Every Voice and Vote Matters

It's the right of every citizen - and with a presidential election less than two weeks away, a team of social workers from UConn are working to make sure every voice is heard as the U.S. choses a new leader on Nov. 5. Voting Is Social Work - a campaign led by Tanya Rhodes Smith, director of the Nancy A. Humphreys Institute for Political Social Work at the UConn School of Social Work - is getting a lot of attention for its work engaging social workers to help empower some of the most vulnerable and disenfranchised groups to get registered and cast their ballots in local elections. “Voting is complicated, and it’s intimidating, especially for vulnerable populations, like the unhoused, the formerly incarcerated, or those living in congregate care,” says Rhodes Smith. “We know that being a non-voter is a very isolating space, because voting is highly relational. Campaigns generally ignore non-voters— you don’t get campaign materials, or someone knocking on your door. Information on candidates in state and local elections in communities with low turnout can be very hard to find or even nonexistent.” That’s where social workers, explains Rhodes Smith, can play an important role in helping disenfranchised voters understand their rights – and register to vote. Money, Power, and Resources As co-founders since 2015, UConn’s Humphreys Institute has been the institutional home for Voting Is Social Work. Also known as the National Social Work Voter Mobilization Campaign, Voting Is Social Work supports nonpartisan voter engagement as central to social work’s mission, ethical mandate, and impact. “We’ve always believed that social work has the power to transform democracy,” says Rhodes Smith, “and we believe every social worker – and social service agency – should include nonpartisan voter engagement into their practice and work. Because we reach non-voters – those who are least likely to vote.” October 16 - UConn Today It's an initiative catching attention across the country. Research has linked voting to higher earning and education, better health outcomes, and lower rates of recidivism. But education is key, particularly for individuals with special circumstances, like the formerly incarcerated, people living in congregate care, and the unhoused. Homelessness comes with a new, unique set of challenges during an election cycle. However, homeless residents have protections, including voting rights. Nationwide, only 10% of unhoused people vote each year, according to the Institute of Political Social Work at the University of Connecticut. Many social workers in Connecticut are working to educate unhoused residents about their voting rights, according to UConn Social Work professor Tanya Rhodes Smith, director of the Nancy A. Humphreys Institute for Political Social Work. “When you ask somebody if they would like to check their voter registration, they may say, ‘I'm not eligible,’ or ‘I've never voted,’ and that's really important information for you to know,” Rhodes Smith said. “It really tells a story about them.” About 60% of eligible voters turnout in presidential election years, but increasing voting rates is important for local elections as well, Rhodes Smith said. “When you have 10% to 15% [voter turnout], that's not an accountable government, that's a government that's accountable to the 10% to 15%,” Rhodes Smith said. “We've seen it over and over in Bridgeport, that nothing changes because that turnout rate doesn't go up, and so there is no accountability when you have an unhealthy democracy.” October 10 - WNPR Looking to know more about this important work? If so, let us help. Finding your college fit

With the college admissions application season in full swing, Robert Alexander, University Dean of Enrollment Management at Rochester, offers some perspective for all high school seniors as they begin to navigate the process and ultimately make a decision that is a match made, not a prize to be won. "When considering academic fit, don’t spend a ton time, energy and money trying to reverse engineer a way to game the system to find your way in. You don’t want to end up somewhere and find that you’re struggling just to keep your head above water, or that you’re swimming with sharks in a cutthroat and competitive environment. Once you identify a few characteristics that are important to your fit, then you can broaden your aperture to a range of schools that meet some of those parameters—the right size, campus type, focus, selectivity, and academic programs offered. "When it’s time to start filling out college applications, discern how you’ll tell YOUR story: in your essay or short answer responses; in how you determine which teachers you’ll ask to write recommendation letters; and in topics you raise in an interview. Remember, colleges aren’t looking for a single perfect archetype student, but rather a diverse array of students who are interesting in different ways. In fact, more important than someone who might be the “perfect applicant” is someone who acknowledges they’re not flawless, but wants to strive to become better. Find ways to convey what’s authentically you, emphasizing your strengths, but including some areas where you want to grow and change, and maybe some vulnerabilities, too. "As far as financial fit, don’t eliminate any college that seems like a great fit for you just because of the published sticker price. Colleges are required to have a net price calculator on their website. But the only way to know your exact cost is to apply for admission, academic merit scholarships, and federal and state grants."

Villanova Professor at the Forefront of Work to Tackle Quantum Threats

Securing Our Future Against Quantum Threats Security and privacy are values that everyone cherishes. No tech user wants their personal information getting into the wrong hands, which is why we have security measures in place to protect our private data: face ID to unlock our phones, two-factor authentication to log into banking apps and fingerprint technology to securely enter any system—from a computer to your front door. Encryption codes are used on each of these platforms to encode private data and allow only authorized users to access it. These measures are put in place to protect us, but new advancements in technology could soon challenge these secure systems that we have come to know and trust. Quantum computers are extraordinary machines capable of solving problems far beyond the scope of today’s standard computers. Although these computers are not commercially available, scientists harness their power for experimentation and data storage. Quantum computers excel in scientific development, but they may also prove to be a threat to existing technology that we use in our daily lives. Experts predict that by 2035, quantum computers could crack the very encryption codes that secure everyday transactions and data. Jiafeng Xie, PhD, associate professor of Electrical and Computer Engineering at Villanova University, is at the forefront of this battle, using his Security and Cryptography Lab to strengthen security measures against the threat of quantum computers. The Rise of Post-Quantum Cryptography Since quantum computer advancements are accelerating at an unprecedented pace, post-quantum cryptography (PQC) has emerged as a critical area of research and development. Scientists who study PQC are working to come up with new algorithms to encode our sensitive data, with a goal of being installed after quantum computers crack our current encryption systems. Without these new algorithms, once quantum computers break our current codes, sensitive data—whether personal, corporate or governmental—could be left vulnerable to malicious actors. The core problem of our current encryption system lies in the foundation of public-key cryptosystems. Public-key cryptography is a method of encryption where the user logs into a system using their own private “key”, and the back end of the system has a “key” as well. A “key” is a large numerical value that scrambles data so that it appears random. When a user logs in, their “key” can decrypt private information held by the public “key” in the system to ensure a secure login. This security method is safe right now, but these systems rely on mathematical principles that, while secure against classical computing attacks, are vulnerable to the immense processing power of quantum computers. At the heart of the vulnerability is Shor's algorithm, developed by MIT computer scientist Peter Shor in 1994. As Dr. Xie explained, “Shor invented an algorithm to solve prime factors of an integer that can supposedly run on a quantum computer. This algorithm, if run on a large-scale mature quantum computer, can easily solve all these existing cryptosystems' mathematical formulation, which is a problem." The realization of this potential threat has spurred an increased focus on the development of post-quantum cryptography over the past decade. The goal is clear: "We want to have some sort of cryptosystem that is resistant to quantum computer attacks," says Dr. Xie. In 2016, the National Institute of Standards and Technology (NIST) began the process of standardizing post-quantum cryptography. In July 2022, NIST selected four algorithms to continue on to the standardization process, where they are currently being tested for safety and security against quantum computers. The standardization process for these new algorithms is intensive, and two of the candidates that were announced for testing have already been broken during the process. Scientists are in a race against time to increase the diversity of their algorithms and come up with alternate options for standardization. The urgency of this shift to post-quantum cryptography is underscored by recent government action. The White House released a national security memo in 2022 stating that the U.S. government must transition to quantum-resistant algorithms by 2035. This directive emphasizes the critical nature of post-quantum cryptography in maintaining not just personal but national security. Villanova’s Security and Cryptography Lab Once a new algorithm is selected by NIST, it will need to be embedded into various platforms that need to be secured—this is where Dr. Xie’s Security and Cryptography Lab comes in. This lab is actively conducting research into how the newly selected algorithm can be implemented in the most effective and resourceful way. The lab team is working on developing techniques for this new algorithm so that it can be embedded into many different types of platforms, including credit cards and fingerprint technology. However, there are significant challenges in this process. As Dr. Xie explains, "Different platforms have different constraints. A chip-based credit card, for example, has limited space for embedding new encryption systems. If the implementation technique is too large, it simply won’t work.” Another arising issue from this research is security. During the application of this new algorithm, there's a risk of information or security leakage, so Dr. Xie is always on the lookout for developing security issues that could cause problems down the road. The Future of Post-Quantum Cryptography The implications of PQC are widespread and extend far beyond academic research. As Dr. Xie points out, "All existing cryptosystems, as long as they have some sort of function—for example, signing in or entering a password for login—all of these systems are vulnerable to quantum attacks." This vulnerability affects everything from banking systems to small-scale security measures like fingerprint door locks. The scope of this transition is massive, requiring updates to encrypted systems across all sectors of technology. His goal is to ensure that these new cryptographic systems are flexible enough to be applied to everything from small devices like credit cards and drones to large-scale infrastructure like data centers and military equipment. Although researchers are hard at work now, the future of post-quantum cryptography is not without uncertainties. Dr. Xie raises an important question: "When quantum computers become available, will the algorithms we develop today be broken?" While the newly developed algorithms will theoretically be secure, vulnerabilities can emerge when implementing any kind of new security system. These potential vulnerabilities highlight the importance of conducting this research now so that the new algorithms can go through intensive testing prior to being implemented. Despite these challenges, Dr. Xie emphasizes the importance of being prepared for this new reality. "Society as a whole needs to be prepared with this kind of knowledge,” he says. “A new era is coming. With our current security systems, we need to have revolutionized change. On the other hand, we should not be panicked. We just need continued support to do more related research in this field.” More extensive research is required to ensure that our privacy is protected as we enter a new era of quantum computing, but labs like the Security and Cryptography Lab at Villanova are a step in the right direction. Although the “years to quantum” clock is ticking down, researchers like Dr. Xie are well on their way to ensuring that our digital infrastructure remains secure in the face of evolving technological threats.

Aston University is leading a new £5.5 million EU research project to explore converting existing telecommunication fibre-optic cables into sensors which can detect natural hazards, such as earthquakes and tsunamis, and assess the condition of civil infrastructure. The project is called ECSTATIC (Engineering Combined Sensing and Telecommunications Architectures for Tectonic and Infrastructure Characterisation) and is part of the Horizon Europe Research and Innovation Action (RIA), which aims to tackle global challenges and boost the continent’s industrial competitiveness. Converting telecom fibres into sensors requires new digital signal processing to overcome the limited data storage and processing capabilities of existing communication networks. To address this the project will use localised, high performance digital processing that will integrate artificial intelligence and machine learning. The researchers’ goal is to minimise algorithms’ complexity while providing extremely accurate real-time sensing of events and network condition. The new laser interrogation and signal processing technologies will be tested using existing fibre optic networks, including those underwater, in cities, and along railway infrastructure to assess their potential. Delivered by a consortium of 14 partners across seven countries, from academic and non-academic sectors, the research will start in February 2025 and will last three and a half years. The Europe-wide team will be led by Professor David Webb who is based in the Aston Institute of Photonic Technologies (AIPT). Professor Webb said: “There are more than five billion kilometres of installed data communications optical fibre cable, which provides an opportunity to create a globe-spanning network of fibre sensors, without laying any new fibres. “These traverse the seas and oceans - where conventional sensors are practically non-existent - and major infrastructures, offering the potential for smart structural health monitoring.” Professor Webb will be joined by fellow researchers Professor Sergei Turitsyn, Dr Haris Alexakis and Dr Pedro Freire. Ghoulish discovery: Exploring YouTube's role in the rise of belief in the paranormal

In recent years, YouTube has become an influential platform for various communities, notably for enthusiasts of the paranormal and ghosts. Paul Brewer, University of Delaware communication professor, set out to see how this happens and what we can learn from this in terms of how individuals perceive other messaging that may sit at the fringes of mainstream belief. During the 1990s, a big wave of research erupted on how media messages might influence people's belief in paranormal topics with popular television shows like “Alien Autopsy” and “Crossing Over with John Edwards.” A second wave of research occurred in the mid-2000s in response to cable television series such as “Ghost Hunters” and “Finding Big Foot.” Since then, the media landscape has evolved beyond traditional outlets like print, television and radio to include multimedia, such as YouTube, TikTok and other platforms. In his latest work, published in the journal Cyberpsychology, Behavior and Social Networking, Brewer looked beyond consuming paranormal television to include the use of social media, especially YouTube. “If you think about the paranormal, YouTube is a platform that seems like an especially plausible candidate to shape people's beliefs because seeing is believing—and it is a very visual storytelling medium,” said Brewer. "It’s not just a fun, kooky idea to study. About half the public believes in UFOs and almost half the public believes in ghosts and haunted houses, even though these phenomena aren't recognized by mainstream science." By way of example, Brewer pointed to a fictional documentary-style show that claimed the National Oceanic and Atmospheric Administration (NOAA) knew about mermaids and was hiding evidence for them, including real video footage. The show included disclaimers, but viewers ignored them, revealing an important detail about the power of belief. Brewer is available to speak more broadly on the topic and his findings. The FAA is going to give Boeing much less in the way of the benefit of the doubt when it comes to the design of planes, which could very much constrain its production system. So it’s going to mean that planes might take a little longer to get off the production line and into the hands of airlines."

Now a Category 5 hurricane, Milton is making a beeline toward Tampa Bay and other parts of Florida's western coast. But it will also hit some of the same areas that Hurricane Helene decimated less than two weeks ago, amplifying the danger and need for an on-point disaster response. Experts in the University of Delaware's Disaster Research Center can talk about several facets of this developing situation: Jennifer Horney: The mental and physical impacts of multiple disasters; environmental impacts of disasters and potential public health impacts for chronic and infectious diseases. She can talk about both Milton and Helene – Horney is a native of North Carolina and has done fieldwork in the state. DIY’ing Grief: How Modern Memorials Help Us Navigate the Death of Loved Ones

Americans really don't want to talk about it: Everyone dies, and everyone will experience the death of a loved one. Grief is a universal human experience – and a very challenging one – with its range of difficult emotions and processes. Baylor University researcher Candi Cann, Ph.D., has made it her life’s work to study death and dying. In fact, the associate professor of religion in the Baylor Interdisciplinary Core, is known as a “death scholar,” with media outlets ranging from NPR’s Science Friday to the Washington Post seeking her expertise about the impact of remembering (and forgetting) in shaping how lives are recalled, remembered and celebrated. Cann is the author of “Virtual Afterlives: Grieving the Dead in the Twenty-first Century,” and her research on modern grief has found that some Americans – in a move away from organized religion – have lost the grieving framework that prayer and Christian practices traditionally offered. She calls that framework the “syntax of grief” – the common language once rooted in religious practices – that has evolved over the generations, prompting people to seek more personal ways of expressing grief and memorialization customs. “This new language of mourning is being defined by the culture, rather than religious ritual,” Cann said. “And these new practices are emerging at the grassroots level in response to a popular need to express grief through more personal expressions in almost a do-it-yourself or DIY approach.” These DIY or modern remembrances – such as virtual memorials, tattoos and using cremains in creative ways – can help individuals navigate the grieving process. Virtual memorialization With contemporary grieving practices shifting from the physical to the online world, Cann said these virtual memorialization spaces, such as social media and memorial websites, are just as real and meaningful as physical spaces and can offer a shared space for more people to share in their grief. For example, Cann said funeral services have evolved to incorporate digital services such as a virtual memory page or guest book or live-streaming wakes. Social media profiles and websites are created as virtual locations for people to remember and mourn those who have died. “The internet can democratize grief. It allows people a way to have these conversations about the dead that they may not be able to do on an everyday basis,” Cann said. “You know, you’re at work and you’re grieving, but it’s not really an appropriate conversation. In this way, you can go online and leave a message and find a community of people who are also grieving with you.” Tattoos Tattoos have become a popular way for individuals, especially younger people, to carry their grief with them, Cann said. The inked images can function as a badge or emblem for the person, they tell stories, honor meaningful moments and allow people to carry their grief with them in both literal and virtual ways. "Tattoos allow people to occupy the space as a mourner, while also continuing to carry on with their everyday activities. Many people get tattoos to symbolize their first loss, like their grandparent or pet,” Cann said. “Though the body has disappeared, is remapped onto living flesh to become a symbol of mourning in a world where mourning is denied.” Use of cremains A growing trend is incorporating cremains (cremated remains) into various objects like tattoos, jewelry, records or even fireworks. This practice offers a portable and customizable way to keep a connection with the deceased, which is not an option with burials, Cann said. “Cremation has become much more widely accepted and much more widely practiced because it's cheaper, more economical, but also because of the options of what can be done with cremains in memorial,” Cann said. “Cremains are portable and divisible, so you can share them with other people. Plus, you can carry them in ways that disguise the fact that they are ashes, such as putting cremains in a locket.” The conversation These more personal expressions and do-it-yourself solutions to memorialize a death allow people to find places where they can feel and experience their grief more readily and move from the loss into a place of restoration, Cann said. While death is complete and universal, finding ways to grieve – from the traditional to the contemporary – helps process the loss, but it’s just as vital to have that difficult conversation about preparing for the death of loved ones. “I encourage everyone to have difficult conversations about death and discuss your wishes with your loved ones about what you want when you die,” Cann said. “Allowing death to be part of regular discussions can help your family and your friends deal with their sorrow when you die because the everyday practical matters of sorting through your estate or figuring out what you would have wanted are not compounding the grief. Multi-sector partnership leads to first practical pilot of vehicle-to-grid power

A multi-pronged effort led by corporations, industry associations and an academic research institution has launched the first practical pilot project of “vehicle-to-grid” power (V2G) set up so that industrial participants can scale it at low cost. Invented by the University of Delaware, V2G uses batteries in parked EVs to support the electric grid or to provide backup during power failures. This pilot is the first targeted toward large scale expansion, because it follows standards (by SAE and UL), uses production EVs (with UD modifications), complies with utility requirements, and qualifies for wholesale power markets. The pilot has been implemented by Delmarva Power (an Exelon Company), working with UD. The project has set up an electric utility fleet of EVs to begin providing power to balance the electric grid, using Ford Mach-E EVs in the Delmarva Power fleet, and following new rules of the Federal Energy Regulatory Commission (FERC) for distributed energy resources. These Delmarva Power fleet vehicles are driving for utility operations during normal work schedule and provide wholesale grid services for PJM Interconnection when parked. The cooperative effort was organized by Prof. Willett Kempton, originator of the V2G concept. Kempton said the resulting demonstration is significant because it shows a cost-effective pathway for standards based, regulatory-compliant, mass-manufactured V2G. “Our close collaboration with Ford Motor, based on our joint Memorandum of Understanding, was very productive. Ford engineers’ advice helped us fully integrate the car’s CAN communications with LIN-CP,” Kempton said. “Ford already markets a production EV with home backup power, and they have a sophisticated understanding of potential EV synergies with the electric power grid. We hope that collaborations like this will also help OEMs like Ford to see a path to incorporation of these new standards and technologies into production EVs.” The new standard for V2G signal definitions were finalized and approved just this year thanks to UD Research Professor Rodney McGee, Task Force Chair of the SAE standards development for J3400 (NACS) and J3068. (SAE was formerly called Society of Automotive Engineers.) “These standards define the signaling to standardize low-cost AC charging, with all the functionality needed for safe operation of V2G and backup power from an EV. Both these standards implement a signaling method that is new to EV charging, called LIN-CP, yet is built from easy-to-implement automotive technologies,” McGee said. UD’s MOU with Ford Motor Company allowed the two parties to cooperate on implementing sophisticated signaling for low-cost, high-functionality V2G. UD designed a retrofit package for proof of concept. The design was led by UD Postdoc Garrett Ejzak and used a bidirectional on-board charger and the new LIN-CP commands to make the Mach-E capable of sophisticated V2G. After testing at UD, the design was installed in four Delmarva Power fleet Mach-Es, to test these systems in a real-world fleet operating environment. In addition to proving these new SAE standards, this project also shows that EVs can be high-value grid services providers to the electric system under the new FERC Order 2222 regulations. This new Federal rule enables small resources to collectively participate in electric markets to make the electric grid more reliable and more capable of incorporating fluctuating renewable power sources. PJM Interconnection, which manages the electric grid over 13 states, is participating under a Pilot Project agreement with the Delmarva Power demonstration, as an early proof of PJM’s new rules to meet FERC Order 2222 compliance. “The use of virtual power plants, such as aggregations of electric vehicles, is an emerging resource type that can contribute to managing the energy transition by providing flexibility and other services needed to reliably operate the power grid,” said Scott Baker, Sr. Business Solution Analyst – Applied Innovation for PJM. “We look forward to working with Delmarva Power and the project team to test the technical capabilities of V2G electric vehicles and understand how this use case integrates with PJM’s new market construct for virtual power plants and DER Aggregators.” Delmarva Power’s parent company, Exelon Corporation, is also a partner providing support for the project. Project partner Nuvve Holding Corporation (Nuvve) updated their charging stations for full LIN-CP and V2G capabilities. Then project partner Delmarva Power installed four Nuvve charging stations at their facility in Newark, Delaware. The four individual Mach-Es are virtually combined into one V2G “power plant” by aggregation software from Nuvve Holdings. Nuvve CEO Gregory Poilasne described this: “Our Nuvve charging stations now talk LIN-CP and implement the new SAE standards. This enables our GIVe aggregator software to tap high functionality V2G EVs,” Poilasne said. “By combining EVs as a single power resource, our technology is already serving as a “Distributed Energy Resource Aggregator” as specified by FERC Order 2222.” The EVs’ performance and provision of grid services will be monitored over the next year by UD and Nuvve to provide documentation on their use both as fleet vehicles and as grid resources.
