected bills and allow customers to access and pay for what they need with a single fee or subscription. Heat as a service does something similar by cutting out the complexity of installing, maintaining and fuelling a boiler or heat pump. In the winter of 2017, over 100 UK homes were offered a heat plan, which guaranteed an indoor temperature for an arranged monthly fee. Customers often struggle to keep track of how much they spend on heating, so the plan offered some peace of mind. The trial involved collaboration between local authorities, an energy company and a boiler manufacturer, plus digital tool providers that helped monitor and control the temperature. Most participants found they were more comfortable and were more likely to consider low-carbon heating on its own, and particularly as part of an arrangement like heat as a service. Paying for heating technologies that are kinder to the planet is likely to be too expensive for lots of people. Relying on households to make these preparations on their own would also be disastrous for decarbonisation. A recent report by the International Energy Agency forecasted that less than 5% of the total emissions reductions needed to reach net zero by 2050 can be expected to come from such behaviour changes among the general public. Rather than expecting households to buy heat pumps, states and energy utilities should offer them low-carbon heating as a service. Records are going up in flames - is there any break to America's current heat wave?

To call it a heat wave may be an understatement. But as June ends and July rolls in, a blanket of hot and humid weather is covering most parts of America with temperatures not seen since the end of the Great Depression. The trend has scientists and meteorologists looking for answers. AccuWeather's team of expert forecasters were describing the then upcoming heat wave as "unprecedented," "life-threatening" and "historic" as early as the middle of last week, and these descriptions have been accurate in the first days of the Northwest scorcher. The weekend marked the beginning of the extended stretch of extreme temperatures. Portland, Oregon, a city that typically experiences temperatures in the middle to upper 70s in late June, soared to a staggering 112 degrees Fahrenheit on Sunday, breaking the all-time record high of 108 set just a day before. Prior to the current heat wave, the highest temperature ever recorded in the city was 107 set once in July of 1965 and twice in August of 1981. Portland is also expected to obliterate its daily record high of 100 on Monday and possibly set an all-time high temperature record for the third straight day. AccuWeather is predicting a high of 113 on Monday, which would make it the hottest day ever recorded in the city. Planting over past mistakes – UMW expert explains that it is time to undo poor urban planning to make our cities cooler

America in the 1950’s was all about building highways to pump up the post-war economy and make sure everyone could criss-cross a connected America by car. Urban planners didn’t hesitate to bulldoze neighborhoods that were in the way of this progress. However, history shows that most of those communities that were destroyed housed Black and lower income residents. The result left areas with hot pavement, few green spaces and little tree canopy to provide shade. Recently, UMW’s Pamela Grothe joined the host of With Good Reason to talk about how America needs to undo these past mistakes and make better choices. Grothe recently worked with Jeremy Hoffman, chief scientist at the Science Museum of Virginia, who also appears on the episode, and UMW 2021 graduate Allison Grant on research that explores how redlined communities in Richmond, Virginia, designed to keep Black residents in less desirable neighborhoods, show records of being significantly hotter over the last 30 years than white neighborhoods, which has resulted in more heat-related health issues for Black and lower income residents. Climate Change-Related Natural Disasters Impact Short-Lived Assets and Interest Rates

For decades, scientists across the globe have warned about the effects of climate change. Given that these changes—global warming, rising sea levels—happen over time and that their disastrous results may not be obvious for decades, studying the effects of climate change on financial markets has posed a problem. According to Christoph Herpfer, assistant professor of finance, Goizueta Business School, most of the existing literature that deals with the effect of climate change on financial markets considers “indefinitely lived assets,” such as owning stock or owning a home—assets that “don’t have an expiration date,” explained Herpfer. To evaluate the effect of climate change in the long run on these assets then requires discount models—ways to value something today based on what it could be worth decades from now. Herpfer, a banking and corporate finance specialist, studies short-lived assets that, on average, expire after 4.5 years. Herpfer wondered if there could be “an alternative channel in which climate change already impacts companies today,” he explained. One that didn’t have to deal with all the “challenges associated with long run discount rates,” he added. In “The rising tide lifts some interest rates: climate change, natural disasters, and loan pricing,” Herpfer and his colleagues—Ricardo Correa, deputy associate director, Board of Governors of the Federal Reserve System, Ai He, assistant professor of finance, University of South Carolina, and Ugur Lel, associate professor, Nalley Distinguished Chair in Finance, University of Georgia, Terry College of Business—consider this question by studying corporate borrowing costs. In 2020, the paper received the best paper award at the Boca Corporate Finance and Governance Conference. The foursome had a novel idea: In recent years, there has been scientific consensus that climate change fuels natural disasters. So Herpfer and his fellow authors wondered if financial institutions took climate change-amplified natural disasters into account when pricing short-term loans. Their answer was, unequivocally, “yes.” Their work and research is captured in a recent article in Emory Business - it's attached and well worth the read. Rensselaer Experts Available To Discuss Federal Infrastructure Proposal

Federal lawmakers are discussing sweeping infrastructure improvements to transportation, manufacturing, and digital infrastructure, among other projects. Researchers at Rensselaer Polytechnic Institute, the country’s first technological research university, are leaders in improving the sustainability, safety, and performance of transportation systems, energy systems, and wireless networks, among other areas. Experts in civil and environmental engineering, electrical engineering, and mechanical engineering are available to discuss what impact large-scale infrastructure projects could have on a multitude of systems that impact people across the country. Improving Transportation and Freight Systems: José Holguín-Veras, the director of the Center for Infrastructure, Transportation, and the Environment at Rensselaer, and Cara Wang, an associate professor of civil and environmental engineering at Rensselaer, are leading experts on the role of infrastructure on freight systems and transportation, and the environmental impacts of both. Their research focuses on improving transportation and freight systems in order to increase efficiency, reduce traffic congestion and, in turn, reduce vehicle emissions. Professors Holguín-Veras and Wang are available to discuss the ways in which improved roads, bridges, railways, and ports could affect shipping and delivery of goods, congestion in cities, and emissions in the environment. They can also discuss what their research has uncovered that could guide policymakers as new projects are planned. Expanding Broadband: Alhussein Abouzeid, a professor of electrical, computer, and systems engineering, is an expert in networked systems, the smart grid, and the Internet of Things. Some of his research focuses on modeling wireless networks, as well as wireless spectrum and policies to optimize its use. Koushik Kar, also a professor of electrical, computer, and systems engineering, researches communication networks, particularly modeling, analysis, and optimization of the internet and wireless networks. Both researchers are available to discuss the ways in which digital infrastructure can meet future needs. Next-Generation Manufacturing: Part of the President’s infrastructure plan would allocate $300 billion to manufacturing. Next-generation manufacturing is a central area of expertise at Rensselaer, with the Institute’s Manufacturing Innovation Center and the Rensselaer Manufacturing Innovation Learning Lab. Faculty and staff from both state-of-the-art centers, including John Wen, the head of the Department of Electrical, Computer, and Systems Engineering, who is an expert in robotics, are available to discuss the role that Rensselaer research plays in preparing the manufacturing sector for the nation’s current and future needs. Upgrading Electric Grid, Investing in Clean Energy: Joe Chow, Jian Sun, and Luigi Vanfretti, all professors in the Department of Electrical, Computer, and Systems Engineering, hold extensive expertise in modeling, monitoring, and optimizing the electric power grid. Their work will be integral to the development of a cleaner, more resilient power grid, especially as clean energy sources are increasingly integrated. Christopher Letchford, the head of the Department of Civil and Environmental Engineering, is a global expert in wind engineering. His expertise includes wind power modeling, wind climatology, and the impacts of climate change on infrastructure, transportation, and energy production. Each of these experts is available to discuss the importance of upgrading the nation’s electric grid, and the move toward clean and renewable energy. Boosting Electric Vehicle Numbers: Part of President Biden’s plan focuses on increasing the number of electric vehicles on the road. A key component of improved and more cost-efficient electric vehicles is greener, cheaper, more efficient, and longer-lasting batteries. Nikhil Koratkar, an endowed chair professor of mechanical engineering, is a leading expert in energy storage technologies. He has dedicated his research to improving the batteries that society already uses, while also developing batteries of the future. He can discuss current battery technology and how advancements in energy storage research could help put more electric vehicles on United States roads. Upgrading Water, Wastewater, and Stormwater Systems: Chip Kilduff, an associate professor of civil and environmental engineering, is an expert in managing water quality and water treatment. He has a particular focus on water treatment approaches like membrane and adsorption-separation processes. Kilduff is available to discuss the importance of upgrading water and wastewater systems and what his research has uncovered about the best methods for managing water quality.

New York and Tokyo: Global Cities as Essential Hubs for Our Collective Future

Throughout, cities have faced repeated pronouncements of their demise. Yet, as centers of soft power, cities adapt, persevere, and ultimately, reinvent themselves to thrive. Photo: Orbon Alija / Getty Images On August 24, 2020, in the dog days of the New York summer and at the peak of the COVID-19 pandemic, comedian Jerry Seinfeld wrote an op-ed for The New York Times titled "So You Think New York Is 'Dead' (It's not.)" The king is dead, long live the king! "Real, live, inspiring human energy exists when we coagulate together in crazy places like New York City," wrote Seinfeld. Cities change, "They mutate. They re-form. Because greatness is rare. And the true greatness that is New York City is beyond rare." In fact, megacities around the world have been experiencing similar trends related not just to the novel coronavirus--climate change, natural disasters, population shifts, and transformations in business, infrastructure, and transportation will all shape the contours of the 21st century. New York City's own history--when and why it has been pronounced "dead" during the last century--is instructive in and of itself. Other megacities of consequence should take note and take heart, especially Tokyo, which will be under the microscope in a new way as it prepares to host the Olympic Games in today's unprecedented environment. History repeats itself In the tensions of living in the present time, it's easy to forget New York City's long history of disaster, recovery, growth, and innovation--the 1918-19 influenza epidemic, the seasonal threat of polio, the scourge of HIV-AIDS, and the current pandemic, all define the city's history. In October 1975, New York City, America's largest and wealthiest city, narrowly averted bankruptcy. Refused rescue by the federal government and President Gerald Ford, the city was saved only through the beneficence of the city's own Teacher's Retirement System pension fund, which made up a $150 million shortfall. The next day, the Daily News headline shouted "Ford to City: Drop Dead." We survived, and we thrived! Then there was 9/11, 20 years ago this September, when the U.S. rallied around the city. New Yorkers cheered as heavy equipment driven from across America arrived to help clear the devastation, and were joined by the entire nation in mourning those who were lost. Along came the 2008 financial crisis, sounding another death knell for New York. Today, we know from past history that what has closed will reopen, or be reborn in a different form. And we'll be here to celebrate. Global cities generate soft power Like Tokyo, London, or Paris, New York is a global center for arts and culture, a place where diverse creative arts flourish and inspire people in close proximity, where there is always space for tradition and innovation, and a place, too, for those who come for entertainment. But whether in Japan, Europe, or America, whether in the arts, innovation, or civil society, the soft power of a global city is so much more than the sum of its parts. It is a treasure trove of history, a platform for the future, a home for diversity, and an incubator for social change. What is soft power and why do we need it? The term "soft power" was crafted by Harvard political scientist Joseph Nye in the 1980s, and is now widely used in a foreign policy context. As a 2004 Foreign Affairs review of Nye's book, Soft Power; The Means to Success in World Politics noted: "Nye argues that successful states need both hard and soft power--the ability to coerce others as well as the ability to shape their long-term attitudes and preferences... But overall, Nye's message is that U.S. security hinges as much on winning hearts and minds as it does on winning wars." Almost two decades later, soft power--the cultural, intellectual, and social bonds that bring diverse countries and societies together for mutual understanding--has become a critical component of American foreign policy. This is especially important for the U.S.-Japan alliance, as most recently evidenced by Hideki Matsuyama's thrilling Masters Tournament win and President Biden hosting Prime Minister Yoshihide Suga as the first head of state to visit the White House during his tenure. As I've written before, based on my experience from the State Department, "innovative and entrepreneurial partnerships based on shared objectives--economic growth, stability, and more--will be the engine for increased security and prosperity." In other words, the future of diplomacy will not only be national, but subnational, where megacities like Tokyo and New York will shape their own destinies based on the partnerships that their leaders--political, business, and civil--can forge together in the best interests of their constituents. Japan Society and New York As the President and CEO of Japan Society, my work is to take the Society's mission into its second century, to be the deep connection, or kizuna, that brings the United States and Japan together through its peoples, cultures, businesses, and societies. From our New York headquarters, which opened to the public 50 years ago, we are looking toward the next half century knowing that we will be defined not so much by our now-landmarked building but by our digital and ideational impact. Our future can only be enhanced by continuing to exchange with our friends in Tokyo and beyond. Long before soft power was defined, in the radical days of 1960s New York, Japan Society supported international exchange in the arts between Japan and the U.S. through fellowships and grants to Japanese artists and students, among them Yayoi Kusama, Yutaka Matsuzawa (Radicalism in the Wilderness: Japanese Artists in the Global 1960s), Shiko Munakata (Improvisation in Wood: Kawamata x Munakata, fall/winter 2021), and many others who made history in the arts in both the U.S. and Japan. Now, performing arts commissions and gallery exhibitions at Japan Society build on and evolve U.S.-Japan cultural exchange even as Japanese traditional and contemporary artists have been mainstreamed into New York's major cultural institutions. Our work continues--in arts and culture, education, business, and civil society. Even as the COVID pandemic recedes through continued social distancing practices and increasing vaccinations, the changes it has wrought on the ways we work and communicate are here to stay. Remote work, flexible schedules, and collaboration and connectivity across time zones all predate the pandemic but were scaled up at a rate that was previously unimaginable. While physical borders closed to travelers, virtual ones opened --and technology has allowed us to engage and convene with those near and far like never before. We at Japan Society are committed to finding new connections and building new bridges outside of New York City, starting with Tokyo and then the rest of the world. Our 37 other Japan-America sister societies across the United States have much to offer even as New York remains an essential global stage and financial platform. Partnerships will ultimately define the future of which global hubs thrive and where populations gravitate post-COVID. As we continue our mission for the future of the world, and for the U.S.-Japan alliance, I'm incredibly optimistic for Japan Society and for New York City's long-term evolution. First Commercial-Scale Wind Farm in the U.S. Would Generate Electricity to Power 400,000 Homes

The Vineyard Wind project, located off the coast of Massachusetts, is the first major offshore wind farm in the United States. It is part of a larger push to tackle climate change, with other offshore wind projects along the East Coast under federal review. The U.S. Department of the Interior has estimated that, by the end of the decade, 2,000 turbines could be along the coast, stretching from Massachusetts to North Carolina. "While the case for offshore wind power appears to be growing due to real concerns about global warming, there are still people who fight renewable energy projects based on speculation, misinformation, climate denial and 'not in my backyard' attitudes," says Karl F. Schmidt, a professor of practice in Villanova University's College of Engineering and director of the Resilient Innovation through Sustainable Engineering (RISE) Forum. "There is overwhelming scientific evidence that use of fossil fuels for power generation is driving unprecedented levels of CO2 into our atmosphere and oceans. This causes sea level rise, increasing ocean temperature and increasing ocean acidity, all which have numerous secondary environmental, economic and social impacts." Schmidt notes that what's often missing for large capital projects like the Vineyard Wind project is a life cycle assessment (LCA), which looks at environmental impacts throughout the entire life cycle of the project, i.e., from raw material extraction, manufacturing and construction through operation and maintenance and end of life. These impacts, in terms of tons/CO2 equivalent, can then be compared with the baseline—in this case, natural gas/coal power plants. "With this comprehensive look, I suspect the LCA for an offshore wind farm would be significantly less than a fossil fuel power plant," says Prof. Schmidt. Complementing the LCA should be a thorough, holistic view encompassing the pertinent social, technological, environmental, economic and political (STEEP) aspects of the project, notes Prof. Schmidt. "This would include all views of affected stakeholders, such as residents, fishermen, local officials and labor markets. Quantifying these interdependent aspects can lead to a more informed and balanced decision-making process based on facts and data." "At Villanova's Sustainable Engineering Department, we've successfully used both the LCA and STEEP processes... for many of our RISE Forum member companies' projects," notes Prof. Schmidt.
