Expert Research: Hurricanes and Natural Disasters Linked to “Grocery Tax” for Lower-Income Americans
Research from Goizueta’s William Schmidt uncovers the disproportionate impact of natural disasters on low-income families’ access to essentials. Global warming is accelerating severe weather with cataclysmic outcomes for communities all over the world. In 2023, the hottest year on record, no fewer than 23 weather-related disasters struck the United States. These natural disasters claimed hundreds of lives and caused $57 billion in damage. Recently, the federal government has come under scrutiny for uneven aid response to communities affected by hurricanes, fires, and flooding in America. William Schmidt But might there be other factors at play that see disadvantaged groups more vulnerable to the impact of severe weather events? Weighing into this is award-winning research by Goizueta Business School’s William Schmidt, associate professor of Information Systems and Operations Management. He and Xabier Barriola from INSEAD Business School look at the effect of three major hurricanes in the U.S. in the last 20 years. They find evidence of higher paid prices for basic groceries in the aftermath of each storm that disproportionately impact lower-income communities in affected states. In fact, says Schmidt, when severe weather hits communities, these families end up paying anywhere between one and five percent more relative to high income households for essential food and goods. This puts a major strain on already-strained resources in times of massive disruption. "We see a spike in the prices paid for household groceries of up to five percent hitting low-income groups immediately after a major storm hits." William Schmidt “Then you have to factor in the reality that poorer households spend around eight times more of their disposable income on basic groceries than high-income households,” says Schmidt. “It becomes clear that the aftermath of severe weather is harder for them to bear. And in our research, this is an effect that lasts for months, not weeks or days.” Exposing Hidden Costs on Those Hit Hardest To get to these findings, Schmidt and Barriola worked from a hunch. They figured that in low-income areas, a lack of infrastructure, lower-quality construction, and fewer grocery store outlets could translate into supply shortages in emergencies. Ensuing stockouts might then lead to knock-on price inflation for customers. These are low-income families for whom inflation has serious and significant consequences, Schmidt says. "We know that inflation hurts poorer communities. High-income families have the option of switching between high and low-priced goods according to needs or preference. But families with lower incomes are already purchasing low-priced groceries." William Schmidt “When there are disaster-induced stockouts to their preferred products, those families are forced to substitute to higher priced groceries,” Schmidt continues. Then there’s retailer behavior. Following large environmental disasters, store managers may be unable to keep necessities in stock. Under those circumstances, it is difficult to justify running promotions or implementing planned price decreases. To test these ideas, Schmidt and his colleagues looked at data from the weeks and months following Hurricanes Katarina (2005), Ike (2008), and Sandy (2012). They decided to pinpoint those locations immediately impacted at the county level. To do so, they used major disaster declarations issued by the federal government at the time. Then they integrated this with detailed grocery store sales data provided by Information Resources Inc (IRI) with zip code-level household income and demographic data from the U.S. Census Bureau. With each hurricane, the researchers looked at IRI data covering 30 different product categories and around 200 million transactions over a 12-week period. Schmidt and his colleagues then ran a set of analyses comparing prices paid by communities before and after each hurricane. They also contrasted price increases paid by low-income and high-income households as well as communities outside of the areas affected by the storms. Crunching the Numbers “Doing this triple-difference regression analysis, we find that lower-income communities pay an average 2.9 percent more for their groceries. That’s in the eight weeks following each of these disasters,” says Schmidt. "The effect varies. But it is roughly commensurate with the overall economic damage wrought by each hurricane, with Katrina being the worst. Here low-income families were seeing a 5.1 percent increase in the cost of food and basic goods, relative to richer households." William Schmidt The study points to a variety of mechanisms driving these effects. As Schmidt and his co-authors hypothesize, there is evidence that the same disruptions lead to fewer price promotions. They also see more frequent stockouts of low-priced goods. At the same time, there’s a shift in household purchasing from low to higher-priced products. These effects are long-lasting, says Schmidt. According to the study, post-hurricane inflation in the prices paid by consumers continues to affect poorer families for eight or more weeks. This amounts to months of economic hardship for those least resilient to its effects. Schmidt calls this “permanent inflation.” Pursuing Equity in Crisis Operations managers and policymakers should factor these findings into emergency relief efforts, say Schmidt and his colleague. The goal should be to service communities more equitably. So, there should be more thought to the provision of essential food and household goods. Also, there should be a particular focus on those most vulnerable to natural disasters and their effects. Current disaster nutrition relief programs are typically short. Authorities might do better by vulnerable communities by also extending things like cash and voucher programs, says Schmidt. And they should prioritize the ordering, shipment, and warehousing of essential goods. “Our research shows that hurricanes cost certain groups of Americans more than others in the longer run. The permanent inflation on food stuff and household necessities that we find constitutes an additional burden on part of our national fabric. The 2024 Cision State of the Media Report is jam-packed with all sorts of detailed PR info which can be somewhat overwhelming. But there's an important theme to be found in the data. Kudos to the team at Cision for running this survey that polled over 3,000 staff journalists and freelancers, which is now in its 15th year. The big takeaway for me? Give journalists what they want. Sounds simple enough. Yet, with so many organizations competing for media attention amidst a sea of new AI-enabled platform hacks, many need to focus on the fundamentals of media relations, which this report nicely captures. The media is inundated with pitches. So, the secret to success lies in understanding what jobs journalists have to do and giving them what they need to file their stories…fast. According to the Cision 2024 survey, at the top of the journalists' wish list are: Topical Relevance (68%): Understanding the target audience and what they find relevant. Access to Experts (52%): Connecting journalists with experts and setting up interviews. Credible Data and Research (48%): Providing data and key research. Speed of Response (47%): Responding quickly to inquiries and respecting journalists’ deadlines. In short, journalists want relevant pitches, expert connections, and credible data, and they want it ASAP so they can meet their deadlines. While the Cision report outlines many other best practices that will undoubtedly improve your coverage rate (such as helping journalists quickly source multimedia assets like images), I want to focus on the importance of nailing these first four rules. Rule #1: Pitch Relevant Topics to Journalists Irrelevant pitches not only waste a journalist's time but also damage your credibility. In fact, 77% of journalists in the Cision study cited being spammed with irrelevant pitches as a reason to block a PR professional or put them on the "do not call" list. The study also reported that journalists are "fed up" with follow-ups to unsolicited pitches. Now, only 8% of journalists think it's okay to follow up more than once to check on a story they have pitched. Rule #2: Get Your Experts in Front of Journalists Connecting with credible expert sources is time-consuming. Joint research conducted by ExpertFile and the Associated Press revealed it takes on average, over 2 hours for journalists to secure an expert source for an interview. We can do better than that. As a PR/Media Relations pro, one of your "superpowers" needs to be the ability to spot a story opportunity and get your subject matter experts lined up for the media interview. This is an area where journalists see comms and media pros playing a vital role inside the organization. But if your pitch "sounds like a marketing brochure" the Cision survey shows that 55% of journalists would add you to their naughty list. One of the best ways to avoid this trap and enrich your story is to bring experts and their unique, specialized knowledge to the interview. That means ensuring you are attributing the source of your blog posts to experts in your organization and including links to their expert profile in your pitch. Enclosing a link to an outdated, boring biography on your website or a LinkedIn profile that hasn't been updated since the Yankees last won the World Series (2009), won't score points with journalists. Rule 3: Provide Journalists with Credible Data and Key Research Providing this information not only supports your story but also builds trust. Ensure that your pitches include the latest research findings, statistics, and data from reputable sources within your institution. This evidence-based approach enhances the credibility of your pitches and increases the likelihood of them being picked up by the media. While primary data is best, if you are curating data from other sources, it's critical to cite sources and, ideally, create derivative insights that help the journalist look at the information in a fresh way. But their ability to critically analyze economic data from trusted sources such as the US Census Bureau or the European Union and generate unique, often counterintuitive or provocative insights is what sets them apart from other experts. Rule #4: Help Meet the Journalist's Deadline Journalists often work under tight deadlines and timely responses from PR professionals. If you are a "serious player" you need protocols and processes to quickly respond to media inquiries and get your expert sources lined up to provide the necessary information and insights to meet same-day deadlines. This shows journalists you respect their time and are a reliable source and you will be on speed dial for future stories. Are You Pitching Effectively? Here’s a few tough questions. Answer truthfully. Are You Personally Wasting Time Pitching? How much time do you spend pitching the media vs. responding to inbound media opportunities? Data from Propel Media shows 97% of media pitches fail. While journalists open approximately half of the pitches they receive they only respond to an average of 2.99% of the pitches. Yet the Cision data shows that it's not always your fault. Why? Well, unless you're a gifted psychic, you simply can't know for sure how a journalist is going to react to your pitch. That's why more media departments and their PR agencies are cutting back on spammy pitch activities and moving to more strategic activities that get more traction. With the extra time they save, they can focus on promoting their experts online where journalists are actively searching for credible sources. The result is more qualified inbound inquiries from journalists genuinely interested in interviewing your experts. And that means a lot less anxiety about meeting your media coverage targets. Are You Wasting Journalists' Time? Is your newsroom or media relations page set up to allow journalists to quickly serve themselves 24x7? Can they easily search by specific topics to find an expert within seconds to help meet their deadlines? Or are you expecting them to email or call you for help. Employers who don’t step up to help with workplace supports may make informal caregiving ‘an even tougher role,’ Baylor University researcher says (Image credit: iStockphoto) People who care for their parents outside of their full-time jobs — and are unpaid for their help — experience considerable disruption of their workplace routines. Many are not getting employer support because it is not offered or because they do not feel able to use it, even if it is available, according to a Baylor University researcher. “A big and overwhelming consequence of America’s aging population is that so-called sandwiched caregivers, typically middle-aged, are caring for ailing parents while trying to work full-time and raise their own children,” said Matthew A. Andersson, Ph.D., assistant professor of sociology in Baylor University’s College of Arts & Sciences. “It’s no wonder we see such high rates of work interruption among caregivers. “But what’s particularly troubling — and what’s new in this study — is that employees who are experiencing work interruption are much more likely to say they have unmet need for workplace support than those who manage to keep working at the same pace,” he said. “This tells us that employers may not be stepping up to connect informal caregivers with workplace supports they need. That makes informal caregiving an even tougher role.” About three fourths of informal (unpaid) caregivers have at least a mild interference, such as working partial rather than full days, and about one quarter express an unmet need for workplace support, Andersson said. “That means they need help from one of six potentially useful workplace programs we looked into — such as eldercare referral or financial counseling. Yet they’re still not getting that help, even if their employer provides access to it.” The study — “Strapped for Time or Stressed Out? Predictors of Work Interruption and Unmet Need for Workplace Support Among Informal Elder Caregivers” — is published in the Journal of Aging and Health. About one in four employed U.S. adults provides informal care for a parent, in-law or other family member older than 65, according to the United States Census Bureau. This number is projected to grow as the population continues to age and as many continue to live into their 80s or beyond. Researchers from Baylor, Louisiana State University and the University of Iowa analyzed data from 642 individuals at a large public university who were informal caregivers for anyone 65 or older, often parents, spouses or friends. Unmet needs for caregiving support are about twice as common among employees whose work is interrupted, suggesting a strong link between unmet needs and lapsed work performance, researchers said. Those interruptions ranged from mild ones, such as adjusting work hours, to more severe ones, such as moving from a full- to a part-time job position to taking a leave of absence or even early retirement. While the study focused on the association between unmet needs for workplace support and work disruption among informal elder caregivers, researchers also examined how much unmet needs and work interruptions are linked to such factors as caregivers’ personal or job characteristics; their physical and psychological well-being; and the caregiving particular situations, including time weekly, necessary travel, number of individuals assisted and their health conditions — among them physical limitations, independence issues, chronic conditions and mental illness or cognitive impairment. Among their findings: Nearly three-fourths of the informal caregivers experience mild or severe work interruption. More than half of those who serve as caregivers 10 or more hours weekly reported severe interruption of work. More than 40 percent of caregivers reported being involved in caregiving 10 or more hours weekly; most care-providing (60 percent) took place within the household or less than 30 minutes away. While caring for one family member was most common (68 percent), a sizeable number oversaw two or three. Most (70 percent) assisted individuals with chronic health conditions; 80 percent cared for people with physical limitations. Caregivers with several work interruptions were especially likely to care for those with mental illness or cognitive impairment. “We know that informal caregiving is becoming more common and more complicated due to the multiple health conditions of care recipients and the all-too-familiar work-family conflict,” Andersson said. “First, we need to do more research not just on individual caregivers but on caregiving networks,” he said. “Because informal caregiving can be so difficult and time-consuming, it’s usually too much to ask of one person. It’s not uncommon for multiple family members to get involved. “Second, we need to get employers more involved in the reality of this pressing situation. This study examined the unmet needs of caregivers in a large workplace where these supports are, in theory, available to everyone. Yet, caregivers weren’t taking advantage — even when they thought they should be.” To combat that, “supervisors should see their power for what it is: they shape culture more than they realize,” Andersson said. “Work teams should be structured so that absences can be taken in stride when family duties are pressing. This places a burden on supervisors to model how long-term success involves, first and foremost, taking care of yourself and your family.” Employee training should involve clarity and communication about available supports and how to use them. “Using them should not be a source of guilt,” Andersson said. “And it definitely does not mean an employee is not valuable or productive.” Previous research has found that workers who care for the elderly have more stress, decreased health, more work-family conflict, greater financial burdens, strained relations with co-workers and diminished self-esteem. Additional duties may lead to lost productivity as well as missed training opportunities or diminished job skills. #Expert Insight: US Firms 20 Years Out of Date on Customer Diversity
Diversity, equity, and inclusion have steadfastly risen to the top of corporate agendas in the U.S. and elsewhere over the course of the last few years. From 2022, all 100 of the Fortune 100 companies had clearly-defined diversity, equity, and inclusion (DEI) initiatives outlined on their websites—good news for their workforce, suppliers, and distributors. But what about their customers? A landmark new study by Goizueta Business School’s Omar Rodriguez-Vila finds that while intra-organizational DEI efforts are robust, many U.S. firms are lagging behind societal reality when it comes to fully representing diversity in their marketplace actions. Rodriguez-Vila finds that in terms of skin type, body type, and physical (dis)ability, actions by the top 50 American brands are a good 20 years behind the current demographic makeup of the country. Rodriguez-Vila, who is a professor in the practice of marketing at Goizueta, has teamed with Dionne Nickerson of the University of Indiana’s Kelley School of Business, and Sundar Bharadwaj of The University of Georgia’s Terry College of Business, to measure brand inclusivity; a term that he and his colleagues have coined to describe how well brands serve underrepresented consumer communities. Inclusive brands, he says, are those that “enhance consumers’ perceptions of acceptance, belonging, equity, and respect through their actions and market offerings.” To assess how well some of the biggest firms are doing in terms of this kind of marketplace inclusivity, Rodriguez-Vila worked with a team of full-time MBA and undergraduate students[1] to assess the 50 most valuable brands across 10 consumer-facing industries. Using machine learning and human coders they analyzed these brands’ social media posts on Facebook, Instagram, and TikTok, looking for patterns of representational diversity across four measures: skin type; body type; hair type; and physical ability. Altogether, they processed just short of 11,000 social media posts made between June 2021 and July 2022. What they find is stunning. “We used our data to apply the Simpson’s Diversity Index (SDI) to the population of social media posts by the largest brands in the United States. The SDI is a commonly used equation to measure the diversity of a population,” says Rodriguez-Vila. According to the 2020 U.S. Census, the racial diversity index of the country is 61 percent, and has been consistently increasing over the past 20 years. Applying the SDI calculation to measure the diversity in social media messages is a novel idea and one that provides clarity on the state of inclusion in brand communications, he adds. We found that the racial diversity index of social media messages by the top U.S. brands was just 41%. The last time the racial diversity index was in that range was in the year 2000. Omar Rodriguez-Vila In other words, the racial diversity these brands are collectively representing in their messages is 20 years behind the reality of the country. Interestingly, this lag between representation and demographic reality is common to brands in virtually all of the industries studied—from airlines to fashion, consumer packaged goods to financial services, hospitality to retail. The only sector that bucks the trend in any substantive way, he says, is beauty; even then this is likely only because beauty firms have come under fire for underrepresenting Black and non-white customers in the recent past. “Brands’ social media is typically more nuanced and comprehensive than advertising, so it’s more telling as a measure of what they prioritize. And by this measure, we’re seeing systemic bias across a majority of industries,” says Rodriguez-Vila. “Some, like beauty, fare better than others, but then beauty arguably has the strongest business case for diversity.” That being said, there is a robust business case for organizations across all industries to do better in marketplace inclusion. Not only does representational diversity have the potential to open up new markets, new customer bases, and areas for expansion, but “Feeling represented and included matters to everyone,” says Rodriguez-Vila. “To understand the importance of inclusion to customers we used a discrete choice model where people made trade-offs between price and a collection of product features in order to understand the factors that motivated them to make a purchase,” he explains. “We tested a sample of consumers looking to buy sportswear, and we added representation of diversity and inclusion as a characteristic, to see if it had any impact on their choices.” Again, the results are stunning. On average, 51 percent of customers took inclusion into account as a primary driver of athletic apparel choices. Inclusion was a priority driver of choice among 38 percent of consumers in historically well-represented communities—slim, white, able-bodied people. When Rodriguez-Vila and his colleagues expanded the analysis to other historically under-represented groups they found a significantly greater impact. Here, inclusion was a primary driver among 61 percent of plus-size, Black consumers and for 87 percent of consumers that identified as non-binary. In other words, inclusion can be a critically important factor to a majority of customers who are making decisions about whether to purchase products and services, or not. The marketplace is changing, says Rodriguez-Vila, and brands need new ways of understanding their customer base if they are to avoid missing out on opportunities. To this end, he, Nickerson and Bharadwaj are working with three of the firms in their study, piloting a range of interventions designed to accelerate marketplace inclusion. They have partnered with Sephora, Conde Nast, and Campbells to roll out specific practices both in the workplace and the marketplace—from advocacy to communication and commercial practices to things like greater diversity in marketing operations, and in talent recruitment practices. Early indicators are promising, says Rodriquez-Vila. “Our work is set to deliver tools that will help firms normalize and institutionalize marketplace inclusion as a function of their day-to-day operations. And it’s exciting to see a shift in thinking about DEI—from an exclusive focus on the workplace and how you eliminate bias within the organization, to practices that are geared also to eliminating bias in the way you serve markets.” Looking to know more? Podcast: UK’s first non-white prime minister is ‘big moment’ – but can Rishi Sunak survive?
Academic focuses on importance of UK having its first prime minister of Indian descent Rishi Sunak’s personal family history could be seen as a testament to the ‘British dream’, as he is also ‘richest man’ ever to sit in the House of Commons But his ability at restoring economic stability and tackling cost-of-living crisis will decide his fate at the polls Having the first non-white leader of the UK is undoubtedly a “big moment” in the history of British politics, according to an academic at Aston University. But, although he may be able to count on the British Asian vote at the next general election, Rishi Sunak faces a major challenge to remain in No 10 due, in part, to the growing number of Conservative MPs intending to stand down. Mr Sunak’s rise to become Britain’s first Asian and first Hindu leader has been discussed by Dr Parveen Akhtar, a senior lecturer and deputy head of politics, history and international relations at Aston University. Dr Akhtar, who has studied across Europe and authored a book on British Muslim politics, was speaking as part of the latest episode in the 'Society matters' podcast series, presented by journalist Steve Dyson. She said Rishi Sunak benefitted from a “privileged upbringing”, but also married into wealth in the form of the daughter of Indian billionaire N R Narayana Murthy, co-founder of information technology company Infosys. With the couple having a combined wealth of £730 million, Parveen said Rishi Sunak can “allegedly lay claim to another title – the richest man to ever sit in the House of Commons”. A “scandal” over his wife’s non-domiciled tax status had even threatened to end Sunak’s career less than a year ago. But she added: “Whatever the mixed feelings are around his personal fortune, this is nevertheless a big moment. Becoming the first non-white leader of the UK is important. It’s important for the country and it’s important for the UK’s ethic minority communities too.” Dr Akhtar, who is currently writing a new book on the politics of Pakistan and Pakistanis abroad, said Rishi Sunak’s paternal grandparents were from Gujranwala, which is in present-day Pakistan. Sunak, himself, was born in Southampton, but his father Yashvir, a family doctor, and mother, Usha, a pharmacist who studied at Aston University, were born and brought up in present-day Kenya and Tanzania respectively.However, they joined an exodus of Asians from East Africa in the second half of the last century, fuelled by Idi Amin’s wholesale expulsion of Asians from Uganda in 1972. Sunak’s “cultural affinity” lies with his Indian roots, Dr Akhtar said, including being a practising Hindu, and he himself had said that ‘British Indian’ is what he ticks on the census. She added: “The Sunaks’ personal family history could be read as a testament to the British dream: the idea that the UK is a land of opportunity where, no matter who you are, if you work hard, you can make it right to the top. The formula for success is simple: head down, hard work perseverance.” While Sunak was privately educated at Winchester, and went on to study at both Oxford University in England and Stanford University in the US, he has spoken about various jobs, including being a waiter in an Indian restaurant. Dr Akhtar said that, in some ways, the Conservative Party has a “lot to be proud of” when it comes to promoting ethnic minority colleagues, as reflected by three key posts in Liz Truss’s short-lived administration, and Suella Braverman as the current Home Secretary. Sunak’s own heritage could prove to be an asset in strengthening ties and negotiating trade deals with other countries, with India’s Prime Minister referring to him as the ‘living bridge’ of UK Indians, and US President Joe Biden describing his success as a ‘ground-breaking milestone’. But can an unelected Sunak win the next election amidst soaring inflation and the cost-of-living crisis? Dr Akhtar replied: “These are challenging times to be at the helm of the ship, a ship which many in his party appear to be jumping off, given the number of Conservative MPs who have announced their intention not to stand at the next general election. “If, in the coming months, people feel further fiscal pain, if there are prolonged strikes by teachers and nurses, firefighters and railway workers, if the NHS is overwhelmed this winter, then no matter how slick Sunak’s PR messaging, he will not be elected come election time.”

Georgia Southern launches Asian Studies Digital collection
Georgia Southern University Libraries and Nalanda Roy, Ph.D., recently launched a digital collection, “An Integral History: Asian Studies Digital Archive.” The archive provides a curated collection of multidisciplinary resources in support of the Asian American and Pacific Islander community in the United States. Contributions are curated from Digital Commons, the University’s open-access institutional repository, and highlight Georgia Southern’s scholarly and cultural assets related to the Asian Studies minor. The collection represents faculty and student research, books, videos, community resources and campus events. “The Asian Studies Digital Archive is an important addition to Georgia Southern’s collections because developing an understanding of other cultures will create a cultural awareness,” said Roy, an associate professor of international studies and Asian politics and coordinator of the University’s Asian Studies program. “It will also teach us to have more meaningful interactions with others around us, and celebrate our differences and similarities.” Each May, Asian American and Pacific Islander Heritage Month is observed to recognize the Asian Americans and Pacific Islanders who have contributed to American history, society and culture. #Experts in the media - Political science professor discusses 2020 Census data
The 2020 Census is out - and media are coming to Georgia Southern University to help breakdown the numbers and explain the details about how it all impacts Georgia. America is becoming more diverse, according to new data from the 2020 Census. Analysts say the biggest jump came, in the multiracial category. It went from nine million in 2010 to 33.8 million in 2020. That’s a 276 % increase. The Latino and Asian communities also saw big jumps. A political science professor at Georgia Southern says this data has a big impact on local communities. “Another thing is the redistricting process in general. The results of the Census are going to have a big impact on the redistricting process this year in state legislatures. For instance, some states are losing representatives, and some states are gaining representatives,” Kimberly Martin, Ph.D., assistant professor of political science and international studies, said. While Georgia and South Carolina are keeping the same number of representatives, Martin says the Census affects funding, and also gives lawmakers an idea of how demographics in their districts have changed over the past decade. Social Work is Advancing Addiction Science Research
Tens of thousands of Americans die from drug use and addiction every year, with overdoses killing over 63,000 people in America in 2016, according to the National Institute on Drug Abuse. Add in deaths linked to alcohol overuse and tobacco, and the number climbs above half a million Americans. The collective work of several researchers at the USC Suzanne Dworak-Peck School of Social Work, in collaboration with other USC faculty and outside organizations, is advancing knowledge of substance use disorders. Social work has become a hub where researchers and practitioners drive understanding and improve treatment for this disease that impacts millions of families each year. “Either as a cause or consequence, addiction relates to every problem we deal with in social work,” said John Clapp, professor and associate dean for research and faculty development at the USC Suzanne Dworak-Peck School of Social Work. Addiction’s complexity The social work field is uniquely poised to help effect change because of its holistic approach to individual well-being and the public good. According to Clapp, substance use disorder problems are inherently ecological, impacting and being impacted by individuals, families, peers, neighborhoods, communities and public policy in complex and dynamic ways. Untangling those causes and effects and interdependencies is one part of the solution. The other part is understanding that simple solutions may stay out of reach. “We will not find a one-size-fits-all answer,” said Clapp. Looking at addiction as a genetic, psychological or sociological issue only shows one piece of the overall cause. A comprehensive approach is essential, he said, especially when statistics from the National Institute on Alcohol Abuse and Alcoholism (NIAAA) show alcohol use disorders alone as the third leading cause of preventable death in the world. A hub for addiction science The need for a transdisciplinary response to this worldwide crisis was behind the 2018 creation of the USC Institute on Addiction Science (IAS), a joint venture between social work and the Keck School of Medicine of USC, with membership from 10 different schools, colleges and hospitals. Its vision is to strengthen the discipline of addiction science and improve the lives of those touched by the disease. Clapp is co-director of the institute and one of its founding architects. IAS is quickly becoming the foremost place for a broad effort focused on addiction that brings together researchers from the fields of public health, social work, law, public policy, mathematicians, computer engineers and others in recognition of the promise of new approaches to longstanding problems. The USC Suzanne Dworak-Peck School of Social Work has eight faculty making substantial contributions to the prevention of addiction-related disorders as members of the IAS: Professor Avalardo Valdez, associate professors Julie Cederbaum and Alice Cepeda, and assistant professors Jordan Davis, Shannon Dunn, Jungeun Olivia Lee, Danielle Madden, and Hans Oh. “Social work brings one of the broadest perspectives on the underpinnings and solutions to the addiction crisis,” said Adam Leventhal, director of IAS and professor of preventive medicine and psychology at Keck. “By approaching addiction as a health condition and a social justice issue, social work brings to the table the opportunity for high-impact, multi-modal intervention and social policy approaches, which are needed to address the addiction epidemic.” A holistic approach Social work faculty are raising the bar in addiction science research, developing new and novel approaches to improving outcomes for those affected by addiction. In a study recently published in Addiction, a multidisciplinary team lead by Davis and Clapp found gender differences in the risk factors for relapse following treatment for opioid use disorder. The study was the first in this field to use machine learning techniques to process large data sets and identify risk factors for relapse, said Davis, who also serves as associate director of the USC Center for Artificial Intelligence in Society (CAIS). The findings may result in more personalized treatment for opioid use disorder with lasting results. This dovetails with additional research Davis is conducting with computer science engineers at CAIS to collect and input neighborhood and census data into their models in an effort to better understand how these macro variables affect relapse. “We are finding that data points such as crime statistics, population density and concentrated poverty tend to be some of the most important predictors of relapse, over and above individual-level predictors such as impulsivity, motivation or gender,” Davis said. These findings echo Clapp’s description of addiction as ecological and point to the need for holistic solutions. “These machine learning techniques are helping us gain an apparent picture of what the most important factors are surrounding someone’s recovery,” Davis said. “Environment matters greatly.” Davis is also collaborating closely with Eric Pedersen, associate professor at Keck School of Medicine at USC, on several research efforts examining substance use among veterans. Most recently, they have assembled a survey group of approximately 1,200 veterans whom they survey quarterly about their well-being. A recently conducted survey of the group found that veterans with PTSD prior to the COVID-19 pandemic were now managing their symptoms with more frequent alcohol and cannabis use. Another joint research endeavor between the two is examining the use of mindfulness smart phone apps to help reduce substance use in Operation Enduring Freedom/Operation Iraqi Freedom veterans with PTSD and alcohol use disorder. Where well-being and inequalities intersect Jungeun Olivia Lee also seeks to decode the network of relationships between socioeconomic status, adverse childhood experiences and drug use. Her experience as a social work practitioner working directly with clients drives her motivation to demonstrate to policymakers what she sees as a linkage between unemployment, economic stress and substance use disorders. She is lead author on a paper published in Nicotine & Tobacco Research that found unemployment may advance nicotine addiction among young adults, rather than the idea that nicotine addiction may lead to unemployment. Lee’s research interests lie at the intersection of substance use and co-occurring mental health, social inequalities (such as poverty and low socioeconomic status), and adverse childhood experiences. She is interested in combining these three areas of inquiry to explore their influence on addictive behavior that can persist over generations of at-risk families, such as adolescent mothers and their children. Her memories of working directly with clients struggling with the impact of addiction remain clear in her mind. When Lee hears policymakers and others suggest that individual willpower will solve substance use disorder problems, she has a straightforward response: “People are not born with addiction.” In her view, many factors contribute to the triggered distress, including socioeconomic status and adverse childhood experiences. Lee is exploring an idea with other IAS researchers to investigate the relationship between financial strain and employment uncertainty and addiction. “Individual circumstances, such as losing a job, certainly influence substance use, but policy-level decisions, such as the generosity of unemployment insurance, can mitigate the impact,” she said. Transdisciplinary collaboration with social scientists, psychologists and medical researchers at IAS and across the USC campus enriches and amplifies her work. “We are breaking down discipline-specific silos and bringing new and valuable perspectives to this work,” she said. “The synergy is both useful and inspiring.” Looking ahead Researchers also hope to spark interest in the field among the next generation. A new minor for undergraduate students in addiction science was introduced at USC in Fall 2020. The minor is an interdisciplinary collaboration of the Keck School of Medicine, the USC Suzanne Dworak-Peck School of Social Work, the USC School of Pharmacy and the USC Dornsife College of Letters, Arts, and Sciences. It is designed to provide students with a transdisciplinary approach to understanding and treatment of the broad spectrum of addiction-related problems. The goal of addiction science research and education is to improve the long-term effect of addiction treatment and save lives. As society’s understanding of the cause of addiction grows, researchers like those in the school of social work and the IAS strive to bridge the gap between science, practice and policy to positively impact outcomes for those affected by addiction.

Exploring the direct link between drug abuse and the internet
Drug overdoses account for a staggering number of deaths in the United States. In 2017 alone, more than 70,000 U.S. citizens died from opioid overdoses, a number that eclipses the death toll due to traffic accidents, gun violence, or HIV in the same year. Among the academic community, media and national organizations such as the Drug Enforcement Agency (DEA) and the Food and Drug Administration (FDA), there is a growing consensus that the internet plays a key role in enabling access to illicit drugs in America. As far back as 2005, the DEA referred to the internet as an “open medicine cabinet; a help-yourself pill bazaar to help you feel good.” But until now, the jury has been out about whether online platforms actually drive substance abuse among internet users. Research by Anandhi Bharadwaj, vice dean for faculty and research and Roberto C. Goizueta Endowed Chair in Electronic Commerce, along with doctoral candidate Jiayi Liu 22PhD, casts compelling new light on this issue. Their paper, Drug Abuse and the Internet: Evidence from Craigslist, was published in March 2020. By using data from Craigslist, one of the largest online platforms for classified advertisements, the researchers found a significant uptick in drug abuse in areas where Craigslist had become active in the last decade or so. Launched in San Francisco in 1995, Craigslist is a location-specific site that has been spreading to different U.S. cities in a staggered fashion since 2000. As the site has grown, so too have the number of illicit, user behaviors that exist in tandem with the many positive services it offers. Among these are prostitution and the sale of controlled or illicit drugs. The internet: a pipeline for narcotics Historically the sale and purchase of illegal drugs has happened in physical spaces—streets and urban areas prone to certain boundaries and limitations, not to mention the risk of arrest or potential violence. The internet has changed the game in two key ways. First, there is the simple mechanism of buyer-seller matching. Dealers and buyers transact online, which is more straightforward, faster and cuts through many of the risks associated with physical interaction. Simply put, it’s easy to buy drugs online. Second, there is the issue of anonymity. Research has documented how human beings behave differently when we believe our identity is shielded from others. We are prone to take more risks under the cloak of anonymity. Working off these two premises, Bharadwaj and Liu hypothesized that the internet not only facilitates the sale and purchase of drugs—it must also proactively spur supply and demand. To put this to the test, they documented the U.S. cities and counties where Craigslist has become operational since 2000 and then analyzed three other key variables: total number of people admitted into drug treatment facilities in different counties between 1997 and 2008, county-level drug abuse violations, and number of deaths caused by overdose per county. Eager to understand how this new access to drugs online might also be impacting people at a demographic and socioeconomic level, the researchers merged this data with statistics on age, ethnicity and poverty from the U.S. Census Bureau. Additionally, the authors compiled information about income and unemployment, crime and arrests from the Bureau of Labor Statistics and the FBI respectively. What they found was stunning. Not only is there a marked increase in drug-related treatments (14.9 percent), violations (5.7 percent) and deaths (6.0 percent) wherever Craigslist becomes operational in a city or county; the momentum of increasing drug abuse also continues to grow over time in that area. And that’s not all. Economic disadvantages—poverty, unemployment and lower standards of education—are typically associated with a higher risk of substance abuse. But the findings suggest that in fact it’s the wealthier, higher-educated groups—especially among whites, Asians, and women—that are more likely than others to engage in drug abuse once Craigslist starts operating in an area. In fact, they conclusively found an uptick in this kind of behavior where crime and drug abuse had been less prevalent previously. In other words, where drugs are becoming readily available online, there is a dramatic increase in new and first-time users. Retailers such as Macy’s, Nordstrom and Urban Outfitters have announced they will temporarily shutter stores and car maker Honda will close six U.S. plants for a week. Earlier, in-person service at restaurants and bars was ceased. R. Andrew Butters, assistant professor of business economics and public policy at the Indiana University Kelley School of Business, cautions against making general assessments about COVID-19’s economic impact across the country. “Assessing the economic impacts of this pandemic -- and the range of policy responses enacted -- or being considered; however, might be harder to predict and have the potential to be even more uneven. For instance, take the most recent response of closing in-person dining at bars, and restaurants after the first confirmed death in Indiana was announced on Monday. Citing the of example restaurants, “According to the most recent economic census data, on the dimension of annual sales per capita coming from restaurants and other eating establishments, the state of Indiana is less dependent on this sector of the economy than other neighboring states Illinois and Ohio, that have enacted similar responses. On this particular dimension, one could view the economy of Indiana being somewhat insulated relative to its Midwest neighbors. “In sectors like airline travel and hotels, net bookings are down across the board -- and at unprecedented levels. How long travelers stay at home will have a lasting impact on the distribution of foregone revenues experienced at restaurants, bars, and hotels across the country. “An empty seat, or hotel room, contributes zero to GDP. This is especially true in a country like the US, as the demands for air travel and lodging vary across different parts of the country. Some areas of the country with peaks in demand over the spring months (e.g. Arizona and Florida) are likely to be especially vulnerable. Other areas with peaks in travel and recreational demand later in the year, (e.g., some areas of New York and Minnesota) might be less impacted, if the health concerns of travel are mitigated over the next couple of months. “There are many factors one can point to as contributors to a sharp rebound in economic activity, after the impact of the health concerns of the virus are subdued. These factors include the current personal savings and unemployment rates. As more varied -- and reflective -- economic and financial data comes in from areas affected by the global supply chain/consumption disruptions created by this virus (see, e.g., Brave-Butters-Kelley Business Cycle Indices and National Financial Conditions Index), it will be imperative that public policy makers work in concert with the most recent assessments of the depth and duration of this crisis to ensure the stabilization of local and national economies.” Butters can be reached at 812-855-5768 (o), 630-699-4868 and rabutter@indiana.edu.
