Experts explore the gap between research and practice in disaster management

The COVID-19 pandemic has attracted public attention to crisis management globally, writes Aston University's Oscar Rodriguez-Espindola. Although authorities and international organisations are still actively and diligently trying to mitigate the impact of the pandemic, some of the attention is shifting towards understanding the decisions made and learning from our experience. Indeed, this experience has inadvertently shown different areas for improvement for emergency management systems. The experience gained during the pandemic should lead governments and organisations to refine crisis management processes to prepare for challenges ahead. Leveraging research and specialist groups have been essential to support and inform decisions, as these can provide key insights guiding policy decisions. However, the integration of research and practice should not take place at the response stage only, but as part of the core crisis management system at every stage. It is crucial to maintain and strengthen the relationships between research and practice forged during the pandemic for different emergencies in the future. With the increasing number of different disasters happening and the threats stemming from climate change, it is not surprising that between 1994 and 2013 around 1.35 million lives have been claimed annually by natural disasters. Therefore, the value of partnerships between research and practice needs to be strengthened and implemented globally. Academics from Aston University in the UK and the Universidad Autónoma de Occidente in Mexico have investigated the current status of the integration of research and practice for crisis management. A systematic literature review of decision models for humanitarian logistics has been used to understand the way these models have reflected the real conditions experienced by decision-makers and catered to their priorities. Afterwards, interviews with two civil protection authorities of the state of Sinaloa, Mexico, have been undertaken to understand the conditions faced by them for crisis management, their processes and their view of decision models to support crisis management in the country. Next, a multicriteria decision analysis was used to capture their preferences regarding the objectives set for humanitarian operations to develop an analysis of their priorities. Practice needs to be informed by research, but for that guidance to be impactful, research needs to have a thorough understanding of the conditions and challenges faced by practice. The literature focused on models for humanitarian logistics has shown that the engagement of academics with practitioners in the design of solutions to support decision-making has been declared in less than a quarter of the contributions, as shown in Table 1. That means the design of solutions is based on prior secondary information or founded on a theoretical basis, which is not necessarily reflecting the current reality faced by authorities. It is noteworthy that there is an increasing trend in the number of articles involving practitioners in recent years, with more than half of them published in the previous three years. Despite that growth, however, the relative percentage of contributions incorporating practitioners has never been beyond 40% of all the models published in any year, which highlights that there is still a long way to go to support research development. Table 1: Involvement of practitioners in the design of models for humanitarian logistics Our interviews highlighted that authorities perceive the potential of systems to improve information management forecasting and decision-making, but they also unveiled the concerns about these systems providing unrealistic or unfeasible solutions. Optimisation models are formulations in which a metric is maximised or minimised subject to a series of constraints. If the objective does not reflect the objectives and priorities of decision-makers, then results can be less relevant for decision-makers. For instance, models solely aiming to minimise cost would struggle to give useful solutions to authorities focused primarily on providing support to all the victims equally. Therefore, the lack of involvement from decision-makers can lead practitioners to be cautious about using decision-making models. To examine the link between contributions in the literature and the objectives and priorities of authorities, data about them was gathered and analysed using a technique known as Fuzzy-TOPSIS. The purpose was to identify the importance given to different objectives by authorities for different activities in order to rank them based on importance as shown in Table 2. Although humanitarian logistics are characterised by a focus on the overarching ideas of saving lives and reducing suffering, it is still surprising to note that cost was the least important objective for authorities. Conversely, more than three-quarters of the models surveyed are using cost as the main objective function, which makes it the most prominent objective in humanitarian logistics. As preferences from authorities seem considerably more focused on maintaining a reliable flow of support, with high levels of service and ensuring to reach the most affected population, our findings suggest a misalignment between research and practice. Hence, neglecting to incorporate practitioners in decision-making models for humanitarian logistics can lead to omitting their needs and priorities, rendering the models less effective to provide workable solutions. Table 2: Ranking of objectives from civil protection authorities Additionally, it is important that research guides and influences practice in relevant aspects for further development. For instance, understandably, the chaotic and urgent conditions faced by authorities in humanitarian logistics force them to prioritise response over any other considerations. Our interviews confirmed this, as they mentioned that even though sustainability is becoming a crucial element in regular times, it is undermined by the urgency of the response and only included in recovery activities. This is an aspect worth looking into because research has shown that sustainability can be integrated into crisis management, even with the potential to provide improvements in terms of efficiency. Hence, a more thorough integration between research and practice would allow to positively influence activities on the field based on findings and results proposed and tested by cutting-edge investigations. Overall, our findings suggest that despite the increasing remarks about the intention of joining research and practice, there is still a significant divide between them. Reducing that divide can be beneficial for both sides. More practice-informed research can allow to development of feasible solutions that can enhance the support provided to disaster victims in practice, whereas more research-informed practice can provide stronger foundations for effective decision-making and guide research to focus on key aspects to make it more impactful. Therefore, it is essential to put more emphasis on integrating research and practice from the roots, to make their interaction more fruitful. Current trends seem to be going towards that direction, especially with the current focus on the impact on research, but further efforts are required to motivate researchers and practitioners to work together to improve crisis management. Aston University partners with business to develop antimicrobial surfaces to prevent spread of infection

A leading London based architectural metalwork company, specialising in the design, fabrication and installation of bespoke metal products has entered into a Knowledge Transfer Partnership (KTP) with Aston University, with the aim of developing antimicrobial coatings as a way to reduce infection in high risk environments. The Aston University research team will work with John Desmond Limited to develop high end metallic products that can be used where there is a high risk of the spread of bacteria. The antimicrobial coating will be developed for use in communal areas on products such as handrails, balustrades, push plates, door handles and faceplates, – all of which are common in high traffic areas such as hospitals, doctors surgeries, dental practices, schools and transportation hubs. A Knowledge Transfer Partnership (KTP) is a three-way partnership between a business, an academic partner and a graduate, called a KTP Associate. The UK-wide programme helps businesses to improve their competitiveness and productivity through the better use of knowledge, technology and skills. Aston University is the leading KTP provider within the Midlands. Microbiologists from Aston University’s College of Health and Life Sciences and materials scientists from its College of Engineering and Physical Science will establish the effectiveness of the antimicrobial coatings against a panel of bacteria under a range of conditions to further optimise the surface performance. The team will support John Desmond Ltd to establish an in-house microbiology laboratory to enable extensive testing of the developed coatings which will be carried out under lab conditions. Information from the lab tests will provide supporting evidence to prospective clients of the antimicrobial coating’s efficacy, expected lifespan and performance under varying conditions. Ian Desmond, owner of John Desmond Ltd, said: “We are very excited to be working with Aston University on this ground-breaking project to develop industrial coatings capable of reducing the spread of infection within public spaces. “We are confident that with the expert knowledge and experience that the Aston University team brings to this collaboration, we will succeed in formulating a potent cost-effective means to protect all of us from the threat of micro-organisms, and their impact on the environment in which we live and work.” The Aston University academic team consists of Dr Tony Worthington, associate professor in clinical microbiology and infectious disease; Professor Anthony Hilton, and executive dean of the College of Health and Life Sciences, and Dr Richard Martin from the Aston Institute of Materials Research in the College of Engineering and Physical Science. This project is an exciting opportunity to develop new antimicrobial coatings that will significantly reduce the transmission of microorganisms from touchpoint surfaces such as door handles and handrails." The research team have found that claims for the effectiveness of the anti-microbial properties of products already on the market are not always backed with scientifically rigorous evidence. As a result of this, these products have not been able to penetrate markets such as healthcare, where generic claims are not sufficient for buyers to change suppliers. This KTP will establish a body of testing and efficacy data which will support the application and use of antimicrobial coatings in a range of settings where control of bacteria on environmental surfaces is critical for infection prevention and control. Pothole project to pave way to smoother roads

• Joint research project will combine effort and expertise of pavement engineers, material scientists and computational fluid dynamics experts • Project to look at improving quality, longevity and accessibility of the highway network • Aston University will be working with University of Nottingham and seven other industrial partners including Highways England and the Road Surface Treatment Association A project which will be the driving force behind the redesigning of roads and changes in road repairs could revolutionise the way potholes are repaired, and road surfaces are designed. The three-year collaboration, ‘Prevention and Management of Road Surface Damage’, is being led by Mujib Rahman, professor in civil engineering, Department of Civil Engineering at Aston University and Dr Nick Thom of the University of Nottingham. The project will combine the efforts and expertise of pavement engineers, material scientists and computational fluid dynamic experts from both universities. The research aims to improve the design and construction of roads to minimise surface damage caused by water freezing and thawing, and general wear and tear from traffic. It also will be looking at how to change the science behind road repairs and maintenance. Research will be looking at two main elements: - Enable the design of roads to prevent surface damage from water and environmental factors - Introduce a change in the management of road repair and create a more durable repair of the road surface. . Professor Rahman said that smoother roads were critical to the nation as the 250,000 miles of paved road, valued at £750 billion, which is the network for deliveries of goods and services across the UK. But he added potholes and damage to roads had become ‘increasingly problematic’ for all users. “We want to drive out the pothole epidemic that has overcome the UK in recent years. Due to record breaking rainfall, extreme cold weather and tight financial constraints on highway authorities, this situation has become much worse. This has been combined with the lack of longevity in some repairs” he said. Dr Nick Thom, from the Nottingham Transportation Engineering Centre Research Group, said: “The expected deliverables are material specifications and maintenance guidelines designed – like a Covid vaccine – to stop this disease of the road in its tracks. In the main this will be about doing better with currently-used resources, but, given the expected slump in future oil production with consequent loss of bitumen supplies, the search will also be on for alternative viable high-performance products.” The project has been funded by Engineering and Physical Science Research Council (EPSRC) and will be running until March 2024. Wastewater Hazards in Southwest Florida Spark Environmental Concerns Across the State and Beyond

Over the last week hundreds of millions of gallons of wastewater have spewed from a former fertilizer plant in Piney Point, Florida, which was abandoned in 2001 and taken over in 2006 by the Florida Department of Environmental Protection. The location is adjacent to Tampa Bay, a 400-square-mile body of water that separates Tampa, Clearwater and St. Petersburg and is full of fish, crabs, seagrass, dolphins, manatees and seabirds of every kind. The state plans to close Piney Point, scientists are trying to forecast what comes next and environmentalists fear algal blooms and fish kills (also known as fish die-offs). “There are hundreds if not thousands of these waste storage ponds in the United States and each one is a ticking time bomb,” says Villanova University’s Metin Duran, PhD, an expert on the biological processes of environmental engineering, including public health microbiology and biological processes for waste management. “The last major disaster was in December 2008, when a 40-acre pond used by Tennessee Valley Authority for the coal-burning Kingston Fossil Plant collapsed. The aftermath included damage to the area’s ecosystem and lawsuits.” Regulations regarding waste storage ponds are at the state level, and they aren’t very strict, says Dr. Duran. “Though there are strict design and groundwater monitoring requirements to ensure waste does not cause groundwater pollution, these waste impoundments are prone to have issues under extreme weather events, such as heavy rains. With the increased frequency of such events recently, there is a risk that more of such may fail.” Dr. Duran adds that it can be difficult to predict short- and long-term effects of the Florida case, but the reported low-level radioactive contamination could cause major damage to aquatic life and properties—and that phosphorous and nitrogen would cause eutrophication in Tampa Bay as well.

Sustainability Programs at Georgia Southern University recently teamed up with student organization Fashion Menagerie, a group of fashion merchandising and apparel design students, to fight fast fashion by hosting the first campus thrift store on the Statesboro Campus. Fast fashion is a textile trend where clothes are mass-produced to be quickly sold and thrown away. “Tons of textile waste gets dumped from people throwing away their clothes, even the ones that are lightly used, but more clothing is constantly being produced,” said Geneisa Ragin, president of Fashion Menagerie. “This thrift store can help our campus prevent that increase of waste and give students a sustainable way to donate and shop that can discourage fast fashion production.” Cami Sockow, Sustainability Programs coordinator, said in addition to being wasteful, fast fashion is often characterized by poor work conditions, such as underpayment, child labor, physical and verbal abuse, and working long hours. “The social costs of fast fashion are immensely under discussed,” Sockow said. “We largely leave out the social conversation when we discuss sustainability, but this is a great example of how many social costs ensue with our addiction to consumption. So while we pay a low economic cost, we need to start asking ourselves if it is worth the social and environmental ones.” Clothing donors received shopping credits at the thrift store for each item they donate. The thrift store also gave shopping credits for donations of nonperishable food items, hygiene products and cleaning supplies to the Eagle Essentials Food Pantry. Ten Years Later: Japan Society Remembers the Great East Japan Earthquake (3.11)

To Mark the 10th Anniversary of the Triple Disaster, Japan Society Will Present Programming Reflecting Upon the Aftermath, Recovery and Spirit of Resiliency After the Great East Japan Earthquake, tsunami and nuclear disaster devastated the Tohoku region of northeastern Japan on March 11, 2011 (3.11), Japan Society's Japan Earthquake Relief Fund (JERF) raised over $14 million from more than 24,600 donors from all 50 U.S. states and 55 countries, the largest amount raised by a nonprofit not specializing in disaster and emergency relief and the 7th largest fundraising campaign by a U.S. nonprofit organization. Through a series of events and videos leading up to the 10-year anniversary of 3.11, Japan Society invites our community to remember those who were lost, and to look toward Tohoku’s continued recovery. We also extend our sincere appreciation to all who donated to the Japan Earthquake Relief Fund (JERF), which was launched by Japan Society the day after the tragic events of 3.11. Since 2011, JERF has funded more than 65 grant projects and 45 organizations supporting Tohoku’s immediate relief and reconstruction efforts as well as the mid- to long-term recovery of these communities. In 2021, Japan Society has earmarked the remaining funds to support additional projects facilitating community-building and economic recovery in disaster-hit areas where challenges have become further exacerbated by the onset of the global pandemic and additional disasters that most recently struck the region on February 13. Taking advantage of our expertise in bringing together American and Japanese experts, a live U.S.-Japan symposium on March 9, 7-9pm EST, “Resilience & Recovery: A U.S.-Japan Dialogue Ten Years after 3.11”, will feature leading voices from Tohoku, Japan and the U.S. to discuss lessons learned from 3.11 on resilience and recovery from catastrophes. Survival analysis: Forecasting lifespans of patients and products

How long will you live? Should you spring for that AppleCare+ warranty for your iPhone? When will your buddy pay you back for that lunch? For centuries, soothsayers have striven to understand the lifespan of things – be they patient longevity, product lifecycles, or even time to loan default. Nowadays, scientists have turned away from reading tea leaves and toward survival analysis – a complex data science method for predicting not only whether an event will happen (the death of a patient, the failure of a product or machine, default on a payment, and so on) but when this event is likely to occur. But it’s problematic. Until now, the tools of survival analysis have only been applicable in certain settings. This is due to the inherent heterogeneity of what is being analyzed: differences in patient lifestyles, demographics, product usage patterns, and so on. New research by Goizueta Business School’s Donald Lee, associate professor of information systems and operations management and of biostatistics and bioinformatics, has yielded a new tool that greatly extends survival analysis to broader use cases. “Historically, scientists have used classic survival analysis tools to predict the lifespan of different things in different fields, from products to patients,” Lee said. “Since the 1950s, the Kaplan-Meier estimator has been the benchmark for analyzing lifetime data, particularly in clinical trials. The next breakthrough came in the 1970s when the Cox proportional hazards model was introduced, which allows researchers to incorporate variables that can affect the predictability of things like patient mortality.” The problem with the existing survival analysis tools, Lee said, is that they make certain assumptions that can skew the predictions if the assumptions are not met. “There are very few existing tools that can incorporate variables without imposing assumptions on how they affect survival, let alone when there are a lot of variables that can also change over time. For example, two iPhones will have different lifespans depending on the temperature at which they are stored, amongst many other factors. But it’s unlikely that storing your phone at 30 degrees will halve its lifespan compared to storing it at 60 degrees. This sort of linear relationship is commonly assumed by existing tools.” Lee’s team developed a new survival methodology based on something called gradient boosting: a machine learning technique that combines decision trees to yield predictions. The method, Lee said, is totally assumption-free (or nonparametric in technical parlance) and can deal with a large number of variables that can change continuously over time, making it significantly more general than existing methods. Nothing like it has been seen until now, he noted. “Calculating the survival rate of anything is super complex because of the variables. Say you want to create an app for a smart watch that monitors the wearer’s vitals and use this information to create a real-time warning indicator for stroke. Doing this accurately is difficult for two reasons,” Lee explained. “First, a large number of variables may be relevant to stroke risk, and the variables can interact in ways that break the assumptions central to existing survival analysis methods. And second, variables like blood pressure vary over time, and it is the recent measurements that are most informative. This introduces an additional time dimension that further complicates things.” The software implementation of Lee’s method, BoXHED, overcomes both issues and allows scientists to develop real-time predictive models for conditions like stroke. The trained model can then be ported to a watch app to tell its wearer if and when they’re likely to have a stroke, a process known as inferencing in machine learning lingo. The implications, Lee said, are huge. “BoXHED now opens the door for modern applications of survival analysis. In previous research, I have looked at the design of early warning mortality indicators for patients with advanced cancer and also for patients in the ICU. These use other methods to make predictions at fixed points in time, but now they can be transformed into real-time warning indicators using BoXHED.” He cited the case of end-stage cancer patients who are often better served by hospice care than by aggressive therapy. “Accurate predictions of survival are absolutely critical for care planning. In previous analyses, we have seen that using existing predictive models to inform end-of-life care planning can potentially avert $1.9 million in medical costs and 1,600 days of unnecessary inpatient care per 1,000 patient visits in the United States. BoXHED is likely to lead to even better results.” Lee’s research paper is forthcoming in the Annals of Statistics. He has also created an open-source software implementation of BoXHED, which can radically improve the accuracy of survival analysis across a breadth of applications. The paper describing BoXHED was published in the International Conference on Machine Learning, and the latest version of the BoXHED software can be found online. The site-specific installation, conceived by the esteemed contemporary architect Sou Fujimoto in collaboration with Brooklyn-based Popular Architecture, reinterprets major themes from the exhibition and is in dialogue with the gallery’s spaces, highlighting an enduring connection between traditional Japanese wooden construction and modern architecture. Featuring hand tools and joinery techniques that have been used for hundreds of years to build Japan’s wooden architectural masterpieces (from temples and shrines to teahouses and bridges), the exhibition unpacks how the intangible qualities of craftsmanship, such as consummate experience, knowledge, and the honed skills of master carpenters, have been transformed into significant forms of architecture. A diverse array of tools—planes, chisels, saws—have played an important role in the development of architecture in Japan’s history, and this philosophy extends to Japan’s cultural heritage today. Integral to the process of making by master carpenters (tōryo) is their extensive knowledge of the local environment and of wood as a material. Using natural resources and learning from their predecessors’ practices, they construct buildings using a refined methodology. Their philosophy of sustainability—for example, joinery can be restored or repaired as needed by future craftspeople—has been handed down over generations. Themes emerging from the exhibition have been interpreted by the internationally acclaimed architect Sou Fujimoto. His firm, Sou Fujimoto Architects, is based in Paris and Tokyo, and has been selected as site design producer for the 2025 World Exposition in Osaka, Japan. Fujimoto has designed the Serpentine Gallery pavilion in London (2013) among other internationally recognized projects. For this exhibition, Fujimoto has worked with Popular Architecture to explore the coexistence of nature and architecture. “Japan Society has been a home of cultural exchange, and a meeting place of past and present. In this exhibition, traditional Japanese craftsmanship is revealed in a new light by the design of contemporary architect Sou Fujimoto, and it becomes a precious educational opportunity to learn from this history,” says Yukie Kamiya, Japan Society Gallery Director. The building of Japan Society’s headquarters, designed by the architect Junzo Yoshimura (1908–1997), a major figure in 20th century Japanese architecture, opened to the public in 1971, becoming New York City’s first permanent structure designed by a Japanese citizen. It will commemorate its 50th anniversary in 2021. The building resides on land donated by John D. Rockefeller 3rd (1906–1978), former President and Chairman of Japan Society, who sought to revitalize the organization’s activities after World War II. Rockefeller 3rd and Yoshimura first met in Japan in 1951, and their friendship for over two decades resulted in Japan Society’s current building in Manhattan. Since its opening, the building has continued to serve as the central platform for the interexchange of ideas, knowledge, and innovation between the U.S. and Japan within a global context. In 2011, the building was designated landmark status by the New York City Landmarks Preservation Commission. When Practice Becomes Form: Carpentry Tools from Japan explores the connections between techniques, tools, and forms from traditional practices in Japanese carpentry and contemporary design perspectives. Paying homage to Japan Society’s building, where the arts and cultures of Japan and the United States intersect, this exhibition delves into the artistry and craftsmanship of architectural practice. Complementing the exhibition is a series of related public programs, including lectures, a hands-on workshop, and gallery tours. A digital publication illustrated and designed by Nathan Antolik further expands upon the exhibition. This exhibition is organized by Japan Society in collaboration with Takenaka Carpentry Tools Museum, Japan. The exhibition design is by Sou Fujimoto, in collaboration with Popular Architecture as local architect. About Sou Fujimoto Born in Hokkaido in 1971, Sou Fujimoto graduated from the Department of Architecture, Faculty of Engineering at Tokyo University and established Sou Fujimoto Architects in 2000. He has won several international competitions, including his recent 1st prize for the 2014 International Competition for the Second Folly of Montpellier, France ("L'Arbre Blanc"). In 2019, he was selected as the master architect for the Tsuda University Kodaira Campus Master Plan development. Among his notable projects are the annual summer pavilion for the Serpentine Gallery in London (2013)—the youngest architect to receive the commission; House NA in Tokyo (2012); Musashino Art University Museum & Library (2010); and House N (2008). In 2012, he was part of the Japanese team that won a Golden Lion award for Best National Participation at the Venice Architecture Biennale for their design of alternative housing concepts for homes destroyed by the 2011 tsunami. Most recently, he was selected as site producer for the 2025 World Exposition in Osaka, Japan. About Popular Architecture Brooklyn-based Popular Architecture combines simplicity with innovation across multiple scales ranging from master plans to buildings, interiors, and products. The firm is directed by Casey Mack, RA, LEED AP. After completing his M.Arch at Columbia, Mack worked with the Office for Metropolitan Architecture in Hong Kong and New York. He has taught urban design at the New York Institute of Technology and Passivhaus housing at Parsons School of Constructed Environments. Currently, with the support of the Graham Foundation for Advanced Studies in the Fine Arts, he is writing the book Digesting Metabolism: Artificial Land in Japan 1954-2202 (Hatje Cantz Verlag, 2021).

Welcoming 2021: The Year of Resiliency

Happy New Year to all — may 2021 be a better and brighter year for everyone. It has been just over a year since I came to Japan Society as President and CEO, with a mandate to take the Society into the future while preserving its 113-year-old mission of building bridges between the U.S. and Japan. The pandemic has accelerated the pace of change for everyone, globally, nationally, locally, and within our own workplaces and households. Change is hard, but it is also necessary. In a recent email, my friend Parag Khanna wrote, “Our global system evolves the way humanity does, not through grand design or random accident but by adaptation to changing realities. The faster we react to an accelerating world, the better our chances of shaping the future to our benefit.” I’d like to speak to Parag’s point personally rather than geopolitically. The experience of leading a New York nonprofit during this time — an institution that is both deeply and historically embedded in onsite programming and tradition — has both clarified and strengthened my vision for Japan Society’s future. Bending Adversity If 2020 has forced us to prioritize, 2021 will be the year of resiliency. 2021 represents the year of the Ox in Japan, where the ox is considered an industrious, cautious, and faithful friend that is always glad to offer help. After the 2020 we’ve all had, we could use more faithful friends like the ox in 2021. We are looking toward 2021 as a year in which we as a society ultimately overcome COVID-19 through the efforts of scientists, frontline workers, and governments around the globe. We hope to see the world come together in a big way for the first time at the rescheduled Summer Olympics in Tokyo. In some ways, we have already seen the future in Japan and in Asia more broadly, with its successful response to the COVID pandemic. Japan also represents a recent example of how to bend adversity and bounce back, as it did from the Great East Japan Earthquake, tsunami and nuclear disaster of 3/11/2011. The entire country came together in solidarity to support the affected Tohoku region, including concrete measures such as limiting electricity usage at a national level to avoid rolling regional blackouts. A decade on, Japan still remembers, with the Olympic flame set to depart from Fukushima Prefecture in the torch relay that will cross the country before arriving in Tokyo for the Opening Ceremony. Out of Crisis: Opportunity Optimism and positivity are necessary to move forward. I’m optimistic not because I’m naïve about the challenges ahead as we continue to navigate these wild currents, but I am confident that we will find safe passage because of what we have learned collectively and adapted to over the past months. Japan Society’s Language Center had a record year in 2020 despite the pandemic as our teachers reached beyond our physical classrooms to virtual ones; more people joined us than ever before for our first-ever digital JAPAN CUTS, the largest festival of Japanese cinema in North America. We have opened possibilities far beyond our physical building, the original Japan House, designed by Japanese modernist architect Junzo Yoshimura 50 years ago, and named New York City’s youngest landmark in 2011. In crisis comes opportunity, and from opportunity come the possibilities for our collective future. While we are hurting without our physical programs and admissions revenue, we’ve literally been able to connect across the world, and even beyond — from Japanese astronaut Soichi Noguchi, who is currently on the International Space Station, to countless leading voices in Japan such as Olympics Director Nomura Mansai — to create unique experiences for our members. In this time, I return to the Japanese concept of kaizen (改善), continual self-improvement and change for the better. Regardless of the next challenges on the horizon, I’m committed to ensuring that we continuously improve and adapt in this spirit. I believe that our mission has never been more critical than in 2021 as we strengthen U.S.-Japan relations with new administrations in both capitals and seek opportunities to engage, explore, and educate our societies about our collective resiliency as we welcome the new year. Top Germicidal UV Lighting Questions Answered

Amid the COVID-19 pandemic, germicidal lighting has been eyed for indoor disinfection. Bob Karlicek, the director of the Lighting Enabled Systems and Applications (LESA) Center at Rensselaer Polytechnic Institute led a team of engineers who designed and built a UVC system to disinfect masks for reuse. In addition, he has been answering some of the biggest questions people have surrounding this potential tool in the current global public health crisis. These are a few examples: 1. Can UVC radiation kill SARS CoV 2? Yes, several groups have demonstrated that UVC radiation can quickly deactivate the SARS CoV 2 virus that causes COVID-19. To be effective, however, the delivery dose needs to be high enough and the required dose depends on several environmental factors (surface or airborne, relative humidity, and other environmental factors) that impact the delivery of UVC radiation to the virus’ RNA. The higher the dose, the faster the process, and the greater the percentage of virus deactivated. 2. Can UVC LEDs be used for germicidal applications? Absolutely, and there is considerable published evidence for the effectiveness of UVC LEDs in germicidal applications including SARS CoV 2. Also, the output power, reliability and cost-effectiveness of UVC LED solutions are continually improving with continuing research on the design and manufacturing of UVC LEDs. Note that both UVC mercury lamps (254 nm) and UVC LEDs have lifetimes that are considerably shorter than LEDs used in solid-state lighting, so that should be factored into the design of GUV systems using either technology. 3. How can UVC sources be used safely around people? So long as humans are not in the direct line for exposure to the UVC radiation there should be no issues. Ordinarily, UVC systems are used only when people are not present or in disinfecting air (either inside of ductwork of HVAC systems or with specially designed optics to irradiate the upper portions of room-air) with little or no radiation to the people below. Some UVC lamps come with presence detection systems that turn off when persons approach, but these systems will have to have very low false-negative error rates (turning on when the system falsely thinks that people are not present).
